ORANGE COUNTY BOARD OF COMMISSIONERS
Monday, June 2$, 1970
The Orange County aoard of Commissioners met in special
session on Monday, June 2$, 1976, at 1:00 p.m., in the Com-
missioner's Room of the Courthouse in Hillsborough.
Members present were Chairman Flora Garrett, Commissioners
Norman Gustaveson, Jan Pinney, and Richard Whitted.
Member absent was Norman Walker.
Others present were 5. M. Gattis, County Administrator; Neal
Evans, Finance Officer; and Agatha Johnson, Acting Clerk.
William Laws, Tax Supervisor was also present and he re-
quested the Hoard of Commissioners to reduce the taxes for
the Pinegate property from 100% to 56%.
Upon motion of Commissioner Gustaveson, seconded by Commis-
sioner Pinney, it was moved and adopted to reduce the taxes for
the Pinegate property on the Tax Supervisor's recommendation.
The Tax 5upervisrs informed the Board that the North Carolina
Property Tax Commission had denied Mr. D. St. Pierre Dusose's
application for an Agriculture Use Value.
Chairman Garrett referred to the first item on the Agenda,
Title XX. She stated that contracts must be in Raleigh by
June 30, 1976, in order for the contracts to be extened far
thirty days. She said that the Board did not know what total
monies would be allocated to each County.
Commissioner Gustaveson stated that the Soard.was unsure
of what way to go without getting into difficulty. He sug-
gested that the Soard could continue all existing contracts
for 90 days and during that time try to work out a solution.
Richard Taylor of Legal Aid spoke of his plans to increase
the services of Legal Aid to help the Chapel Hill area, not
knowing of the reallocation problem that has occured. He
stated to continue Legal Aid at the present level would~de-
crease what is planned for the future. Mr. Taylor requested
the County Commissioners to extend the Legal Aid Contracts.
Chairman Garrett stated that as loan as the Board finds out
about the reallocation they would make reallocations.
Chairman Garrett moved that the Board approve the contin-
uance of five contracts, which are: Frank Porter Graham
School, Council an the Aging, Chore Service, Life Enrichment
Center, Legal Aid and Triangel J Housing Development, at the
present existing level of service far 90 days.
The motion was seconded by Commissioner Whitted.
Discussion ensued concerning whether service would continue
at the dollar level or the activity level. The Board agreed
that these programs should be continued at the present spending
level.
Commissioner Pinney stated that '. he felt the Board was taking
the easy way out.
Commissioner Gustaveson called for the question.
The Chairman called for the vote on the question and all
members voted aye.
The Chairman called for the vote on the motion.
Commissioners Garrett, Whitted, and Gustaveson voted aye.
Commissioner Pinney voted nay.
The Chairman declared the motion passed.

Chairman Garrett stated that the next item for discussion was
T-40.
The Chairman read a Resolution of Comment an T-40. She requested
that an additional paragraph be added to the resolution regarding the
comprehensive plan for the area connecting Dake Forest lands with the
Chapel Hill, Durham, and Hillsborough communities. The Board agreed
to the additional paragraph and the Resolution reads as follows=
"WHEREAS, Any routing of I-40 through Orange County
will cause dislocation and do violence to
human and wildlife habitats therein; and
WHEREAS, Orange County through its Planning Depart-
ment has conducted extensive public meetings
in Chapel Hill Township in order to develop
a comprehensive plan for that area and that
the citizens have responded with the desire
for a rura,~ environment and a green belt
connecting Duke Forest Lands with the Chapel
Hill, Hillsborough, and Durham communities;
and
WHEREAS, Of the possible routings, Alternate 4 requires
the least new construction; requires the least
elisplacement of businesses and families; re-
quires no new stream crossings; and causes a
relatively slight loss of wildlife habitat
acreage; and
NOW,.T'HEREFORE, BE IT RE50LVED
By the Orange County Board of Commissioners
that the Board continues to appose all the
I-40 Alternate routes through Orange County
but-finds Alternate 4 the least objectionable
of the possiblities; aril
BE TT FURTHER RESOLVED
That the Board continues to express its interest
in the desperately needed improvements to NC High-
. way 54 East and NC Highway 85.
This the 28th day of June,~:1976."
Mr. G. P. Sykes, a Orange County resident was present and requested
permission to speak on T-40. He stated that he felt a good idea for
T-40 is from the Research Triangle area to follow Highway 54 to
Graham and then continue on T-85. He requested the Board to consider
this suggestion.
Commissioner Whitted stated that this was not one of the proposed
corridors.
Chairman Garrett stated that the Department of Transportation had
said that there is not enough money to route through Chapel Hi11.
Upon motion of Commissioner Whitted, seconded by Commissioner
Pinney, it was moved and adopted that the Resolution of Comment on
I-40 be approved and be presented at the Public Hearing on June 29, 1976.
Chairman Garrett asked that it be entered into the record that
the Energy Task Force Report and the proposed_'LandmPlan for Chapel Hill
Town, the Eno River Task Force Report and the Growth Options Conference
_ Report be presented at the Public Hearing.
She stated that it had also been suggested that maps of the pro-
. posed Y-40 alternates be erected.
The meeting was then adjourned.
