PURPOSE:
To award one housing rehabilitation contract for the HOME Housing Rehabilitation Program
BACKGROUND:
The Housing and Community Development Department solicited bids from qualified housing
rehabilitation contractors participating in the County's Housing Rehabilitation Program. Sealed
bids were solicited from participating contractors on April 8, 1999. The informal bidding process is
governed by the North Carolina General Statues §143-131 and does not require a minimum number
of bids. Bid results are attached. Present program procedures provide that housing rehabilitation
contracts be awarded to the lowest responsible bidder.
FINANCIAL IMPACT:
Total funding provided by the HOME Investment Partnership Program.

The Manager recommends awarding the following housing rehabilitation contract:

EXTERIOR:
1. Pressure wash the gutter siding, soffitt and all trim.
2. Install furring strips on the block walls. Install 3/8 inch
stryofoam insulation and vinyl siccing. Install aluminum window
and door trim.
3, Install a concrete splashblock under each downspout.
INTERIOR:
LIVING ROOM:
1. Remove the existing door, storm door, window, paneling,
carpet, ceiling file and closet door, base and crown mold.
2. Cover all surfaces Kilt.
3. Install'/. inch sheetrock an the walls. Flat tape the shcctrock
to the window tdm. Tape and fiinish the sheetrock smooth.
4. Install ~i inch sheetrock on the ceiling. Tape and findsh
the sheetrock smooth.
5. Install a six panel, metal insulated door unit with lockset and
deadbolt to be keyedthe same. Install peephole and colonial style
trim. Fur jamb as necessary.
6. Install an aluminum clad storm door. Door to have a
pneaumatie closure and vinyl sweep. ~• _ .
7. Install colonial style baseboard and casing.
8. Paint the ceiling with ceiling white latex paint, the walls
with flat latex and the trim with semigloss latex. Paint to cover

9. Install a prEhung door unit and closet locksot o~n the
linen closet.
10. Install carpet and pad. Carpet allowance to be $14/yd.
11. Install two vinyl replaccmex~t windows 30 inches wide.
12. Cut and frame an opening fora 32 inch door unit next
to the front windows.
KTTCFIEN:
1. Remove the paneling, ceiling tile, cabinets, base and
crown mold, rear door and storm door.
2. Cover all surfaces completely with Kilt.
3. Install a six panel metal insulated door unit. Install a
lockset and deadbolt to be keyed the same. Install a peephole
and colonial style casing.
4. Install an aluminum clad storm door. Door to have a
pneaumatic closurer and vinyl sweep.
5. Install'/a inch sheetrock on the walls. Flat tape the windows
and door. Tape and finish the shcctrock smooth. ~ _
6. Install '/s inch sheetrock on the ceiling. Tape and fitush
the sheetrock smooth.
7. Install woods front, factory finish cabinets to match the
existing lineal footage.
8. Paint the ceiling with ceiling white latex, the walls with
flat latex paint and the trim with semigloss latex paint. Paint
to cover completely.
9. Install colonial style baseboard and casing.
11. Install'/. inch luau plywod on the flaor. Prepare the
surface for vinyl. Iiastall vinyl, shoemold and %etal trim. Vinyl
allowance to be $14/yd

12. Clean the windows and storm windows.
FRONT BEDROOM:
1. Remove the charred furring strips and replace with
likesize lumber
2. Remove the paneling, carpet, baseboard and entrance
and closet door
3, Cover all surfaces with Kilz.
4. Install ~a inch styrofoam insulation on the exterior
walls.
5. Ynstall one vinyl rcpalcement window and trim.
6. Install th inch sheetrock on the walls and ceiling.
Tape and fizush the sheetrock smooth.
7. Remove the existing front window and frame in
the opening.
8. Install colonial style baseboard and casing.
9. Install a six panel entrance and closet door .Install
a privacy lockset and a closet lockset.
10. Install 1x12 shelf, closet rod and bracket in the
closet.
11. Paint the ceiling with ceiling white latex paint.
paint the walls with flat latex paint and the trim with semigloss
latex paint. Paint to cover completely.
12. Install carpet and-pad. Carpet allowance to be $l.4%yd: '
REAR BEDROOM:
1. Remove the wall and ceiling covering to the furring strips.

7. Install a 1x12 shelf and closet rod in the closet.
8. Install colonial style baseboard
9. Install carpet and pad. Carpet allowance to be $14/yd.
10. Clean the windows and storm windows.
BATH:
1. Remove the fixtures, door, wall covering and ceiling
covering.
2. Cover all exposed surfaces with Kilz.
3. Install MR sheetrock on the walls and'fz inch sheetrock
on the ceiling. Tape and finish the sheetroek smooth.
4. Install colonial style baseboard.
5. Install a si7c panel entrance door and privacy loclcset.
8. Paint the walls and trim semigloss latex and tho ceiling
with ceiling white latex. Paint to cover completely.
9. Install 1/4 inch loan plywood on the floor. Prepare the
plywood for vinyl. Install roll vinyl floor covering, shoemold
and metal trim.
10. Install a five piece accessory kit, to include, tumbler,

papa holder, soap dish and two towel racks.
11. Clean the window and storm window.
PI,ITII~ING:
1. Install a one piece fiberglass tub unit and washerless faucets.
Install all necessary waste and supply conueetions.
2. Install a 19 inch wood front vanity and molded marble
'I'op. Install a washerless faucet. Install all necessary waste and
supply connections, including p-trap assembly and cutoffs.
3. Install a handicapp commode. Install new cutoff.
4. Install a seven inch, double bowl stainless steel sink
im the kitchen. Install a washerlcss faucet, p-trap assembly and
cutoffs.
5. Install a frostfree exterior faucet.
6. Install a washing machine box.
ELECTRIC:
1. Install a 150 amp service, including new mast and weather
fiend.
2. Install GFI outlets in the kitchen and bath.
2. Install an electric smoke detector in the hall and the new
addition. ~ ~--
4. Install washer and dryer outlets.
5. Install new outlets, switches and covers.
7. Install a dryer vent under the floor, extend to the exterior.
8. Install new fixtures in each room and each exterior
entrance
9. Remove all damaged wiring and receptacles in the
front bedroom and replace .

MECHANICAL:
1. Remove the existing furnace and duct work.
3. Install an 859b or better efficient gas furnace with
electronic ignition. Install insulated duct work. Install all
necessary electric and mechanical connections.
INSUI.ATxON:
1. Install R-30 insulation in the attic.
2. Install R-19 insulation under the floor.
3. Install a 6 mil vapor barrier in the crawl space.
