MINUTES
ORANGE COUNTX BOARD OF COMMISSIONERS
Tuesday, June 8, 1976
The Orange County Board of Commissioners met in special session on
Tuesday, June $, 1976, at 7:30 p.m., in the Commissioners Room of the
Courthouse in Hillsborough.
Members present were Chairman Flora Garrett, Commissioners Norman
Gustaveson, Jan Pinney, Norman Walker and Richard Whitted.
Members absent were none.
Others present were S. M. Gattis, County Administrator; Neal Evans,
Finance Officer; and Betty June Hayes, Clerk to the Board.
The Finance Director officially filed a copy of the proposed 1976-
1977 Budget with the Clerk. (For copy of the Proposed 1976-1977 Budget
see Minute Docket Book Nine, Page 533 )•
Discussion ensued as to dates to be established for the budget
hearings. No decision was made at this time.
The Commissioners began to review the budget and the County Admini-
strator was requested to explain the personnel request that had been
included.
Discussion ensued concerning the telephone situation and the pro-
blems being encountered by Chapel Hill residents. Mr. Gattis stated
that the budget did include monies for additional telephone lines. The
Board inquired as to how long it would take to secure additional lines.
Mr. Gattis replied that generally it took from six to seven weeks.
The Board authorized the County Manager to secure additional
telephone Lines.
The County Administrator stated that:the County could immediately
rent the old Post Office Building providing that certain repairs were
made to the building and that this would be in lieu o£ rent. He stated
that he was anxious to move the Planning Department to this facility,
and that this could be done without to much delay. The Board by con-
sensus authorized the County Manager to proceed 'on this matter.
On Page 1$ (Library) of the Budget, discussion ensued concerning
the appropriation. Commissioner Pinney questioned why the Chapel Hill
Library could or would not become a part of the Hyconeechee Region.
Iiscussion ensued. Commissioner Pinney stated that he did not under-
stand why the two units could not meet some arrangement as $40,000 of
State funds were not being received through the current library struc-
ture.
Other budget deliberations ensued.
The Board scheduled the following meetings:
Thursday, June l0, 1976 - District Health and Mental Health.
Wednesday, June 16, 1976 - Recreation Department, EMS, and Library.
Thursday, June 17, 1976.
Monday, June 21, 1976 Budget Public Hearing and Orange Water-Sewer
Public Hearing and Joint Orange-Chatham Community Action.
June 24, 1976 was set for the completion of the budget.

Discussion ensued concerning the reconstituting of the Orange
Water-Sewer Authority.
Commissioner Gustaveson moved for the adoption of a Resolution
authorizing the Publication of another Public Hearing on the Pro-
posed amendment on the Reorganization of the Orange Water-Sewer
Authority.
Commissioner Whitted seconded this motion.
Discussion ensued and Commissioner Gustaveson called far the
question.
The Chairman called for the vote.
Voting aye 'were Commissioners Garrett, Gustaveson, Walker and
Whitted.
Voting nay was Commissioner Pinney.
Chairman Garrett declared the motion passed.

There being no further business to come before the Board, the
meeting was adjourned.

Thursday, June 10, 1976
The Orange County Board of Commissioners met in special session
on Thursday, June 10, 1976, at 7:30 p.m. in the Commissioners room
at the Courthouse in Hillsborough, to discuss the budgets of the
Health Department and the Orange-Person-Chatham Mental Health Center.
Members present were Chairman Flora Garrett, Commissioners
Norman Gustaveson, Jan Pinney, Richard Whitted and Norman Walker.
Members absen*_ were none.
Others present were S. P•I. Gattis, County Administrator; Neal
Evans, Finance Officer; and Agatha Johnsonr Acting Clerk.
The Board of Commissioners discussed briefly a new mandate
issued recently by the State which reduced substancially Title XX
funds appropriated to Orange County. The Board was told that the
Social Service Beard would meet on Friday to discuss the matter and
perhaps would provide the Commissioners with a recommendation.
Chairman Garrett recognized Dr. Corp Don Fuller, District
Health Director, and Dr. Fuller presented to the Board a line item
budget request. Dr, rullPr stated that the budget request had not
changed and he was using the same figures as were used last year
except for a requested increase in salaries which the State had
dictated.
Dr. Fuller spoke of the attempt to build relations between the
University and the District Health Department, particularly in the
Nursing Program, School of Public Health, Family nurse PractitEioner
and training, the Nutrition Program within the District and in the
School of Health Educators. Dr. Fuller stated that it w.as the
Health Department's desire to provide continuing education far staff
members, especially the nurses.
