Provide acreage and reason you need to acquire land for this trail project: The 8 19 acre parcel is not onl~currently being used as an unofficial access, but is a high uriori~ parcel for riparian protection. Current private landowners aze unable to meet the management demands that the increase of Haw River Trail paddlers are requiring. 17. List any existing facilities (if any) that are currently available to support this new trail or existing trail project (trail head pazking areas, restrooms, drinking water, etc.): Improvements to the access upstream at Saxapahaw and downstream at Chicken Bridle road (the main access points associated with the Old Greensboro accessl are both improving their facilities creatins a recreational svstem Qan at Old Greensboro access. Currently at Old Greensboro there is a dirt access road in the DOT right-of-wav. Applicant response - If you wish to explain/clarify your response to any of the above questions, please indicate the question by number and explain briefly: The Haw River Trail (HRT) has been selected as a section of urimary route for the Mountains to Sea Trail and has become an important part of a systemic economic revitalization proiect for the communities involved. Old Greensboro Hiahwav access is the most important access on the HRT because it takes the `on caner' narinership between • Application Page 3 ~o Alamance County, Chatham Count and Orange County and makes it a reality. Without this development, the Saxapahaw access is without atake-out location and the Chicken • Bride access development is without aput-in upstream, relegating each to only %z of their recreation potential. Finally, this location is an important acquisition as it brid es the gan between the land acquisition in Chatham County with projects upstream. This development provides facilities at what is currently the most important Haw River Trail access and maximizes the potential trail improvements conducted by the partnering counties and municipalities of Alamance County, Chatham County, Saxapahaw, Swepsonville, Burlington and Graham B. Contract Period: Should your agency or organization be awarded this RTP grant, you will be expected to complete this project within two years from the date of award of a fiilly executed contract with the Department of Environment and Natural Resources. A topographic map Provide a copy of the 1:24,000 United States Geological Service (USGS) topographic map (or map portions, clearly marked with USGS quad name), which shows your complete project site. Indicate the project boundaries cleazly on both maps. 2. A site map Provide one copy of a site map of the project itself. The map must have a scale and a north • arrow, and the route of the proposed trail or location of the trail facilities must be cleazly indicated. If the project involves a combination of new trail construction and trail maintenance/restoration, the locations of these two activities must be cleazly mazked along the length of the trail on the site plan. 3. Landscape description 1. How many acres in the site will be impacted by the proposed trail construction? Impact will be minimal as displayed in the site plan map. Land trail feet constructed in this project will only include trails from the parking area to the river access area. 2. Describe the past land use of the land impacted by the proposed trail construction (for example, reforested land, former agricultural fields, etc.) There is an existing dirt road access branching ofd of a near by private driveway which is mostly within the DOT right-of--way. The remaining area has been left in a natural state for over 5 years. 3. Describe the site's general land cover as accurately as possible (for example, 40% hardwoods, 30% Pines, 30% open field) 100% forested 4. If there is flowing water or open water on the site, please describe it. The Haw River forms the western boon of the parcel in question. 5. If there is a wetland on the site, please describe it, noting the acreage it includes. Show its extent on the enclosed site map. Please refer to the National Wetlands Inventory Map http://wetlandsfws.er.usgs.gov/wtlnds/launch.html. It is unclear exactly how many acres of the varcel is wetland, although almost the entire parcel is within the 100 year floodnlain. It is possible that as much as 90% of the parcel is wetland. 6. Agrees that construction of any recreational trail on National Park Service or National Forest Service lands for motorized uses will be on Iands proposed for such uses and will not be on lands in designated wilderness areas and that such construction is otherwise consistent with the management direction is such approved Land- and resources management plan. 5. Has the legal authority to apply for Federal assistance, and the institutional, managerial and financial capability (including funds sufficient to pay the non-Federal share of project costs) to ensure proper planning, management and completion of the project described in this application. 6. Will give the awarding agency, the Comptroller General of the United States, and if appropriate, the State, through any authorized representative, access to and the right to examine all records, books, papers, or documents related to the assistance; and will establish a proper accounting system in accordance with generally accepted accounting standards or agency directives. 7. It will be placed on the next board consent agenda for your consideration and approval. This opportunity became available in the last few days and had a short time flame for submission since the State Trails coordinator requested that we apply. this means that we have a great chance of being funded. This project has been on our agenda for some time, but has not been a high priority until now after being requested to apply. If you do not wish to approve this item after the fact, the application can be withdrawn or the money can be declined if funded. However, I did not want to bypass this opportunity. I recognize that there are financial implications such as a matching requirement and possibly some type of partnership with other jurisdictions with whom we signed a MOU in 2006 to work together to achieve this goal in each of our jurisdictions.
