ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS
A RESOLUTION ENDORSING A COMPREHENSIVE TRANSPORTATION PLANNING
STUDY FOR ORANGE COUNTY
WHEREAS, Orange County realizes the significance of a county-wide comprehensive
multi-modal transportation plan in replacing all previous highway thoroughfare plans and
in providing guidance for all future modal travel need, recommendations and decisions;
and
WHEREAS, Orange County, as a member of the Triangle Rural Planning Organization
(TARPO, has previously informed the North Carolina Department of Transportation
(NCDOT) of its desire for a comprehensive multi-modal planning study to be performed;
and
WHEREAS, Orange County is also a member of the Durham-Chapel Hill-Carrboro
(DCHC) Metropolitan Planning Organization (MPO); and
WHEREAS, DCHC MPO recently completed transportation studies to develop a
Comprehensive Transportation Plan while developing its current 2035 Long-Range
Transportation Plan; and
WHEREAS, Orange County recently adopted a 2030 Comprehensive Plan that includes
a Transportation Element with goals and objectives, one of which is to "Create and
implement an Orange County Comprehensive Transportation Plan that provides the
framework for a comprehensive and connected transportation system supporting a mix
of all transportation modes, including sidewalks and bicycle facilities, bus and rail transit
facilities, and highways. The plan should be coordinated with the goals and objectives of
this Comprehensive Plan and seek to maintain and enhance community character and
the natural environment."; and
WHEREAS, the Orange Unified Transportation Board (OUTBoard) and the Planning
Board served as the Lead Advisory Boards for developing the Transportation Element
of the Comprehensive Plan; and
WHEREAS, there is a critical need to analyze the specific needs of the strategic
highway corridors in Orange County as designated in the North Carolina Strategic
Highway Vision Plan and to recognize these strategic highway corridors in a
Comprehensive Transportation Plan; and
WHEREAS, the NCDOT Transportation Planning Branch, with assistance from the
Triangle Area Rural Planning Organization, is charged with cooperatively developing a
multi-modal Comprehensive Transportation Plan for the area in Orange County outside
Metropolitan Area Boundaries including all stakeholders, as well as the interests of the
general public; and
WHEREAS, Orange County will engage all appropriate stakeholders as co-partipants in
the transportation planning process; and
WHEREAS, Orange County, with the assistance of NCDOT Transportation Planning
Branch and the Triangle Rural Planning Organization, will consider ways to engage its
citizenry throughout the comprehensive multi-modal transportation planning study; and
WHEREAS, to adopt a Comprehensive Transportation Plan pursuant to General Statute
136-22.3, the qualifying land development plan will be a current or in-progress land
development plan that will be less than 5 years old at the time of adoption;
NOW, THEREFORE BE IT RESOLVED the Orange County Board of Commissioners
reaffirms the need for amulti-modal Comprehensive Transportation Plan and directs its
representatives, staff and the Orange Unified Transportation Board (OUTBOARD), in
coordination with the Planning Board, to assist the North Carolina Department of
Transportation (NCDOT) Planning Branch and its partners .in the comprehensive
transportation planning process.
