Fikes, 245-2490 PURPOSE: To award housing rehabilitation contracts for the Orange County CDBG and HOME Scattered Site Housing Rehabilitation Program. BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program for the general repair portion of the work specifications. Bids were also solicited from • lead based paint abatement .contractors for items containing lead based paint as required by federal regulation. The informal bidding process is governed by the North Carolina General Statues §143-131 and does not require a minimum number of bids. Additionally, present program procedures. provide that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally, all contractors participating in the County's Rehabilitation Program are required to utilize current deconstruction and material recycling methods during the repair process. Bids for the rehab portion of the Glosson Circle property were solicited on November 2 and November 16, 2006 with a bid opening on November 16, 2006. For the lead and mold portions, only one contractor appears on the State Certified list that is able to do both remediations, thus that contractor was the only one solicited for a bid. For the Roberts Street property, bids were solicited from participating contractors on October 13 and November 6, 2006, with a bid opening on November 16, 2006. There were two bids received for the lead abatement work. Bids for the housing rehabilitation portion were solicited on the same dates with a total of two bids received for the project. Bid results are attached. FINANCIAL IMPACT: Funds are provided by a CDBG Scattered Site Housing Rehabilitation grant awarded by the N.C. Existing screen on Bathroom window to be relocated to Kitchen window. 2. Remove existing Bathroom window and frame. Repair opening where Bathroom window was removed to accommodate installation of new wall framing. Supply and install new standard framing to provide wall panel in exposed opening. Framing to accommodate installation of interior water resistant sheetfock flush with existing interior wall, R-19 wall insulation, exterior sheathing, exterior building paper and new white vinyl siding. Includes all necessary transitions, j-channel and trim for vinyl siding, complete. J. Protect glass, masonry, concrete, roof coverings, vegetation and personal possessions with appropriate temporary coverings and enclost~res.$ L. STORAGE ROOM 1. Remove existing storage room door panel and door stop, remaining frame and casing to remain intact. Prepare opening to maintain existing head height and door swing, accommodate extension of new landing approximately 4" into door opening, and accommodate installation of new exterior door panel, door stop and door threshold. Supply and install new door panel, door stop and door threshold. Includes all hardware and new keyed lockset, complete. Where exterior wood frame, trim and sill are exposed, supply and install pre-finished white aluminum coil stock to cover exposed wood components, including wood spacers to create uniform surfaces. 2. Remove approximately 2 l.f. of damaged sill adjacent to storage room door and approximately 18 l.f. of damaged siding on exterior of storage room. Replace sill and siding with treated wood, plane of exterior surface of siding to match existing. Supply and install new fascia on rear of storage room, primed with oil-based primer. M. GENERAL REPAIRS 1. Remove existing tread surface brick from three steps at front porch. Prepare footing/base to accommodate installation of new tread surface brick to match existing rise and run. Supply and install new brick and mortar tread surface brick on the three steps and restore to proper working order, complete. New materials to match existing as close as practical. • i~. Remove existing crawlspace access door panel and framing. at Left side foundation wall to accommodate installation of new access door. Supply and install new address numbers on exterior of house near front door and visible from the street. N. SITE IMPROVEMENTS 1. Supply and install underground drainpipe far gutter downspout on rear corner of house adjacent to rear landing, to slope away from house and around storage room terminate or "daylight" at least 10 l.f. down-slope from downslope side of ramp. Includes trenching, direct connection from gutter downspout to drainpipe, backfill, and restore trench areas to original working order as. close as is practical. All connectors and drain pipe to be solid flexible material. All work complete. 2. Supply and install landing and access ramp outside of rear exterior door, including handrails, and one step to left of landing, constructed with treated wood members, complete. Top of landing handrail to be set at 34" above landing top surface. Step to have 36" clear width measured from rear exterior wall of house and have railing on right side, with top of handrail set at 34" above nose of step. All work complete. 4. Remove vines and other growth from exterior siding of house. Trim height of shrub in front of house to 12" below eave. II. KITCHEN 1. Remove existing wall-mounted fan above stove. Prepare wall above existing stove to accommodate installation of new wall cabinet and ducted range hood. Range hood to be ducted through new wall cabinet and existing ceiling through roof to the exterior of the house. Ceiling treatment to be moistened and contained where hole is cut far ducting to not spread dust and debris. Supply and install new 30" wide wall cabinet. New cabinet to be installed with top of cabinet flush with Kitchen ceiling. Supply and install new duct chase through inside of new wall cabinet, remaining space to have shelves. 2. Remove existing wall cabinets. Prepare existing wall for installation of new base and wall cabinets. The rehab portion of this project was initially bid through our typical bid process. Bid packages were prepared, the bidwalk was scheduled, contractors were invited, and the bidwalk was conducted. At the first scheduled bid opening only two bids had been submitted. As such, the bids were not opened and a second . bid opening was scheduled and announced. At the second opening two bids had been submitted and were opened. In reviewing the two bids it was determined that both of them exceeded our in- house estimate. After careful consideration of the scope of work, the estimated cost and the bid costs it was decided to scale back the scope of the work and attempt to negotiate with the lowest bidder, Diamond Builders. Diamond Builders was approached, was responsive to negotiation, and submitted a new bid based on the revised work writeup. This bid was reviewed and found to be within the acceptable tolerance range of our in-house estimate.
