MTNUTE5 OF THE ORANGE COUNTY BOARD OF COMMISSIONERS
Thursday, May 27, 1976
The Orange County Board of Commissioners met in special
session on Thursday, May 27, 1976, at 12:00 noon, in the Com-
missioner's Room of the Courthouse.
Members present were Chairman Flora Garrett, Commissioners
Norman Gustaveson, Jan Pinney and Norman Walkers and Richard
Whitted.
Others present were S. M. Gattis, County Manager; Neal Evans,
Finance Director; A. S. Coleman, Jr., County Attorney; and Agatha
Johnson, Acting Clerk.
Mr. Gattis presented to the Board a plat of J. M. Conklin Heirs.
This property is located in Chapel Hill township and fronting on
Old Highway 86. It is a 3.79 acre tract.
Upon motion of Commissioner Gustaveson, seconded by Commissioner
Whitted, it was moved and adopted that the plat of J. M. Conklin
Heirs be approved.
The Chairman stated that the purpose of this meeting was to
discuss the County's bid for the Water-Sewer utilities. Chairman
Garrett stated that at the meeting. of the Negotiating Committee of
the Church Commission, Orange County was placed in second place for
tha purchase of the utilities. It was brought to the attention of
the Committee that the County was only bidding on the water system.
The_placement list was then changed and Orange County was moved to
thzrd position with the Authority ranking first and the Town of
Chapel Hill ranking second.
Mrs. Garz:ett stated that Chapel Hill had submitted two amend-
ments to their bid and that it was only logical for the County to
bid on the sewer system in order to have a stronger bid. ~
Discussion ensued.
Commissioner Walker asked if the County did acquire the utili-
ties could the County do whatever they wished to with it? The reply
was yes, however, it would probably be turned over to the Authority.
Commissioner Gustaveson moved that the Board go into Executive
Session to discuss the acquisition of the utilities. This motion
was seconded by Commissioner Whitted.
All members of the Board voted aye and the motion was declared
passed.
EXECUTIVE SESSION
Upon motion of Commissioner Gustaveson, seconded by Commissioner
Pinney, it was moved and adopted that the Board adjourn from Executive
Session.
Commissioner Gustaveson moved that Orange County submit a bid
to purchase the sewer system at the price agreed upon in Executive
Session.
The motion was seconded by Commissioner Whitted.
All members of the Board voted aye.
The motion was declared passed.
The County Attorney had prepared a Memorandum to Mr. John
Temple of the Utilities Study Commission stating the County's
action.

Orange Gounty as fortunate in having such authenticity set upon itl~'
D. L. Coxbitt, chairman of publications for the h.C., Archives and
Historyy in his book entitled "The Formation of Gounties in I~. C.

1663-1943 (on pagej67) which was published 3.n 1950, says of Orange
County: " Orange eras formed in 172 from 3ohnston, Bladen, and
Granville. It was named to honor ~'Jilliam of the House of Orange in
tha nether:~ands who became King ~,'lilliam 111 of England."
The Orange County seal made official at the PJ`ay 1976 meeting of
the County Commissioners eras an object of research over a period
of time by T."rs. Clarence D. Jones of the Orange County Historical
ATUSeum board. Its authenticity was established first by the secre-
tary of reseaech of the ?:'illiamsburg Foundation. A description
t~~as given in the enclosed letter:
Further research at the I.C. Department of archives and I-Iistory and
at the UNC Library supported the fact that Grange County was in-
deed named for King Giilliam 111 of the house of Orange. An authen-
tic copy of his coat of arms was located in Boutell's Book of
Heraldry.
A professional heraldic artist leas commissioned by •¢he Orange County
Historical i~!useum to reproduce the coat-of-arms in color. This now

hangs in the rduseum. The Museum is proud to have produced the
shield of the House of Orange which the county has adopted as
the Orange County seal.
