PURPOSE: To adopt a resolution approving an amendment to the 2008 Consolidated Housing
Plan Annual Update.
BACKGROUND: On May 5, 2009, the Board of County Commissioners approved the Annual
Update to the Consolidated Plan for Housing and Community Development Programs in Orange
County. The Consolidated Plan includes the housing activities of the Towns of Carrboro,
Chapel Hill, and Hillsborough and Orange County which also approved the Annual Update in
May 2009. The Update included the 2009-2010 Community Development Plan for the Town of
Chapel Hill and the 2009-2010 HOME Program Action Plan for the Orange County HOME
Consortium.
Since that time, the Town of Chapel Hill received word of the availability of approximately
$156,110 in additional Community Development Block Grant funds made available through the
American Recovery and Reinvestment Act (ARRA) of 2009. HUD requires the Annual Update
to the 2008 Annual Plan be amended to incorporate the additional funding and its proposed
uses. The Town plans to utilize these funds for activities in their public housing communities.
The recommended program design is detailed in the attached resolution.
All entities included in the Consolidated Plan are being asked to consider approval of this
program amendment.
FINANCIAL IMPACT: The Town of Chapel Hill will receive an additional $156,110 in CDBG
funds for the next fiscal year. Unfortunately, there is no additional HOME funding included in
the American Recovery and Reinvestment Act (ARRA) of 2009. County staff is continuing to
monitor opportunities for additional housing funding from state agencies administering ARRA
funds.
RECOMMENDATION(S): The Manager recommends the Board adopt a resolution approving
the amendment to the 2009 Consolidated Housing Plan Annual Update.
RESOLUTION APPROVING AN AMENDMENT TO THE 2008-2009 ANNUAL
UPDATE TO THE FY 2005-2010 CONSOLIDATED HOUSING PLAN FOR
ORANGE COUNTY, NORTH CAROLINA
WHEREAS, the U.S. Department of Housing and Urban Development has
awarded the Town of Chapel Hill $156,110 of Community Development Block Grant
funds made available through the American Recovery and Reinvestment Act (ARRA) of
2009; and
WHEREAS, the Town of Chapel Hill has approved the following activities for
this CDBG funding:
Repair of Decks at Trinity Court $ 70,000
Public Housing Exterior Painting $ 66,110
Retrofit with High Efficiency Toilets at public housing $ 20.000
$156,110.
BE IT RESOLVED, by the Orange County Board of Commissioners, that the
Commissioners approve the amendment to the 2008 Annual Update to the 2005-2010
Consolidated Plan for Housing Programs in Orange County, NC, including compliance
with the HUD policies, procedures and regulations required therein.
BE IT FURTHER RESOLVED, that the Manager is hereby designated as the
authorized representative of the County to act in connection with the submission of the
amendment to the Annual Update and to provide such additional information as may be
required by the U.S. Department of Housing and Urban Development.
