PURPOSE: To consider endorsing a comprehensive transportation planning study for Orange
County and the participation of staff and the Orange Unified Transportation Board
(OUTBOARD) in assisting the North Carolina Department of Transportation (NCDOT) Planning
Branch in the comprehensive transportation planning process.
BACKGROUND: Orange County, in November 2008, adopted a 2030 Comprehensive Plan
that included a Transportation Element. Objective T-3.2 for Goal 3 (integrated land use planning
and transportation planning) is to create and implement an Orange County Comprehensive
Transportation Plan ("Create and implement an Orange County Comprehensive Transportation
Plan that provides the framework for a comprehensive and connected transportation system
supporting a mix of all transportation modes, including sidewalks and bicycle facilities, bus and
rail transit facilities, and highways. The p{an should be coordinated with the goals and objectives
of this Comprehensive Plan and seek to maintain and enhance community character and the
natural environment.").
Links with Commissioners Planning Principles and other Comprehensive Plan Elements
Objective T-3.2 is linked with 1, 2, 3, 4, 5, and 7 of the following Orange County Board of
Commissioners Planning Principles:
1. Efficient and Fiscally Responsible Provision of Public Facilities and Services
2. Sustainable Growth and Development
3. Encouragement of Energy Efficiency, Lower Energy Consumption, and the Use of Non-
polluting Renewable Energy Resources
4. Promotion of Both Air Quality Protection and the Development of an Effective Transportation
System
5. Natural Area Resource Preservation
6. Preservation of Rural Land Use Pattern

7. Water Resources Preservation Promotion of Economic Prosperity and Diversity
8. Preservation of Community Character
Other elements of the Comprehensive Plan have objectives that are linked with transportation
objective T-3.2. Those are:
• Economic Development, Objective ED-2.3 "Promote public transportation, alternative modes
of transportation, and encourage carpooling and park-and-ride participation."
• Land Use, Objective LU-3.2 "Coordinate land use patterns to facilitate the expanded use of
non-auto modes of travel, the increased occupancy of automobiles, and the development
and use of an energy-efficient transportation systems."
• Natural And Cultural Systems, Objective AE-7 "Expand and enhance Orange County's public
transportation system." and Objective AE-8 "Improve transportation efficiency: promote more
public transportation, ride sharing, and alternative transportation such as bicycles and
walking."
• Services And Facilities, Objective PS-T-5 "Include in applied site design standards for
residential, commercial, and industrial development, appropriate road design standards to
ensure adequate law enforcement and emergency vehicle access to the development."
Comprehensive Transportation Plan
The Comprehensive Transportation Plan (CTP) will be a long-range multi-modal plan to serve
present and future travel demand in Orange County. The plan will consist of four maps that
show existing facilities, facilities that need improvement, and recommended new
facilities/alignments for highways, public transportation and rail, bicycles, and pedestrians, and a
cover sheet recording the adoptions and endorsements for the CTP. CTP recommendations
are concepts and any recommended project will go through a rigorous environmental process
before final alignments or designs can be determined.
Coordination with State and Regional Agencies
Orange County's CTP will be developed cooperatively with NCDOT, the Triangle Area Rural
Planning Organization (TARPO) and the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan
Planning Organization (MPO).
Multi-modal comprehensive transportation plans are required for municipalities by North
Carolina General Statutes (NCGS) §136-66.2. N.C.G.S. §136-66.2 (b3) also provides that
counties with the cooperation of the Department of Transportation may develop a
comprehensive transportation plan using the procedures specified for municipalities. For
portions of a county located within an MPO, the development of a comprehensive transportation
plan will be carried out through the metropolitan planning organization.
DCHC MPO approved the regional 2035 Long Range Transportation Plan (LRTP) in May. The
federally required LRTP is a fiscally constrained subset of the CTP. The DCHC MPO has
completed much of the work for the MPO CTP during the LRTP process and will propose a
schedule for completing development of the CTP this fall.
Timeline for Orange County CTP
A detailed timeline will be developed for the CTP process. Staff anticipates the following
schedule for the CTP process.

FINANCIAL IMPACT: There is no financial impact to the County for developing the multi-modal
comprehensive transportation plan. All work can be completed with existing planning staff and
resources specifically the Comprehensive Planning division of the Department.
RECOMMENDATION (S): The Manager recommends the Board approve the Resolution
endorsing a comprehensive transportation planning study for Orange County with the
participation of staff and the OUTBoard to assist NCDOT with the comprehensive transportation
planning process.

A RESOLUTION ENDORSING A COMPREHENSIVE TRANSPORTATION PLANNING
STUDY FOR ORANGE COUNTY
WHEREAS, Orange County realizes the significance of a county-wide comprehensive
multi-modal transportation plan in replacing all previous highway thoroughfare plans and
in providing guidance for all future modal travel need, recommendations and decisions;
and
WHEREAS, Orange County, as a member of the Triangle Rural Planning Organization
(TARPO, has previously informed the North Carolina Department of Transportation
(NCDOT) of its desire for a comprehensive multi-modal planning study to be performed;
and
WHEREAS, Orange County is also a member of the Durham-Chapel Hill-Carrboro
(DCHC) Metropolitan Planning Organization (MPO); and.
WHEREAS, DCHC MPO recently completed transportation studies to develop a
Comprehensive Transportation Plan while developing its current 2035 Long-Range
Transportation Plan; and
WHEREAS, Orange County recently adopted a 2030 Comprehensive Plan that includes
a Transportation Element with goals and objectives, one of which is to "Create and
implement an Orange County Comprehensive Transportation Plan that provides the
framework for a comprehensive and connected transportation system supporting a mix
of all transportation modes, including sidewalks and bicycle facilities, bus and rail transit
facilities, and highways. The plan should be coordinated with the goals and objectives of
this Comprehensive Plan and seek to maintain and enhance community character and
the natural environment."; and
WHEREAS, the Orange Unified Transportation Board (OUTBoar-d) and the Planning
Board served as the Lead Advisory Boards for developing the Transportation Element
of the Comprehensive Plan; and
WHEREAS, there is a critical need to analyze the specific needs of the strategic
highway corridors in Orange County as designated in the North Carolina Strategic
Highway Vision Plan and to recognize these strategic highway corridors in a
Comprehensive Transportation Plan; and
WHEREAS, the NCDOT Transportation Planning Branch, with assistance from the
Triangle Area Rural Planning Organization, is charged with cooperatively developing a
multi-modal Comprehensive Transportation Plan for the area in Orange County outside
Metropolitan Area Boundaries including all stakeholders, as well as the interests of the
general public; and

WHEREAS, Orange County will engage all appropriate stakeholders as co-partipants in
the transportation planning process; and
WHEREAS, Orange County, with the assistance of NCDOT Transportation Planning
Branch and the Triangle Rural Planning Organization, will consider ways to engage its
citizenry throughout the comprehensive multi-modal transportation planning study; and
WHEREAS, to adopt a Comprehensive Transportation Plan pursuant to General Statute
136-22.3, the qualifying land development plan will be a current or in-progress land
development plan that will be less than 5 years old at the time of adoption;
NOW, THEREFORE BE IT RESOLVED the Orange County Board of Commissioners
reaffirms the need for amulti-modal Comprehensive Transportation Plan and directs its
representatives, staff and the Orange Unified Transportation Board (OUTBOARD), in
coordination with the Planning Board, to assist the North Carolina Department of
Transportation (NCDOT) Planning Branch in the comprehensive transportation planning
process.
