PURPOSE: To receive a presentation from William L. Roper, Dean of the UNC School of
Medicine, Vice Chancellor for Medical Affairs, and Chief Executive Officer of the UNC Health
Care System, on the proposed UNC Hospital to be potentially located in Hillsborough.
BACKGROUND: Board of County Commissioners' Chair Valerie Foushee recently met with
University of North Carolina leaders to discuss various issues of concern to both the University
and the County. During that meeting William L. Roper, Dean of the UNC School of Medicine,
Vice Chancellor for Medical Affairs, and Chief Executive Officer of the UNC Health Care
System, offered to provide a short presentation to the Board of Commissioners regarding
UNC's interest in potentially locating a hospital in the Hillsborough Economic Development
District.
Dean Roper will be present at the meeting to provide information and plans related to the
proposed UNC Hospital.
FINANCIAL IMPACT: There is no financial impact associated with receiving the presentation
from Dean Roper on the proposed UNC Hospital.
RECOMMENDATION(S): The Manager recommends the Board receive the presentation and
provide any comments to Dean Roper regarding the proposed UNC Hospital to be potentially
located in Hillsborough.

V. Economic Impact Study (Tripp Umbach)
The Tripp Umbach firm was retained by the University of North Carolina Hospitals (UNCH) to
conduct an economic impact study of expanding the hospital system to a new campus in
Hillsborough, NC. Some preliminary findings of the impact of this facility by 2013 are:
➢ Total employment impact from hospital operations is anticipated to generate a total of 1,893 jobs annually
➢ Projected total staff at this facility is anticipated to be 581 people of which 266 will be new hires in 2013
➢ Construction is anticipated to generate 2,537 direct and indirect jobs
➢ Construction is anticipated to have an impact of $33.6 million in the local economy
➢ Town & County government entities are anticipated to receive $1.1 million in annual local revenues
