Budget for the Town of Chapel Hill. He stated further that the Planning
Board had rejected the Airport Road site for the animal shelter.
Commissioner Walker stated that he still believes that a dog
pound is needed in this part of the County.
Vice Chairman Whitted referred to Item XVITI: Members of the
Board of Commissioners have been provided copies of a proposed County
Personnel Ordinance. Does the Board wish to further alter this pro-
posal or will it consider the Ordinance in its present form.
Discussion ensued among members of the Board as to the difference
between a Personnel Ordinance and Personnel Policy.
Commissioner Pinney suggested that on Page 3S, Section 3 (c) the
word justified be changed to satified. He questioned page 24, Section 9
concerning longevity pay, and stated that he wondex'ed:if this was needed.
Further discussion ensued as to whether or not elected officials are
required to follow the Personnel Ordinance in the hiring and firing
practices.
Commissioner Gustaveson suggested that the Institute of Governments
be contacted for an answer as to the difference between a Personnel
Ordinance and a Personnel Policy. He further stated that he felt the
Personnel Ordinance should be set aside until the Board had an answer
to this question and until Mrs. Garrett was present.

The 1976 Orange County Board of Equalization and Review convened
~ at 7:00 p.m.. on April 14, 1976 in the Commissioner's Room o£ the Orange
County Courthouse.
Members present were Flora Garrett, Richard Whitted, Norman
Gustaveson, Norman Walker and Jan Pinney.
The Board heard appeals of the 1976 real property tax valuations
of the indicated properties by the following persons:

The Board also considered an appeal by Eugenia Hearne concerning
the valuation of property of Iola Oldham Hearne (Chapel Hill Township,
Tax Map 95, Block G, Lot 8) and by appropriate order reduced the 1976
valuation of this property from X8,100 to $6 „ 00; the Board by appropriate
order reduced the 1970 valuation of the property of Allen E. Cato, Jr.
(Cedar Grove Township, Tax Map 37 Parcel 12) fxom $124,000 to X105,500.

The Board deferred resolution of the other appeals listed above
pending further consideration and recessed to reconvene on April 21, 1970.

MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS
April 15, 1975
The Board of County Commissioners of Orange County met at 6:30
p.m. in special session at the Colonial Inrr with members of the Orange
County Social Services Board.
All members were present.
This meeting was held for the purpose of giving preliminary con-
. sideration to a proposed budget for the Orange County Social Services
Agency for the 1976 - 1977 fiscal year.
Mr. Tom Ward, Social Services Director, reviewed the proposed
budget with the County Commissioners and pointed out areas of signi-
ficant increase or change.
At the conclusion of Mr. Ward's presentation Lhe Board of Commis-
sioners agreed to giving the proposal preliminary approval for purposes
of sending the document on to the State Social Services Agency. This
document however would be accompanied by a letter pointing out the fact
that this budget was considered by the Board of Commissioners at this
time only to comply with provisions of the State Law requiring County
consideration by April 15th. The Board of County Commissioners in no
_.. way considers this preliminary endorsement binding and that the budget
would be considered again at the time ot~h-e~ou~ budgets are reviewed

MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS
April 16, 1976
The Board of County Commissioners met in special session in
Efland at the Multi-Purpose Center at 3:45 p.m. on Friday, April 16,
1976.
Members Present: Chairman Flora Garrett and Commissioners Richard
Whined, Norman Gustaveson and Jan Pinney.
Commissioner Norman Walker was absent.
This meeting was held for the purpose of inspecting some of the
secondary roads in the Efland Area. Mr. Earl Hoover, Assistant Division
Highway Engineer, Mr. Sam Jones, District Engineer and Mr. Steve Chappel,
County Maintenance Superintendent were also present and went on the road
inspection tour.
The group inspected State Road numbers: 1313, 1314, 1315, 1316,
and 1378, and agreed to discuss the classification of these roads with
the State Secondary Roads Council when they meet with this agency in May.
The meeting was adjourned at 5:y~N~m.^•
