ADO? system analysis, including preparation of bid. documents and construction management and far performance of an Existing Building Code Review. BACKGROUND: The HVAC system serving the pre-199? sections of the Jail is approximately 25 dears old, and as such is~ beaming increasingly unreliable far meeting the on-going demands of this 24 hours per day, 355 day per year facility. In additive, due to growth in the number of occupants staff and inmates} and modern standards for ventilation, the overall HVAC system is in need of replacement. ~ ~ grange County Jail HVAC System Replacement and Upgrades At its August ~Z, 2496 meeting, the Board approved retaining the services of RN&M tv identify current heatin and coolin loads forthe Jai! and to identify an apprapriateenergy-efficient g g replacement HVAC system, including improvements needed to bring the system to current standards for air flawlventilation, at a cost of $G,SaD. An additional $1,24Q was also approved at this time for design work to address air quality issues at the Court Street Annex building. This analysis was completed by RN&M in April Za? and determined that geothermal heat um s were nvtfeasible far serving the Jail. Initial consideration was given to adding the Jail to p p the gev-thermal system tv be constructed for the new Justice Facility, but due to locations of gees, set backs from sewer lines, buildings, etc. it proved impossible to site enough additional wells to serve the Jail. The analysis conducted by RN&M also examined the feasibility of constructing a geothermal system for the Jail on the open space to the south andlar north. of the Historic Courthouse, but again, trees. and required setbacks eliminated this option from consideration. The system with the best life cycle cost of the other three examined was determined to be a four-pipe hydronic system to include a new boiler and chiller. A copy of the "range County Jail HVAC System ~Jpgrade--Life Cycle Cost Analysis" has been included as Attachment `A' ~~ Chiller Replacement Due to its age and increasing unreliability, it is recommended that the existing chiller be replaced as soon_as possible..._~1~ithWthat_in mind,.__Pub.iic UI!'orks_.requested that. RN&M__develop specifications fog a recommended replacement cl~~ller that would be compatible with she overall HVAC system .replacement. Public Works and Purchasing then requested bids from four qualified HVAC contractors for the removal of the existing chiller and replacement with the modes recommended by RN&~l. Bids were received from four HVAC contractors, with Southern Piping, Inc. of Raleigh the low bidder at a cost of $45,929 for supply and installation of a Carrier 45 ton chiller. RN&M have provided a proposal p for performance of the HVAC system design work at a cost of .$54,000. The affected sections of the Jail for the HVAC system replacement were constructed in approximately 982. As such, building cede andlor accessibility def ciencies may be identif ed Burin replacement of the HVAC system. RN&M have. provided a proposal to, perform a "North 9 Carolina Building Cade chapter 34 Existing Building Code Review" to identify deficiencies that will be required to be remedied in order to proceed with the installation of a new HVAC system far the Jail. These areas include the booking area, main control room, kitchen, laundry, visitation area, main lobby and several cells. Occupancy loads were based an current lavels, with na increased capacity assumed far these areas. The existing system is approximately 25 years old. Several critical system components, including the chiller have reached Ar exceeded Chair life expectancy. This scheme would involve running new hat water piping and chilled water piping where necessary, new chillers and boilers, and new air handli~ag units. ~ dater source heat pump units distributed in closets and on mechanical platforms. This system would involve adding a cooling tower and heat exchanger, replacing existing bailers, runtung new piping throughout the building, ~ and installing new water source heat . pumps in the building. ® ~~ air handling units with hot water heat. This system would require replacing air haridli~ ~ units, re lacing boilers and hat water piping, and adding ~~ condensing units g p on the roof. ~~ Oeathermal heat pumps. Though it may have bean attractive, this option 'was eliminated due to the a~-~senee of adequate area and tl~e camplication~ ass~a~ciated with installing 1 S- 2~~ ~SQ~ dee wells ~ aced out on ~0~ x ~~~ .grid spacing. Alsoa any piping would have to be tunneled below the :street and would have to be coordinated with any utilities in this area ~xnuch are unknown}. ~FT~iC~~ O~F ANALYSE Cost estimates far system were performed far each of the s~ste~n,s described above, based on historical cash data and RS beans cast estimating manuals. These estimates are far comparison u ~ ~ ~ uses only at this point as the project budget will need to reflect other design ele~~nentss prices, p~ and. pl~asing~ etc. The building envelope and load characteristics were .modeled using Bquest software ~OC~~-2~. Building use was n~adeled based on 24-hour occupancy and energy output was compared. with actual utility usage obtained from. the owner to verify the accuracy of the ~nadel, Life. cycle cons are based on a 25~year life cycle, with costs computed to present value with a real discount rate assumed at 2.?°/a. b'uel price escala~an is based on I~~:~ estimates for fihe South. A low annual 1Qad factor means that due tv these buildings being mostly af~:Ge areas the loads fluctuate sig~uflcantly on a daily and yearly basis. Tl~e ~Qa~ Ashrae ~andbaok ~- H~'AC Systems and ~quiprnent Chapter 11 } reco~ximends that both of these factors be high in order for the ecananucs of a district heating and cooling to make sense. This is typically Seen in 1} Indust~~ial complexes and ~~ high rise buildings where you have a high heating and cooling load ~er s u~are fr~ot of site footprint and mare consistent daily and yearly load factors. p q Also, the cast of the distribution,plping for this system would be very large and installation s1 'fica~~tl disru t the roads sidewalks and ass areas around the buildings ~ phis would got y p ~ ~' l~istor~c area. The coordinafiian with existing utilities and doe "unknowns" below these areas alone could present a significant challenge and in itself could prove prohibitive. Althou~ h not analyzed in. this life cycle cast analysis, ire considered the options for dealing v~ith g . 13V.AC related issues .at the Historic Courthouse and the Court Street Annex. Since a d~~ti~et s stem is~ not ~ racncal ore recornrnend re lacing the equipment at the ~3i5toric Courthouse v~rth y p ~ p like equipment or substituting D~ systems in lieu of ~WS~,'. As for tlae ~a~urt Street Annex, we recommend abandoning the ~underslah ductwork en~ixely a~ it can became prob~en~atic with res ~ ect to hu~nidi and indoor air quality.
