PURPOSE: To consider purchasing Smartcard and a camera security system for the Hillsborough
Commons DSS offices from ProNet Systems, Inc. of Raleigh, North Carolina.
BACKGROUND: On June 24, 2008 the Board awarded a Request for Proposals (RFP) to ProNet
Systems of Raleigh, North Carolina for the purchase of Smartcard and camera security systems. The
awarded RFP presented an enterprise wide security solution and unit pricing which could be implemented
in each new facility as it came on line. The Board is requested to authorize the purchase of security
equipment for the new Hillsborough Commons DSS Offices based on the pricing and terms presented in
the awarded RFP.
The system includes door access card readers and security cameras in and around the facility.
FINANCIAL IMPACT: Total cost of the proposed system is $45,172.86 and is funded through the
Hillsborough Commons-DSS offices project funds.
RECOMMENDATION(S): The Manager recommends the Board authorize the purchase Smartcard and
camera security system for the Hillsborough Commons DSS offices from ProNet Systems, Inc. in the
amount of $45,172.86; and authorize the Purchasing Director to execute the contract and associated
purchase order.

RE: PROPOSAL FOR ORANGE COUNTY THE COMMONS SECURITY SYSTEM.
We have reviewed the site requirements with Mr. Thompson; we have pleasure in offering the following
proposal for your review. Please note the following.
1. Two single mode fibers are to be made available from the New Office IT Room to the The
Commons IT Room..
2. All 115 VAC power is to be provided by others. We will require one (1) 20 Amp Circuit.
3. Pricing is based on the Justice Center Itemized pricing plus the infrastructure support items.
4. A further 1 TB of storage will be added to the existing archiver system.

Warranty
All products are covered for one year, parts and labor, from date of hand over. An extended maintenance
program is available. This includes parts and labor on all products for the second year after date of hand over.
Service Rates
Out of warranty call out is charged at $75.00 per hour and $95.00 per hour out of hours (regular business
hours are 8.00 am to 5.00 pm, Monday to Friday). Response time is same day if service call is requested
before 10.00 am or if the system is down due to failure.

Terms of Payment
Unless otherwise arranged, payment is due upon completion. Interest will be charged at a rate of 1.5% per
month on accounts 30 days past due.

As discussed at Tuesday's meeting here are the options, please note if more than one (1) strobe is required
just multiply the single price by the required number of units. There will be some cost savings if this work is

Warranty

Service Contract
A maintenance program is available for second year maintenance. Preventative maintenance for the CCTV
system includes bi-annually cleaning of housings, camera/lens performance check and monitor set-up review.
Full maintenance includes the above but also covers cost of equipment repair if applicable.
