Pinney, it was moved and adopted that Douglas Lange and JamessWalker
be appointed as Trustees to the New :;ope Firemens Relief Fund.
The meeting was then adjourned.

ORANGE COUNTY BOARD OF COA4MTSSIOPdERS
November 17, 1975
The Orange County Board of Commissioners met in regular session
on Monday, November 17~ 1975, at 7:30 p.m., in the Commissioners'
Room at the Courthouse in Hillsborough.
Members present were Chairman Flora Garrett, Commissioners
Norman Gustaveson, Jan Pinney, Norman Walker and Richard E. Tnlhitted.
Members absent were none.
Others present were 5. M. Gattis, County Administrator; veal
Evans, Fiscal Officer; A. B. Coleman, Jr., County Attorney, and Betty
June Hayes, Clerk.
Chairman Garrett referred to Item #1 on the Agenda: Resolution
formally requesting a Supplementary School Tax vote in the Orange
County School District.
Chairman Garrett read the following Resolution;
"Whereas, the Orange County Board of Commissioners has been, by
formal petition, petitioned by the Orange County Boafd of Education
to call a referendum for a Supplementary School Tax pursuant to N. C,
General Statutes Section 115-116 et, seq., a copy of said petition
being attached hereto; and
t'~hereas, the General Statutes of North Carolina require the said
Board of Commissioners upon such petition to call for such an
election; and
tahereas, upon motion duly made, seconded and approved the said
Board of Commissioners did call for a referendum for a Supple-
mentary School Tax pursuant to N. C. General Statutes Section
115-116 et. seq., the date for said election being the 23 day of
March, 1976, being the same date as the *Torth Carolina presidential
Primary election date; it is now
Resolved, that the details of the election herein called for are
as follows:
1' The purpose for calling the proposed election is:
To ascertain the will of the voters as to whether there shall be
levied and collected a special tax in the Orange County Board of

Education administrative unit to supplement the current expense
funds from state and county allotments and thereby operate
schools of a higher standard by using the funds to pay the
teachers of the school system a supplement and to employ addi-
tional teachers to reduce the classload in the elementary grades.
2. The area in which the election is requested is all that area
encompassing the administrative unit of the Orange County Board
of Education.
3. The maximum rate of tax which is proposed to be levied is
five (5) cents per one hundred (100) dollars property valuation.
4. This Petition bears the approval of the Orange County Board
of Education; and it is
Further Resolved, that the Orange County Board of Commissioners
does call on the Orange County Board of Elections to conduct the
election described hereinabove, said election date to be the 23
day of March, 1976, being the same date as the North Carolina
Presidential Primary date."
Upon motion of Commissioner Walker, seconded by Commissioner
Gustaveson, it was moved and adopted that the resolution to call a
Referendum for a Supplementary School Tax be adopted.
The Chairman referred to Item #2 on the Agenda: Representatives
of the Chapel Hill-Carrboro School Board to request a letter of commit-
ment of next years budget for Capital Outlay purposes.
The Hoard agreed to defer Item #2 until a later date.
Chairman Garrett reported on the meeting that she and the County
Attorney had concerning the Memorandum of Understnading that had been
received from the State Department of Human Resources.
Discussion ensued concerning the ways and means of instituting
the program. Tt was pointed out that the investigation portion should
in no way be connected with the County Attorney's office, as it would
be the responsibility of the County Attorney to prosecute the civil cases.
The Chairman referred to Ttem #3 on the Agenda: Representatives
of Peat, Marwick and Mitchell to review the 1974-1975 Audit.
Representatives of the firm of Peat, Marwick and Mitchell, Certified
Public Accountants, filed a report entitled "Orange County, North Carolina,
Financial Statements and Supplementary Date - June 30, 1975 (With
Accountants' Report Thereon).
John Kee and Hilliard Eure, from the firm, reviewed the Financial
Statements and the Accountants' report with the $oard.
A question and answer period ensued.
Upon completion of the report, Mr. Eure then reviewed the Manage-
ment Letter with the Board.
There bring no further business to come before the Board, the
meeting was adjourned .•.
