Animal Services
Expenditure Contracts for Pre-adoption Spay/Neuter
These contracts are expected to be used until in-house sterilization can be
performed. The intent is to begin in-house sterilization by the end of
October 2009 based upon other contracts for veterinarian services. The
budgeted amount for all of the spay/neuter contracts is $47,920.
• North Churton Street Animal Hospital, Dr James Miller-Provide
spay/neuter surgery services for adopted and adoptable cats and dogs
at the unit price of $63 per animal.
• Nicks Road Clinic, Dr. Marat Dubrovsky-Provide spay/neuter surgery
services for adopted and adoptable cats and dogs at the unit price of
$63 per animal.
Other Expenditure Contracts
• Animal Kind- Administers a pet spay/neuter financial assistance
program for low-income Orange County residents for up to $15,000 for
the fiscal year. The County pays the actual cost of the surgery plus an
administrative fee of $5.00 per procedure, which when added together
shall be no more than an average of $95 for each spay/neuter surgery.
Dr. Claudia Shepherd-Consulting animal sheltering veterinarian
budgeted for $19,000 and paid at an hourly rate of $40.

The Department is also updating franchise ordinance language, which will affect
the County's contracts with area fire districts, rescue squads and ambulance
providers.
Environment and Resource Conservation
License Agreement (commonly referred to as a lease) with Ray Nichols for •
farming at Northeast Park -Approximate County Cost of $300

Expenditure Contract -Preparation of the Indirect Cost Plan - $9-10,000
Library
Hyconeechee Library System Contract Renewal - Expecting a reduction in state
aid for next year from $122,450 to $117,590, a loss of $4,860. This is reflected in
the Library's proposed budget.
Parks and Recreation
Revenue Contracts -Sponsorship Agreement Contracts for the naming of
facilities at the West Ten Soccer Center funding that the County would
receive in exchange for naming rights for the Park and potentially for each
facility within it. There is a minimum of one -Sports Endeavors (Eurosport)
- which would be at least $30,000 per year for 5 years. The others would •
be smaller - $2,000-4,000 for each of 5 years
