HomeMy WebLinkAboutMinutes - 1975081133 M2NUTES ORANGE COUNTY BOARD OF COMMISSIONERS August 11, 1975 The Board of Commissioners of Orange County met in special session at 7:30 p.m. on Monday, August 11, 1975, in the Commissioners Room of the Courthouse 'in Hillsborough. Members present: Chairman Garrett and Commissioners Norman Gustaveson,- Norman Walker and Richard Whitted. Commissioner Jan Pinney was absent. Mr. Kurt Jenne, Acting Town Managex'.of Chapel I3i11, Aldermen R. D. Smith and Mr. Alvin Stevenson from the Chapel Hi11 Housing Authority were present representing the Town of Chapel Hill. Aldermen Fred Chamblee and John Boone and City Manager, J. L. Greeson were present representing the Town of Carrboro. Mr. Lane Sarver and Mr. Roger Dalton were present representing the Council of Governments. Repzesentatives of the Town of Hillsborough were unable to be present because of a conflicting meeting. This meeting was held in order that Mr. Sarver might review with those persons present the new Section Eight housing regulations now in the process of implementation by HUD. Mr. Sarver started his review by saying if a qualifying (low income) person pays 25~ of his gross income for housing I3IID, under this program, is committed to paying the balance of his rent as long as the total paid does not exceed HUE's estimate of the fair market rent. The new Section Eight programs are divided into two parts. The first part, which is not being implemented here yet, deals with new units of housing. In Orange County approximately sixth (60) units of this type housing will be approved. Developers, Housing Authorities or other qualified agencies will submit proposals for these sixty units to HUD. After appropriate review HUD will award one or more contracts guaranteeing rent supplements to the occupants of these units. It will be the obligation of the successful bidder then to secure private financing and to proceed with the construction of these housing units. The developer will have the overall responsibliity for selecting tenants and operating these housing units. The second part of the Section Eight program deals with existing housing units. HUD allocated sixty-six housing units for all of Orange County for the .fiscal year ending June 30, 1975 and expects to make an allocation for the fiscal year 1975-1976 during the early spring of 1976. It is proposed the program operate in this manner: 1. HUD will designate some organization as the Public Housing Agency for Orange County This organization fray be any already existing unit of general government or possibly one of the units of special government such as a Redevelopment Commission or Housing Authority. 2. The Public Housing Agency (PHA) must then advertise the existance of this program and begin to certify eligible tenants. -' 3. A certified tenant would search on his own or with directions from the PIiA for qualifying units of housing. These housing units must meet all local building code requirements and in the absence of such requirements they must meet a minimum code prescribed by HUD. 4. Once the sixty-six units allocated to Orange Ceunty have been filled a waiting list would be created. HUD will alse allocate some administrative money to help operate 34 this ~rogr.am. for each unit placed .in service 'ritJJ will make a one time allocation of $275. In the :.ase of Orange County with an initial allocation of sixty-six units the administrative allocation would be .roughly :7,500 per year. Mr. Sarver felt it would be most practical if the units from Orange County could agree among themselves who would operate the program and allocate all the administrative funds to this agency.' This concluded Mr. 5arver's presentation. Alderman Srtith asked - Pdr. Sarver if it were possible to approach HUD and ask for an increase in the number of allocated units. Mr. Sarver responded by saying HUD had advised him no additional units would be allocated at this time. Commissioner Norman Gustaveson asked Mr. Sarver what his estimate of the staff requirements to make *_his program successful might be? Mr. Sarver replied he felt three persons would be an appropriate number. Commissioner Norman Walker then brought up the question of r~hether or not the County should proceed with a Section Eight housing. program? Gattis, Acting Clerk MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS August 12, 1975 The Orange County Board of Commissioners::met in regular session on Tuesday, August 12, 1975, in the Commissioners' Room at the Courthouse in Hillsborough, N. C. Members present were: Chairman Flox'a Garrett, Commissioners Norman Gustaveson, Jan Pinney, Norman Walker and Richard ~~Thitted. Members absent: None. S. M. Gattis, County Manager; Neal Evans, Fiscal Officer; A. B. Coleman, Jr., County Attorney; and Betty June Hayes, Clerk were also present. Chairman Garrett referred to Item #1 an the Agenda: (Recognition of persons not on the Agenda desiring to speak with the Board of Commissioners).. Chairman Garrett asked if anyone was present who was not on the Agenda and wished to speak with the Berard about any matter. Ne one came forth. Chairman Garrett referred to Item #3 on the Agenda: (Appointments) A. Chapel Hill Board of Adjustments: - The term of Jane Stein expired June 30, 1975. Commissioner Whitted nominated Jane Stein to be reappointed to the Chapel Hill Board of Adjustment. The motion was seconded by Commissioner. Gustaveson. Chairman Garrett inquired if there were any other nominations to the Chapel Hill Berard of Adjustment? The Board voted to accept Jane Stein as the appointee by acclamation. B. Chapel Hill Planning Board: - The term of Libby Conley expired June 30, 1975. Upon motion of Commissioner Whitted, seconded by Commissioner Pinney, it was moved and adopted that Libby Conley be reappointed to the Chapel Bill Planning Board. C. Carrboro Planning Board: The term of Marion Phillips expired June 30, 1975. Ms. Patricia Evans has left office. Her term expires June 30, 1978. Chairman Garrett stated that she had received a liter from Carrboro recommending Hilliard Caldwell of Hillsborough Road to replace Marion Phillips and Katherine Adams of Walters Road to replace Patricia Evans. Both would be cut of town members. Mrs. Garrett pointed out that she was informed by Mike Caldwell of the Town of Carrboro, that a Board could appoint someone from outside your planning district only when you could find no one within your planning district who is willing to serve. The County Attorney was asked to investigate the question raised by Chairman Garrett. Action an this matter was deferred.
