HomeMy WebLinkAboutMinutes - 197507109 MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS July 10, 19'75 The Board of County Commissioners of Orange County met in a joint special session with the Hillsborough Board of Commissioners at 8:00 p.m. on Thursday, July 10th in the Commissioners Room of the Courthouse in Hillsborough. j Gounty Commissioners present were Norman Gustaveson, Jan Pinney, and Norman Walker. County Commissioners absent were Flora Garrett, and Richard Whitted. Others present were Hillsborough Town Commissioners Arthur Crabtree, Ralph ~Qeighbours, Allen Lloyd, John Roberts, and Mayor F. S. Cates. Representatives from the Triangle J.Council of Governments were Pearson Stewart, Frank Chamberlain, Peter French and Louise Horney. Jahn Pridgen, Hillsborough Town Engineer, and Barbara Burch, Hillsborough Town Clerk, were also present. The assembled group asked F. S. Cates to serve as meeting chairman. Mayor Cates asked Pearson Stewart to introduce the subject of discussion. r2r. Stewart responded by saying that the Triangle J Council of Governments was undertaking a broad based water quality study. The State had advised the Council of Governments that within their total study area the Iillsborough, Holly Springs and Wendell-Zebulon areas did not have a high 201 study priority. In the Hillsborough area at least this relatively low priority resulted partially because of the construction of the new Hillsborough Sewer Plant, Thus, in order that the sewer facilities portion of the overall study be completed the Council of Governments was moving ahead with the Hillsborough area 201 study with its own funds. Tt has already moved ahead in a similiar manner with the Wendell-Zebulon and Holly Springs studies. ' The Council of Governments had developed a proposal for the 201 study here and sent it out to engineering firms that expzessed inte- rest in this study. Responses to the proposals have been received from Wiggins and Rhimer, Ragsdale and Associates, Rose, Pridgen and Freeman and L. E. Wooten. Mx. Stewart then pointed out that this meeting had been scheduled between the Council of Governments, Hillsborough and the County to re- view the proposal responses. Since none of the companies submitting proposals had been asked to attend this session and that Rose, Pridgen and Freeman were here at the request of the Town of Hillsborough it seemed appropriate that they should be asked to leave. Mayor Cates responded to Mr. Stewart's suggestion by saying that Rose', Pridgen and Freeman were the engineers of the Town of Hillsborough and that the Town was unwilling to undertake the .consideration of any engineering matter unless their engineers were present. Commissioners Norman Gustaveson and Jan Pinney took issue with Mayor Cates' statement saying in effect that if Rose, Pridgen and Freeman were allowed to stay they would be put in the position of reviewing the work proposal of their competitors. This seems unfair to them. Commissioner Gustaveson suggested the group proceed with the pro- . posal analysis as it was apparent to him that the assembled group would select the most qualified proposal. Mayor Cates stated he was willing tc proceed if no one objected to the presence of Rose, Pridgen and Freeman. 1~ Com-nissioner Jan Pinney then moved the meeting be recessed until t!Ze other engineers had been contacted and asked to attend. This motion died for lack of a second. Mr. Pinney then stated he felt that all or none of the engineers should be allowed the opportunity to attend and if this were not done he felt he could not participate further in the meeting. Ydr. Pinney then left the group. Pearson Stewart then observed a quorum of the Board of Commissioners was not present and he felt the meeting should be adjourned to a day definite at which time all engineers should be present. `, Mayor Cates then stated he would be willing to meet again when it _ was agreed that Orange County and the Town of Hillsborough would joint- ly select the engineering firm to do this work. He was not willing to delegate any portion.of this responsibility to the Council of Governments. Yf he could not secure this agreement he was not willing to meet again on this subject. Commissioner Norman Gusta,veson stated in closing he was very dis- tressed at what appeared to be. a total disregard of the main issue here which is not the individual independence of each board but the over-riding issue of the common goad of all persons residing within the 201 study area. For without this study State and Federal participation in the cost of sewer outfall lines constructed within the defined area is not possible. The meeting recessed at 9:00 p.m. ~~a~ ~ Flora R. Gattis, Acting Clerk ORAi~1GE COUNTY BOARD OF COMMISSIONERS July 15, 1975 The Orange County Board of Commissioners met in regular session on Tuesday, July 15, 1975, at 7:30 p.m. in the Commissioners' Room at the Courthouse in Hillsborough, N. C. Members present: Chairman Flora 3arrett, Commissioners Norman Gustaveson, ~dorman Walker, and Richard E. Tdhitted. :^~embers absent: Commissioners Jan Pinney. S. M. Gattis, County Administrator; Neal Lvans, Fiscal Officer; A. B. Coleman, Jr. and Steve Bernholz, County Attorneys; and Betty June Hayes, Clerlc were also present. Chairman Garrett referred to Item #1 on the Agneda: (Public Hearing) Orange County is considering acquiring about 6'~sacres on the East side of Jefferson Drive in the Oakdale development to be used as the site of a motor vehicle repair and maintenance facility. This parcel of land might also be used as the site of an animal pound; however, a final decision on location of this facility has not been reached at this time. Chairman Garrett stated that pursuant to notice duly published, this - was the place, date, and time for a public hearing on a proposed site for an Animal Pound. Chairman Garrett informed the group that she had been contacted by Roger Tale Stephens, Developer of Sunshine Acres, and that Pair. Stephens opposed the site of the dog pound in the Sunshine Acres area. Chairman Garrett then inquired if there were any present who wis;~,ed to speak in opposition to the proposed Dog Pound and Garage site.
