BACKGROUND: For years the National Trust for Historic Preservation proclaimed a single week in May as National Historic Preservation Week. Four years ago the Trust extended the program to include the entire month. On May 1, 2009 Richard Moe, President of the National Trust, will launch the fourth annual National Historic Preservation Month with the theme, "This Place Matters." National Historic Preservation Month offers an opportunity for Orange County and local partners to reflect on efforts to preserve the built environment and associated heritage. The theme, "This Place Matters," speaks to Orange County residents on several levels. "This Place" evokes. reminders of the County's rural heritage-active farming communities, country roads and their associated scenic vistas. Retaining a sense of place is an important theme of the 2030 Comprehensive Plan and advisory boards have strived to accommodate new residential and economic growth in a way that preserves the County's uniqueness and special places. The theme "This Place Matters" also speaks to coalition building. Agriculture and preservation work hand in hand to preserve and conserve cultural landscapes. Partnership opportunities abound with the green building movement. The County may wish to join forces with builders and environmentalists to encourage informed choices when pursuing efficiency in new buildings and to retain important character defining architectural elements when retrofitting existing buildings. These kinds of cooperative ventures will only add to the long-term quality of life in Orange County. For the third year in a row the Orange County Historic Preservation Commission (HPC) has partnered with the Historical Foundation of Hillsborough and Orange County (formerly the Orange County Museum) to sponsor a photo contest. This year's contest focuses on old barns, 2 sheds and outbuildings. (Please see Attachment #1.) Leonard Vogel, a member of the HPC and the North Carolina Society of the American Institute of Building Design (AIBD), arranged for the AIBD to donate $300 for prize money. Contest winners were recently recognized at the April 24th "Last Fridays" event in Hillsborough. Their winning entries will remain on display in the Museum during the month of May. The HPC is also hosting a joint preservation meeting with the municipal historic district commissions and local non-profit preservation organizations on May 14th to begin to identify joint concerns and potential partnerships for the future. (This type of coalition building is an objective in the Cultural Resources Chapter of the Natural and Cultural Systems Element of the Comprehensive Plan.) National Historic Preservation Month also offers an opportunity for Orange County and local partners to reflect on successful efforts to preserve the built environment and associated heritage. In March of 2007 the National Trust selected the Town of Hillsborough as one of America's Dozen Distinctive Destinations. The historic Alexander Dickson House serves as the visitors center for the Town of Hillsborough and the headquarters for the Alliance for Historic Hillsborough. The logo for the Chapel Hill Visitor Center and the Orange County Economic Development Department features elements of symbolic historic buildings from the three municipalities -Chapel Hill, Carrboro and Hillsborough. Other examples of preservation activity include: • Setting up a booth at the Town of Hillsborough's "Last Fridays" event during May with materials on the green components of preservation; • Emphasizing the importance of designing the new justice facility in a way that respects the historic fabric of downtown Hillsborough, particularly the Greek Revival courthouse attributed to John Berry and known throughout the state as an example of that style; • Sponsoring cultural and archaeological surveys of County park sites as part of the master design process and developing new approaches to share with the public the information from those surveys; • Demonstrating a commitment to historic resource stewardship by recognizing existing buildings at County park sites are irreplaceable assets and maintaining those buildings for future use; • Including a chapter on cultural and archaeological resource protection as part of the Natural and Cultural Systems Element of the 2030 Comprehensive Plan; and • Publicizing and promoting the County's Local Landmark program, an honorary designation program for local properties with historic and architectural significance. These represent a sample of the County's efforts to promote historic preservation and to use preservation for local economic development and coalition building, demonstrating this year's theme, "This Place Matters." A Junior photographer is anyone 18 years of age or under. Professionals are individuals earning more than 40% of their income from the sale, production or publication of photographs. You may submit photographs whether you live within or outside of Orange County, yet, photographs must be of sites in Orange County.
