PURPOSE: To consider reappointing John Smith, Jr. as Orange County Tax Assessor for a
four-year term effective July 1, 2009.
BACKGROUND: Chapter 105-294 of the North Carolina General Statutes requires the Board of
County Commissioners appoint a tax assessor for a period of not less than two nor more than
four years. John Smith, Jr. was appointed as Orange County Tax Assessor in August 1996 to
complete the unexpired term of Kermit Lloyd. He was reappointed for two-year periods July 1,
1997 -June 30, 1999, July 1, 1999 -June 30, 1991, July 1, 2001 -June 30, 2003, and July 1,
2003 -June 30, 2005. Mr. Smith was reappointed to a four-year term beginning on July 1,
2005.
It is proposed that Mr. Smith be reappointed for afour-year term from July 1, 2009 through June
30, 2013.
FINANCIAL IMPACT: There is no financial impact associated with consideration of the
reappointment.
RECOMMENDATION(S): The Manager recommends the Board reappoint John Smith, Jr. as
Orange County Tax Assessor for afour-year term from July 1, 2009 through June 30, 2013.
