For Civil Engineering Consulting Services
To assist Orange County with the design of an on-site sanitary sewer treatment system to serve the Northern
Human Services Center located north of Hillsborough on NC 86.
Description
This proposal is for Civil Engineering services related to the design and drafting of various components of a
sanitary sewer treatment system to serve the Northern Human Services Center. Orange County has
developed a conceptual and process design for the septic system. The major components of the new sewer
system includes a grinder sewage lift station and force main to pump sewage to the new treatment facility to
be located on the east side of NC 86, a sewer treatment facility, an effluent lift station, and nitrification fields.
This proposal is for Coulter Jewell Thames to design specific pumping and piping components of the overall
system and to provide drafting and other assistance for other portions of the project performed by Orange
County. Design work performed by Coulter Jewell Thames P.A. will include engineering drawings and
technical specifications for assembly by Orange County into the Contract Documents. Coulter Jewell
Thames will assemble or assist with assembly of the bid package and contract documents as directed by
Orange County. It is understood that this "Agreement" holds harmless Coulter Jewell Thames, P.A. of any
responsibility relative to the process and treatment of waterwater being performed by the on-site sanitary
sewer treatment facility that will serve the Northern Human Services Center. Process design and associated
kinetics and the quality of treatment of the wastewater for the Northern Human Services Center will be the
sole responsibility of Orange County.
SCOPE OF BASIC SERVICES:
1. Grinder Lift Station
1.01 Design of a new grinder lift station in the reaz of the Northern Human Services Center to pump
sewage to the east side of NC 86. If space does not allow construction of a new lift station,
design will include conversion of the existing effluent pump tank to the new grinder lift station.
1.02 Design of a new force main to cross NC 86 and that will discharge at the head of the treatment
facility on the east side of NC 86.
1.03 Design of yard piping to connect the new grinder lift station to the existing collection lines and
grease traps that allows for two existing septic tanks to be converted to grease traps.
l .04 Electrical design for power feed to new lift station and design of the lift station instrumentation
and control systems. No provisions will be made for emergency back-up power supply per
direction from Orange County.
2. Effluent Lift Station
2.01 Design of a new effluent lift station to be located on the east side of NC 86 to pump effluent
from the end of the treatment facility to the nitrification fields. The effluent lift station will be a
triplex station with each pump delivering to a separate field. The wet well will be a precast
concrete vault.
2.02 Design of force mains to the nitrification fields.
2.03 Design of splitter boxes at the head of each nitrification field.
2.04 Electrical design for power feed to new lift station and design of the lift station instrumentation
and control systems. No provisions will be made for back-up power supply per direction from
Orange County.
3. Drafting Assistance for Other Portions of Project
3.01 Provide drafting assistance to Orange County to support their design efforts for the remaining
portions of the Project. Drafting and assistance will be provided to Orange County as directed
by the Orange County Engineer.
4. Site Plans
4.01. Prepare site plan drawings and applications for improvements on the east and west sides of NC
86 for review and approval by the Orange County Planning Department as directed by the
Orange County Engineer.
4.02 Meet with the Orange County Planning Department as required for review and approval of the
site plans.
4.03 Make revisions as required to the site plan drawings.
5. Project Manual
5.01 Assist the Orange County Engineer with the preparation of a project manual by developeing
contract documents and assembling bid packages as directed.
6. Additional Services not included in Basic Scope of Services, which can be performed at the
direction of the Owner
6.01 Permitting of the septic system. All permitting will be done by the Owner.
6.02 Bidding phase services
6.03 Construction observation, as-built drawings, or construction administration.
6.04 Re-designs authorized by the Owner after plans have been accepted by the Owner.
6.05 Re-designs due to unknown or unanticipated field problems including, but not limited to
unsuitable soil and undiscovered utilities.
6.06 Laboratory testing of materials, borings, and specialized geological studies
6.07 Assistance in negotiating for land and easement rights.
6.08 Construction stake-out of any site features or details
6.09 Permit Application Fees, Site Plan Fees, Re-review Fees
6.10 Environmental assessments other than Wetlands Delineation
6.1.1 Wetlands/Stream Disturbance Permitting
6.12 Surveying
The Engineering Consultant will not be responsible for or have control or charge of construction means,
methods, techniques sequences or procedures or for safety precautions and programs in connection with the
work, and will not be responsible for the contractors failure to carry out the work in accordance with the
contract documents. The Engineering Consultant will not be responsible for or have control or charge over
the acts or omissions of the contractor, subcontractors or any other agents or employees or any other persons
performing any of the work. It will be the responsibility of the contractor to verify the depth and location of
all underground utilities prior to starting construction. Should any underground utility not be located as
shown on the drawings, the contractor will notify the Engineering Consultant immediately before starting any
construction for a resolution of the discrepancy. The Engineering Consultant will be saved harmless from
any damaged utility during construction with the cost for repairing any underground utility borne by the
contractor.
OWNER RESPONSIBILITIES:
The Owner will appoint a representative through which all communications with the Engineering Consultant
will take place. The Engineering Consultant will be allowed access to the site at all times. The Owner will
be responsible for payment of any and all permit and application fees. The Owner will keep the Engineering
Consultant apprised of all relevant information that could affect the work. The Owner will also be
responsible for any fees charged by utility locating services. The Owner shall also provide the Engineering
Consultant with a sealed professional survey of the sites. The Owner will be responsible for providing the
Engineering Consultant with flow requirements for both pump station sites. The Owner will be responsible
for designing all aspects of the sewer system not outlined to be designed by the Engineering Consultant. The
Owner will be responsible for permitting the sewer system through Orange County Environmental Health
and the State. The Owner will be responsible for all bidding, construction administration, and construction
observation. All design parameters will be provided by Orange County.
COMPENSATION:
Compensation for basic services as outlined in the above scope of work will be provided for the stipulated
sums listed below plus reimbursable expenses as listed in the attached schedule. Additional Services will be
performed as requested according to the hourly rate schedule.

. PURPOSE: To consider authorizing a change order for the design work associated with the
Northern Park to include completion of the design of the septic system that will support the Park
and the adjacent Northern Human Services Center.
• BACKGROUND: The se tics stem ro'ect at the Northern Human Services Center has

in process for several years, pending property acquisition to expand the system, regulatory
approvals from the State and County and completion of the design. Although the County
Engineer has prepared a conceptual and process design for the Northern Human Services
Center septic system, oversight of the construction of the recently completed Buckhorn sewer
and the work toward planning construction of the system that will serve the downtown Efland
area have prevented the completion of the specifications and drawings for the Northern Human
Services Center system in a timely manner. Since the septic system will support both the
Northern Park (the beginning of construction is imminent), as well as expanded usages of the
Northern Human Services Center, the need to complete the design construction documents,
final permitting and construction of the septic system is critical.
Coulter Jewell Thames (no relation to the County Engineer Paul Thames) is designer for the
Northern Park Project. The.design work being proposed is consistent with work the firm would
normally perform on the park project and it is therefore recommended that the design of the
septic system be added as a change order to the existing contract for park design.
The specific work that would be included in the change order, as detailed on the attached
proposal, is summarized as follows:
• Design of Grinder Lift Station
• Design of the Effluent Lift Station
• Drafting assistance to support the County's design efforts for the remaining portions of
the project.
• Prepare final site plan
• Assist in the preparation of the project operation & Maintenance manual for the system
Coulter Jewell Thames estimated completion time needed for the drafting/design work and
submittal for final permit approval is four months, for permit approval is two months, and for
bidding and construction is six months. The County will require Coulter Jewell Thames to
provide bi-monthly updates regarding the status of this project in order to stay abreast of the
progress and to place the County in a position to provide assistance should the project be
delayed during the permitting process.

FINANCIAL IMPACT: The Board is asked to approve a change order for this work not to
exceed $74,500. Approximately $27,000 of that amount is attributable to work on the site plan
and the project Operation & Maintenance manual, both of which may be accommodated through
the County Engineer's office with assistance from the Environmental Health Division of the
Orange County Health Department. The consultant will provide an updated construction cost
as part of the work. Project funds from the County's 2004 Net Debt Reduction Bonds fund the
construction of the system. Although the work would be accomplished via a change order to the
Northern Park Project design contract with Coulter Jewell Thames, the design and construction
costs for the system would be charged to the septic system project account.
RECOMMENDATION(S): The Manager recommends that the Board approve a change order
for additional services in the amount not to exceed $74,500 for the Northern Park design project
to include the drafting/design of the new wastewater treatment system as outlined above; and
• authorize the Chair to sign on behalf of the Board.
