BACKGROUND: The NC Parks and Recreation Trust Fund (PARTF) provides state grant funds to local governments to develop parks and recreational projects that serve the general public. Applicants may request a maximum grant of $500,000, which must be matched dollar-for-dollar by the local government. Orange County and the Town of Hillsborough are considering submitting a joint application to PARTF for a grant to develop the next phase of Fairview Park. The park property is located west of NC 86 (adjacent to Orange County Public Works) and east of Rainey Avenue, just outside of Hillsborough town limits. In late 2005 and early 2006, residents from the Fairview community participated in meetings to help create a master plan for the park. The master plan was adopted by Orange County Board of Commissioners on April 10, and by Town of Hillsborough on December 11, 2006. The Fairview Park master plan calls for the construction of new recreational facilities, including a new baseball/softball field, basketball courts, two new playgrounds, picnic shelter, restrooms, tennis courts, volleyball court, walking trails, lighting and new parking areas. A copy of the adopted master plan is attached. The proposed application would request $500,000 to assist the County and Town of Hillsborough in developing the park consistent with the adopted master plan. The application must be submitted no later than January 31, 2008. Grant recipients will be selected by the Parks and Recreation Authority, an 11-member board appointed by the Governor and the General Assembly. The Authority will meet in May 2008 to select a first set of grants, and in July 2008 for its final grants for FY 2007-08. • Applications will be judged based on the project justification, the application scoring, the geographic distribution, population of the applicant jurisdictions, the amount of PARTF funds being requested, and the amount of PARTF funds available. r 2 FINANCIAL IMPACT: ERCD proposes requesting $500,000 (the maximum amount) in PARTF grant funds, which would be matched by at least $500,000 from the 2001 Open Space and Park Bond. The bond allocated $850,000 million for this new park, of which $132,000 has been obligated to date for new playground equipment, site surveys, and engineering/ design services, leaving $718,000 available for future construction. The PARTF grant program requires at least adollar-for-dollar match. RECOMMENDATION(S): The Manager recommends that the Board approve the submittal of an application to the Parks and Recreation Trust Fund and authorize the Chair to sign the application for submittal prior to the January 31, 2008 deadline. • • o • N.C. Parks and Recreation Trust Fund (PARTF) !-`~~ N'artt~ Gtirolitta __~ r ;y Overview: The North Carolina General Assembly established the Parks and Recreation Trust Fund (PARTF) on July 16, 1994 to fund improvements in the state's park system, to fund grants for local governments and to increase the public's access to the state's beaches. The Parks and Recreation Authority, afifteen- member appointed board, was also created to allocate funds from PARTF to the state parks and to the grants program for local governments. PARTF is the primary source of funding. to build and renovate facilities in the state i parks as well as to buy land for new and existing parks. The PARTF program also provides dollar-for-dollar grants to local governments. Recipients use the grants to acquire land and/or to develop parks and recreational projects that serve the general public.. Division of Parks and Recreation. • 30 percent as dollar-for-dollar matching grants to local go4~ernments for park and recreation purposes. • ~ pcrce~it for the Coastal and Estuarine Water Access Program. The 15-member Parks and Recreation Authority, meeting quarterly, makes decisions on how money from the PARTF is allocated. The authority is comprised of five members, including the chairperson, appointed by the Governor and 10 members appointed by the General Assembly.
