The County Attorney stated that he had been asked to chair the meeting. The Board requested Mr. Coleman to present in their behalf appropriate remarks. Chairman Garrett referred to Section B of Item ~k15 on the Agenda: (Possible County Ordinance Regulation Developt!!erst on Lots of Less Than 40,000 Square Feet.) Hezekiah Dobson and Tony Laws, Sanitaxians for the District Health Department urged the Board to adapt an Ordinance requiring 40,000 square feet for all lots. Discussion ensued. The County Attorney was present with a copy of an Ordinance that had been prepared - when the matter was first brought to the attention of the Board. The County Attorney was requested to review the 40,000 square feet Ordinance. Discussion ensued concerning the specific desixe of the Bvard relative to the pro- . posed 40,000 squaxe feet and its application. Ghairman Garrett referred to Section C of Item ~b15 on the Agenda: (Discharge of Firearms.) Discussion ensued on this matter and the Board agreed to postpone any further discussion until March 18, 1975. Chairman Garrett referred to Secb_on D of Item ~p15 on the Agenda: (Insurance for Individual Commissioners) The County Attorney was requested to secure information on the type of insurance that is available for Orange County. Further discussion was postponed until March 10, 1975. The matter of Civil Preparedness and appointment to Carrboro Board of Adjustments was deferred until March 10, 1975. The Board inquired of the County Administrator as to what was the position of the County relative to the hiring of a County Planner. Mr. Gattis stated that a Planner had been hired and that he would begin work almost immediately.. An inquiry was made as to whether or not the County had advertised for a Recrea- tion Director. Mr. Gattis stated that advertisements had been placed in the various. Trade Journals. Commissioner Whitted requested the Board members to reserve the date of April 17, 1975, for a joint meeting with the Mental Health Board and with the County Boards in tYe District. There being no further business to come before the Board the meeting was adjourned to meet again on Monday, March 10, 1975, at 8 p.m., in the Commissioners Room of the Courthouse in Hillsborough, N. Flora Garrett, Chairman Betty .7une Hayes, Clerk MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS Wednesday, March 5, 1975 The Board of County Commissioners of Orange County met in joint session with the Hillsborough Town Board at 7:30 p..m. on Wednesday, March 5, 1975, in the Hillsborough Town Hall. A11 membersaere present. Also present were Hillsborough Mayor Fred Cates and Town Commissioners .john Roberts, Arthur Crabtree, Ralph Neighbors, Jack Martin and Allen Lloyd. This special session was held to discuss with staff members of the Triangle J Council of Governments the best method of going about the starting the Hillsborough Area 201 Study. Mr. Jim Michar, Chief of the Triangle J 208 Study section introduced to the Boards the staff members he had brought with him to discuss the 201 and 208 programs as they related to Drange County and the Hillsborough area. They were Mark Burnham, Peter French, Ray Green, Frank Chamberlain and Linda Owens. Mr..French discussed water course pollution from "point" sources (Discharge from sewer or other plants) and explained the steps involved in the 201 process: r A. Define an area. B. Receive a study grant from the State (or other source) I ~~~ C. State approval of completed plan D. Application for funding of specific projects In 1974 the Hillsborough Area 201 Study was not sufficiently high on the State priority list to be funded. It is not certain where the Hillsborough Area Study stands on the priority list today. Therefore, the 208 Study will finance the 201 Study for the Hillsborough Area as it will be a part of the Greater Durham 208 Study. Ray Green explained what a 208 Study really is. This study is much more com- prehensive than a 201 Study. In addition to those "point; sources of pollution considered in a 201 Study, the 208 Study other sources of pollution such as urban run off. Because of the expense attendant to treating non point sources of pollution part of the 208 Study is to devise methods of treating this type pollution. To determine the effects of non point sources of pollution in periods of flood a system of water .sampling station has to be set up and operated over a period of at least 10 months. Another technique to hold up water quality is tv determine what land use patterns cause least pollution From urban run off then try to direct development in this direction. Work schedules for some aspects of 208 Study are: A. water Monitoring Sample Completed January 1, 1976 B. Inventory of Environmental Systems C. Trend Projection of: 1.. Employment 2. Population December 1, 197fi D. Alternative Land Use Patterns May 1, 1976 E. Recommended Land Uses October 1, 1976 F. Formal Local Review January 1, 1977 aim Michar then discussed some of the specifics of the actual Hillsborough Area 201 Study. He passed oust a small map showing a possible study boundary. Mz. Mark Burnham suggested the western boundary of the area be moved further westward until it abutted the eastern boundary of the Greater Alamance County 201 Area. Yt was agreed that a committee be appointed tv study then make recommendation about the Study area boundaries. Mr. Michar added at this point that the 208 Study effort would do a 201 Study for all parts of Orange County that are not included in an existing 201 Study. The Tawn and County later delegated Mr. Michar to advertise for an engineer to conduct the Hillsborough 201 Study and to repozt his progress with this effort to Chairman Garrett and Mayor Cates. C. Members Present: Chairman Flora Garrett, Commissioners Norm Gustaveson, Jan Pinney, Norman Walker, and Richard E. Whined. Members absent: None. S. M..Gattis, County Administrator, Neal Evans, Fiscal Officer, A. B. Coleman, Jr., County Attorney, and Betty June Hayes, Clerk, were also present. The Board agreed to hear Item #2 on the Agenda as it was an item that had been deferred from the March 3zd meeting. (Mrs..
