HomeMy WebLinkAboutMinutes - 19750210~~~ THE MINUTES OF THE ORANGE COUNTY BOARD OF COMMSSSIONERS February 6, 1975 The Orange County Board of Commissioners met jointly with the Hillsborough Town Commissioners and the Board of Alderman of Carrboro at the Hillsborough Town Ha11 on Thursday, February 6, 1975, at 7:30 o'clock p.m. Members present: Chairman Flora Garrett, Commissioners Norm Gustaveson, .Ian Pinney, Norman Walker, and Richard E. Whitted. 5. M. Gattis, County Manager, A. B. Coleman, Jr., County Attorney, and Betty June Hayes, Clerk to the Board, were also prrsent. The Town of Hi115borough was represented by Mayor Fred 5. Cates, Town Commissioners Sack Martin, R. C. Neighbours, John Roberts, and Arthur Crabtree. Ebert Keith, Government Interim was also present, The Town of Carrboro was represented by Mayor Robert wells, J. C. Cresson, Town Manager, Mike Caldwell, Planning Director, Fred Chamblee, Alderman, and Jeff Howard, Interim. The purpose of this meeting was to hear a presentation from Mark Burnham on the priorities that had been established by each governmental unit's Task Force for the submitting of a combined application under the Community Development Act. Mr. Burnham filed a Memorandum that included a list of the priorities that had been submitted by each governmental unit, a Draft Report to the County Commissioners from the Community Development Task Force, a Housing Report from the Town of Carrboro, Orange County, First Community Development Funding Proposal, and a Discussion of Staff Proposals. Mr. Burnham reviewed the contents of the Memorandum and quotes percentages that were applicable to each governmental unit. It was pointed out that of the list of priorites that had been submitted by Hillsborough all of them were under way or the possibility of the3.r being institued were well established and that only three of Hillsborough's priorites had not been accomplished. These items were Health Clinics and Dental Health Clinics. Discussion ensued. Mayor Cates moved that the three governmental units strongly endorse and encourage HEW to locate a clinic in Hillsborough and give complete endorsement of Items 3 and 4, Health Clinic apd Dental Health Clinic, to these Hillsborough priorities. Discussion ensued.. The motion died far the lack of a second. Mr. Burnham reviewed the priority listings of each governmental unit. He complimented the Town of Carrboro on the completion of its Housing Survey. Upon motion of Commissioner Gustaveson, seconded by Fred Chamblee, it was moved and adgpted that the three governmental units accept the recommendation of Triangle J Council of Governments as set forth in the presented Memorandum. C., at 8:00 p.m. Members Present: Chairman Flora Garrett, Commissioners Norm Gustaveson, Jan Pinney, Norman Walker, and Richard E. Whitted. Members Absent: None Mrs. Mary Scroggs, Chairman of the Board of Education of the Chapel Hill- Carrboro City Administrative Unit and Dr. Robert Hanes, Superintendent of the School Unit, were present to discuss with the Soard of County Commissioners possible desposition of ~he land known as the Northside School Site. ~~ Dr. Hanes briefly reviewed the way in which the School System acquired and used this property up to the time of the fire that destroyed the administrative office a few years ago. He concluded his presentation by saying the School Board had gotten from local real estate agents appraisals of this property indicating it ' might be worth about $10,000 per acre. He did add,,howeve~ that some informal discussion had been conducted between the School System and the Town of Chapel Hill which brought out the idea that the Town had no strong desire to own this property. Commissioner Norman Walker stated he felt the School Board should give the _ • property to the Gounty. They were no longer using it for an educational purpose and in all probability would never use it for school purposes again. Since the buildings there were constructed primarily by County funds it was only proper that these assets be turned back to the County which provided them. Commissioner Norman Gustaveson asked the Board of Education if they were willing to sell this property? Dr. Hanes said the School System had a serious storage problem that must be solved. Two possible solutions were to: 1. Use the gym at the Lincoln School 2. Use some building at the Northside Site or perhaps construct a warehouse on this property Dr. Hanes further stated the School System acquired the property through a gift from Mr. J. Henry Stroud to be .used as a school for black students. He felt the School System therefore should make some effort to utilize the property as soon as they practically could. Commissioner Jan Pinney suggested the County might attempt to acquire a portion of the property ,.tii~.vacant buildings and necessary land, leaving the balance of the unused land in the hands of the Board of Education. Mrs. Scroggs replied that this was a definite possiblity. Commissioner Richard Whitted stated he felt the County should work out something with the School Board as soon as possible so the Mental Health Agency would be able to determine where it stood. He personally felt he could support same "time payment" type of acquisition by the County. He also asked what possibility existed to combine the Northside Property and the Lincoln Gymnasium into one transaction. Dr. Hanes replied at present the Lincoln Gym was being used by the Chapel Hill Recreation Department. in an effort to treat citizens of the Chapel Hill and Carrboro Towns equally the Culbreth Gym was being leased tb the Carrboro Recreation Department. This concluded the discussion of the Northside School Property.. In another school related matter the Chapel Hill School Board extended an invitation to the Board of County Gommissioners..to accompany them on a tour of school facilities this spring before budget time. A tentative time of 1:00 P. M. on March 11th was set. The group should meet at the Lincoln Center. The Board of Commissioners discussed again the possibility of using the Turner property northwest of Hillsborough as a possible animal pound site. Commisr sinner Walker stated the road had recently been improved and the Board Members should visit the site again if possible. The County Administrator briefly reported that the solid waste department needed at least fifteen mare "Green Boxes." The possibility existed that some second hand boxes might be obtained from the Civil Defense Surplus Property Agency. The Board of Commissioners suggested this avenue be explored. The County Administrator was directed to investigate in some detail the additional space requirements of the various County agencies and Departments and to report back to the Board of Commissioners as soon as practical. by the first Monday in April if possible. ' The Board of Commissioners again turned its attention to the Northside School matter. Commissioner Norman Gustaveson suggested the Board of Commissioners offer the Board of Education $5,000 per acre for the property and to advise the Board of Education that we would hope to be able to fund their warehouse plans within five years or as soon as possible. Commissioner Norman Walker suggested the Board look for another site for this facility. Commissioner ,Ian Pinney suggested we offer the Board of Education $15,750 for the property. Commissioner Garrett suggested the Board offer $100,000 for the property and make no committment about the warehouse. Commissioner Norman Gustaveson moved the Board of Commissioners offer $5,000 per acre for the property. Commissioner Richard Whitted a second. ~~~ Commissioner Norman Walker moved the motion be tabled. Commissioner Jan { ~ Pinney offered a second to the motion to table. ~ Chairman Flora Garrett called for a vote on the motion to table. Ayes 3, Noes 1. The motion to table was declared passed. Commissioner Pinney suggested the Board inquire about a long term lease of the - property;(~Oyears or. more ), with the option to buy receiving credit £or all lease payments towards the purchase pr;ece. If a lease arrangement is not acceptable to the Board of Education then would they please make another offer to the Board of Commissioners as the Board £elt $100,000 was too much to pay £or the property. Approved: THE;4~YNUTES.-OF THE QRAN.GE COUNTY BOARD OF COMMSS5IONERS February 13, 1975 The Orange County Board of Commissioners met on Thursday, February 13, 1975, at 8:00 p.m., in the Commissioners Room at the Courthouse in Hillsborough, N. C. Members Present: Chairman Flora Garrett, Commissioners Norm Gustaveson, Jan °inney, and Richard E. Whetted. Members Absent: Commissioner Norman Walker. A. B. Coleman, Jr. County Attorney, S. M. Gattis, County Administrator, and Betty June Hayes, Clerk, were also present. 6i11 Laws, Tax Supervisor, and Archie Kelly, Tax Appraiser, were also present. Pat Walton, Executive Director of Mental Health was also present. This meeting was held for the purpose of hearing tax appeals that had been received since the Board of Equalization and Review had adjourned. The County Administrator stated that Commissioner Norman Walker called and requested him to ask the Board not .to take any action on the Northside School property until he could be present. Mr. Gattis explained that Mr. Walker was sick with the flu. The Board agreed that due to the pressure to time that it should reach some decision as to how to begin to negotiate for the Northside School property. Upon motion of Commissioner Gustaveson, seconded by Commissioner Whitted, it was moved and adopted to continue discussion bn the Northside School property. Commissioner Pinney stated that he had learned that the School Board could lease the Northside School property and that he had talked unofficially with members of the School Board and these members expressed an interest in Such an arrangement. The Board questioned ytrs. Walton concerning the grant monies that would be an advantage for renovation and they incuired about the time factor. Mrs. Walton stated that if a lease agreement was to be pursued then it would •-- have to be a long term lease agreement before the gran` monies. could ae applied. Upon motion of Commissioner Pinney, seconded by Commissioner Whitted, it was moved that the County should proceed to negotiate with the Chapel Hill-Carrboro School Unit on a possible lease agreement for either a long term lease that would include an option to purchase and if we fin3, after receiving t3ze f$scal report from Neal Evans,we have the money we can appropriate $15,750. We could appropriate this to them in a good faith gesture for the school grounds. Discussion ensued.
