THE MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
February 6, 1975
The Orange County Board of Commissioners met jointly with the Hillsborough
Town Commissioners and the Board of Alderman of Carrboro at the Hillsborough
Town Ha11 on Thursday, February 6, 1975, at 7:30 o'clock p.m.
Members present: Chairman Flora Garrett, Commissioners Norm Gustaveson, --
.Tan einney, Norman Walker, and Richard E. Whitted.
S. M. Gattis, County Manager, A. B. Coleman, Jr., County Attorney, and.
Betty June Hayes, Clerk to the Board, were also persent.
The Town of Hillsborough was represented by Mayor Fred 5. Cates, Town
Commissioners Jack Martin, R. C. Neighbours, John Roberts, and Arthur
Crabtree. Ebert Keith, Government Interim was also present.
The Tvwn of Carrboro was represented by Mayor Robert Wells, J. C. Cresson,
Town Manager, Mike Caldwell, Planning Director, Fred Chamblee, Alderman, and
Jeff Howard, Interim.
The purpose of this meeting was to hear a presentation from Mark Burnham
on the priorities that had been established by each governmental unit's Task
Force for the submitting of a combined application under the Community Development
Act. INr. Burnham filed a Memorandum that included a list of the priobities that had
been submitted by each governmental unit, a Draft Report to the County Commissioners
from the Community Development Task Force, a Housing Report from the Town of
Carrboro, Orange County, First Community Development Funding Proposal, and a
Discussion of Staff Proposals. Mr. Burnham reviewed the contents of the
Memorandum and quotes percentages that were applicable to each governmental unit.
It was painted out that of the list of priorites that had been submitted
by Hillsborough all of them were under way or the possibility of their being
institued were well established and that only three of Hillsborough's priorites
had not been accomplished. These items were Health Clinics and Dental
Health Clinics. Discussion ensued.
Mayor Cates moved that the three governmental units strongly endorse and
encourage HEW to locate a clinic in Hillsborough and give complete endorsement
of Items 3 and 4, Health Clinic apd Dental Health Clinic, to these Hillsborough
priorities. Discussion ensued. The motion died for the lack of a second.
Mr. Burnham reviewed the priority listings of each governmental unit. He
complimented the Town of Carrboro on the completion of its Housing Survey.
Upon motion of Commissioner Gustaveson, seconded by Fred Chamblee, it was
moved and adopted that the three governmental units accept the recommendation
of Triangle J Council of Governments as set forth in the presented Memorandum.
Upon motion of Mayer Wells the meeting was adjourned.

The Board of County Commissioners of Orange County met in Special Session
on Monday, February l0, 1975, in the Commissioners Room of the Courthouse in
Hillsborough, N. C., at 8:00 p.m. _
Members 2resent- Chairman Flora Garrett, Commissioners Norm Gustaveson,
Jan Pinney, Nor^~an Walker, and Richard E. whitted.
Members Absent: None
Mrs. Mary Scroggs, Chairman of the Board of Education of the Chapel Hi11-
Carrboro City Administrative 'Jnit and Dr. Robert Hanes, Superintendent of the
School Unit were present to discuss with the Board of County Commissioners
possible desposition of the land known as the Northside School Site.
