MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
January 14, 1975
The Orange County Board of Commissioners met on Tuesday, January 14, 1975,
at 8 P.M, in the Commissioners Room at the Courthouse in Hillsborough, North
Carolina.
Members Present: Chairman Flora Garrett, Commissioners Norm Gustaveson,
Jan Pinney, Norman Walker, and Richard E. Whitted. -
Members Absent: None.
S. M. Gattis, County Administrator, Neal Evans, Fiscal Officer, A. B. Coleman, -.
Jr., County Attorney, and Betty June Hayes, Clerk to the Board were also present.
Max Kennedy and Frank Miller, of the Recreational Study Committee, were also
present.
The purpose of bhis meeting was to review the proposed Ordinance relating
to Public Recreation & Parks.
Discussion ensued between the Board and the Members of the Recreational
Study Committee.
Chairman Garrett stated she felt that the matter of the use of tax monies
for the establishment of a Recreational Program should be investigated.
The County Attorney was requested to check the validity of the tax matter.
CoQnnissioner Richard Whitted recommended that the matter of the proposed
Recreation Ordinance be placed on the Agenda for the next meeting and that the .
Board appoint a committee to investigate the funding.
Commissioner Norman Walker stated he felt all further discussion should
await the requested report from the County Attorney. It was agreed that the
matter would be placed on the Agenda for Tuesday, January 21, 1975.
The matter of the Seven (7) Mile Creek Reservoir was raised by the Board.
S. M. Gattis, County Administrator, stated that the proposed Seven (7) Mile
Creek Reservoir resulted from the P-50 Study of the Research Triangle Region and
that this study provided a list of priorities for sites for the impoundment of
water. .The seven (7) mile creek area was shown to be a prime site and the County i
embarked on limited plans for land acquisition on a long range program for the
eventual Reservoir installation.
Mr. Gattis advised the Board that little had been. done in the past few years
concerning land acquisitions.
There being no further business to come before the Board the meeting was
adjourned to meet again on Thursday, January 16, 1975, with representatives from
the Towns of Carrboro and .Chapel Hill and the University of North Carolina.
