® To declare an Andela Products Glass Crusher model GP-05 purchased in November of 2044 surplus
and
® To adopt a resolution authorizing the Director of Purchasing and Central Services to sell the Glass
Crusher via private sale to vllilkes County North Carolina for a sum of $5,000.00
BACCGRQUND: Gn November ~ 1, 2004 the Board awarded a bid to Andela Products for the purchase
of a Glass Crusher model GP~05. The purchase price was $32,900.00, of which $25,000.00 was in the
form of a gram from the North Carolina Division of Pollution Prevention and Environmental Assistance
~DPPFA}. The intended purpose of the machine was to create alternative products from
unmarketable glass. As the Board may recall it was anticipated that the glass crusher will process
green glass, other loads of glass that include ceramics, and other difficult to~market glass products.
The Crusher worked as specified and the County processed unmarketable glass. The County no
longer saris glass for processing and therefore the Crusher is of no use to Grange County.
Wilkes County North Carolina has agreed to~ purchase the Crusher for a sum of $5,040.04. DPPEA
has stated that they would prefer the crusher be sold to another local government in North Carolina.
North Carolina G.S. 60A~26? provides for the sale of private property via private sale. The attached
resolution if adopted will declare the Glass Crusher and authorize the Director of Purchasing and
Central Services to sell the Glass Crusher via private" sale.
FINANCIAL IMPACT: The $5,544.40 received from the sale would be deposited in Solid Waste's
Sale of Fixed Assets fund.
RECQMMENDAT1tJN~5~: The Manager recommends the Board:
• Declare the Andela Products Glass Crusher mode! GP~45 surplus; and
• Adopt the resolution authorizing the Director of Purchasing and Cents! Services to conduct an
auction to dispose of the Glass Crusher through negotiated private sale.

PERSONAL PROPERTY BY PRIVATE SALE

WHEREAS, the Board of County Commissioners ofi Grange County desires to dispose of certain surplus
property or Orange County.
NC3VIr, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that;

2. The Director afi Purchasing and Central Services is authorized to dispose ofi the described property by
private sale at a negotiated price pursuant to G.S. ~ 5oA-261.
3. The Clerk shall publish notice summarizing this Resolution in accordance with G.S. ~ G0A-Z07.

RESOLUTION AUTHORIZING THE DISPOSITION OF CERTAIN
PERSONAL PROPERTY BY PRIVATE SALE
WHEREAS, the Board of County Commissioners of Orange County desires to dispose of certain surplus
property or Orange County.
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that:
1. The following described property is hereby declared to be surplus to needs of the County:
• Andela Products Glass Crusher model GP-05
2. The. Director of Purchasing and Central Services is authorized to dispose of the described property by
private sale at a negotiated price pursuant to G.S. 160A-267.
3. The Clerk shall publish notice summarizing this Resolution in accordance with G.S. 160A-267.
