Chairman Walker stated that he would like to see it be designated for a Building Fund. Discussion ensued. Commissioner Richard E. Whitted stated that he would prefer to earmark the surplus for a building fund. Upon motion of Commissioner Melvin Whitfield, seconded by Commissioner Henry s. Walker, it was moved and adopted, that the Board add back 510,000 to Buildings and Ground Funds for land acquisition and to create building accounts for 550,000 to Library suilding, 550,000 to Jail, and $1D0,000 for County Offices and that this money be used to provide for a study and plans for these proposed projects. The Chairman referred to Item IV and he recognized Jim McFIUgh and Sill Baity. Mr. McHugh advised the Board that the County has the right to franchise cable television and that he was approaching the Board to request that the Board allow Alert Cable TV the franchising right. He stated that he would like to have one or two members of the Board to investigate the matter with him and thus allow the area to become franchised. The Board agreed to discuss the matter among themselves. Commissioner Flora Garrett suggested that The Triangle Task Force is already working with Cable TV and that they might be of assistance to the Board. Chairman Walker stated that the minutes of the June Meetings had not been approved. The Clerk advised the Board that the minutes of the May 27th meeting had not been approved. Chairman Walker requested the clerk to read the Minutes. Upon motion of Commissioner Flora Garrett, seconded by Commissioner Richard E. Whitted, it was moved and adopted, that the minutes of the May 27th meeting be approved. The Board reviewed the minutes of the June meetings. The Clerk was instructed to make some corrections. Upon motion of Commiss~.oner Henry 5. Walker, seconded by Commissioner Richard E. Whitted, it was moved and adopted, that the minutes of the June Meetings be approved. The Board agreed to meet again on Tuesday, July 2, 1974, at 8 P.M. for review of the proposed 1974-1975 Budget. The County Administrator advised the Board that if they wished to adopt an Interim Budget Resolution that they were authorized to expend up to ten percent (10%) of the funds allocated each department. N~man Walker, Chairman Betty June Hayes, Clerk Approved MINUTES OF THE ORANGE COUNTY BOARD OF EQUALIZATION AND REVIEW July 2, 1974 The 1974 Orange County Board of Equalization and Review convened at 7:00 P.M. on Tuesday, July 2, 1974 in the Commissioners Room at the Courthouse in H111sborough, North Carolina, to consider and resolve appeals of real property tax valuations heard during earlier 1974 sessions. Members Present: Chairman C. Norman Walker, and Commissioners Henry s. walker, Flora Garrett, Richard E. Whitted and Melvin Whitfield. Members Absent: None. The Board took the following action on appeals heard at earlier meetings: The assessment of a house and homesite owned by Frank W. Bumphus and Dorothy (Tax Map 3, Lot 20J, Chapel Hill Township) was reduced from $4,900 to 53,000; the valuation o£ a tract of land owned by t 395 Ms. Lyda Eubanks Orgain (Tax Map 52, Lot 2, Chapel Hill Township) was reduced from $63,6D0 to 539,600; the Board made no change in the valuation of the property appealed by the Eva H. Brewer Heirs (Tax Map 92, Block A, Lot 21, Chapel Hill Township); the valuation of the tract of land appealed by Mr. T. G, Donnelly lTax Map 116, Lot 19, Chapel Hill Township) was reduced from $7,2D0 to $3,500. There being no further business to came before the Board of Equalization and Review the meeting was adjourned. Chairman Walker re-covened the Hoard as a Board of County Commissioners. Betty June Hayes, Register of Deeds, requested to bring a matter before the Board. She stated that "she had discussed G. S. 161-30 Section A with Bill Laws, Assistant Tax Supervisor, and that Mr. Laws felt that the provisions of th].s statute would be advantageous to his department, therefore, she was recommending that the Board bring Orange County under the provisions of G. S. 161-30 Section A. Upon motion of Commissioner Henry 5. Walker, seconded by Commissioner Flora Garrett, it was moved and unanimously adopted, that the Register of Deeds be authorized to bring Orange county under the provisions of G. S. 161-30 Section A effective as of September 1, 1974. The County Administrator advised the Board that a Recreation Grant in the amount of $S,OOD from the Manpower Council had been received, Mr. Gattis advised the Hoard that the provisions of this grant required that the money be used for a Summer Recreation Program for the county. This would include the Towns of Chapel Hill, Carrboro and Hillsborough. Discussion ensued. The Board requested the county N,anager to work with the Towns in order to determine how the grant could be properly allocated. The Board began a budget review. Chairman Walker recommended that the Board restore the $1,50D that had been requested by the Orange-Alamance Water Systems for a study of the McGowan's Creek area as he felt we should protect the water resources that lies within Orange county. The County Administrator suggested that the Board could allocate $1,500 from the Revenue Sharing Funds tc the Utility Fund and thus restate the requested appropriation and he further suggested that the Board adopt the proposed 1974-1975 budget and then amend the budget by appropriating the item to another fund. A special Fire Tax of 50.08 on the 5100.00 property valuation on all property within the Orange Grove Rural Fire Protection Districts. Upon motion of Commissioner Richard E. Whitted, seconded by Commissioner Henry S. Walker, it was moved and adopted that the 1974-1975 Appropriation Resolu- tion and Tax Levy Resolution as presented by the County Administrator, setting tax rate at sixty (60C) cents per 5100.00 assessed value and this special Chapel Hill-Carrboro School District tax of twenty-five (25G) cents on $100.00 property valuation plus the special fire tax on the (7) seven fire protection Districts plus the service district tax be approved, Upon motion of Commissioner Henry S. Walker, seconded by Commissioner Melvin Whitfield, it was moved, that the 1974-1975, budget be amended to approve the 51,500 for the Sediment Structure study as requested by the Orange-Alamance Water Systems and that same be restored to the Utility Fund. Chairman Walker called for a vote on the motion. Commissioners Norman Walker, Henry S. Walker, and Melvin Whitfield voted aye. Commissioners Flora Garrett and Richard E. Whitted voted nay. Chairman Walker then declared the motion passed. ---- Commissioner Flora Garrett inquired as to w'~at the Board wished to do about pursuinc* a grant application to the Law Enforcement Assistance Administra- tion. This grant would be used to finance a Rape Crisis Center. She reminded the Board that the deadline had been established as of July 17 and the County must be the grantee in the grant application. The Board felt that they needed more information prior to making a decision on the matter. Chairman Walker stated that he felt the Board should reach some decision on the request of Bill Hupman. The County Administrator was instructed to contact Mr. Hupman and to advise him that the County is just about to reach the break even point on the matter. The Clerk inquired as to the plans of the Board relative to the July 16th meeting. She was instructed that this meeting (July 2, 1974) is being held in place of the regular Tuesday night meeting and that the Hoard does hereby officially cancel the July 16th meeting.
