Fikes, 245-2490 PURPOSE: To award housing rehabilitation contracts for the Orange County CDBG Scattered Site Housing Rehabilitation Program. BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program for attached work specifications. The informal bidding process is governed by the North Carolina General Statues §143-131 and does not require a minimum number of bids. Additionally, present program. procedures provide that housing rehabilitation contracts be awarded to the lowest responsible bidder. All contractors participating in the County's Rehabilitation Program are required to utilize current deconstruction. and material recycling methods during the repair process. Bids were solicited from participating contractors for the housing repair work for the two properties. Bid results are attached. It should be noted that the lowest bid for the Starlite Drive property was determined to be non-responsible. Therefore, the next lowest bid is recommended for award. The non-responsible bidder has been notified of this recommendation. FINANCIAL IMPACT: Funds are provided by a CDBG Scattered Site Housing Rehabilitation grant awarded by the N.C. Department of Commerce in the amount of $400,000. The total cost of these contracts is $97,065. NOTE: After existing roof cover is removed., if further damage is discovered the Owner, Contractor and Rehabilitation Specialist will meet to review the work, determine a course of action and, if necessary, a cost for any additional work. Supply and install new shingle-style ridge vent. Replace flashing including all valley flashing, metal nosing, vent boots, metal drip edge, etc.. All vents, flashing, and other metal surfaces to blend with color of roof. Seal all penetrations through roof with waterproof material. Supply and install new 25 year (minimum) composition shingle roof cover over 15# felt on main house, complete. Supply and install new rubber roof over Storage Room and Den, properly blended into adjacent composition shingle roof cover. Style and color to be per Owner selection. Owner to arrange for removal and re-install of TV satellite dish. Existing gutters on front of house to be cleaned and remain intact. Contractor to supply owner with written warranty for materials and labor. All work to code. 2. Remove existing gutter on rear of house and downspout on right front corner of house. Supply and install new seamless white pre-painted metal Ogee style gutters on rear and left side of house with at least one downspout for each gutter and one downspout for every 30' of gutter. Supply and install new gutter guards on all gutters (new and existing). Supply and install new downspout on right front corner gutter. Each roof valley to have diverter at bottom adjacent to gutter. Each grade level downspout shall have a splash block to divert water away from house. C. PLUMBING Repair existing water supply line to accommodate installation of new main shut-off valve and pressure reducer valve located inside main crawlspace within 3 lineal feet of crawlspace access opening. Supply and install new main shut-off valve and new pressure reducer valve incorporated into existing plumbing and restore to proper working order, complete. 2. Supply and install pipe insulation on existing exposed water lines in crawlspace, complete. 3. Re-secure existing hose faucet on front of house. Repair existing plumbing in Hall Bathroom to accommodate new single-handle shower faucet control and to restore to proper working order. Supply and install new standard grade integrated shower pan and sectional fiberglass shower surround to minimum 6' above subfloor with soap dish, and shampoo holder. Size of new shower to match existing as close as standard sizing will allow. Supply and install new single-handle shower faucet control including finish trim fixtures. All work to be properly sealed so as to prevent water and moisture leakage. 6. Replace existing toilet angle stop, shutoff valve, riser and escutcheon in Hall Bathroom. Confirm proper grounding, proper circuit distribution and separate circuits for HVAC, refrigerator, microwave and laundry. Includes supply and install new electrical to accommodate new A/C condenser unit located on left exterior of house. Includes supply and install new arc fault interrupter circuits on Bedroom circuits. Includes verify existing GFI circuits and outlets to Kitchen, Bathrooms and Laundry. Includes verify one (1) "direct-wired" smoke detector in Hall. All circuits to be clearly identified on subpanel. All work to code. 2. Replace one (1) damaged outlet in Master Bedroom. Replace missing switch cover plate in Master Bedroom. Replace one (1) damaged outlet in Bedroom #3. Replace damaged switch for Kitchen ceiling light fixture. A11 work complete and to restore to proper working order. 3. Supply and install new electrical to accommodate installation new grounded three- prong outlets as follows: One (1) in rear wall of Den, one (1) in rear wall of rear Storage room and one (1) in front wall of rear Storage room. Supply and install new outlets and cover plates, complete. Adjacent walls to remain intact. 4. Properly disconnect and remove existing loose junction box and light fixture in attic, complete. 5. Supply and install new junction box properly wired for electrical connection on existing wiring in crawlspace below Den, complete. Supply and install electrical to accommodate installation of new light in crawlspace below Den/Storage with new switch within 3 l.f. of access door. Supply and install new light fixture and switch control, complete. Re-secure existing wiring for light in crawlspace below Master Bedroom. 6. Remove two wall-mounted light fixtures, one in Hall Bathroom and one in Master Bathroom. Repair wall area above sink in each bathroom to accommodate installation of one new wall-mounted light fixture and new separate surface-mounted medicine cabinet centered over each sink. Supply and install one new wall-mounted light fixture over each sink connected to switches at existing locations, complete. Includes replacing associated light switches. Repair existing electrical to accommodate installation of new light fixtures at same locations. Supply and install new ceiling light fixtures at same locations and connected to switches at existing locations. Laundry closet light fixture to be fluorescent. Includes replacing associated light switches. 8. Supply and install new electrical to accommodate installation of new "direct-wired" smoke detectors in each of three Bedrooms. Supply and install new "direct-wire" smoke detectors, all detectors to be inter-connected, complete. 9. Supply and install new electrical in Hall Bathroom and Master Bathroom tub/shower rooms to accommodate installation of new ceiling-mounted exhaust fans. Supply and install one new moisture-rated exhaust fan in each of two tub/shower rooms, vented separately to exterior, complete. Supply and install one new single light motion detector light fixture for each location, complete. All work to code. E. MECHANICAL 1. Properly disconnect and remove existing heating system from crawlspace. Repair electrical and gas to accommodate installation of new gas-fired HVAC split system. Supply and install new gas-fired split HVAC system with SEER of 13 (minimum), properly supported in crawlspace and all necessary components including heater, trunk line, flex branch lines to all rooms, duct boots, sealing duct boots at floor penetration, registers,. flex return line, return air grille and filter, condenser, condensate lines, thermostat, complete. All ducting including trunk line, branch lines and return line to be insulated to R-6 (minimum). .Includes supply load calculations for appropriate sizing of new unit. Includes repair existing openings in rear foundation wall to accommodate installation of new ducting to rear rooms of house. All work to code. Re-install approximately 300 square feet of existing underfloor insulation in main crawlspace. Re-install approximately 7 square feet of existing underfloor insulation in crawlspace below Master Bedroom. Replace approximately 300 square feet of missing R-19 underfloor insulation in main crawlspace. Replace approximately 20 square feet of missing R-19 underfloor insulation in crawlspace below Master Bedroom. Replace approximately 150 square feet of missing R-19 underfloor insulation below Den/Storage Room. G. EXTERIOR DOORS 1. Remove existing front security door for re-installation. Remove existing front door and door frame and prepare opening for installation of new pre-hung exterior door. Supply and install new pre-hung white pre-primed, solid wood core, 6-panel metal insulated exterior door, with aluminum threshold and weatherstripping. Includes all hardware, lever-style keyed lockset, deadbolt, door bumper and peephole, complete. Where exterior wood frame, trim and sill aze exposed, supply and install pre-finished white aluminum coil stock to cover exposed wood components, including wood spacers on existing components to create uniform surfaces. All bends and folds of coil stock to be done with metal brake equipment and exposed finished edges to be hemmed. Includes replace interior trim to match existing as close as practical. Repair and re-install existing security door including new window/screen clips and new closure mechanism. 2. Remove existing rear exterior security door for re-installation. Remove door lockset and deadbolt on Storage Room exterior door. Repair door and frame far installation of new lockset and deadbolt. Supply and install new brass finish lever-style keyed lockset, new deadbolt, and door bumper. Re-install existing security door including new window/screen clips and new closure mechanism. H. EXTERIOR WINDOWS 1. Remove four (4) existing windows and associated trim and casing in Sun Room. Remove existing interior wall fmishes on two exterior walls to bare framing. Repair exposed openings and framing to accommodate installation of four (4) new construction vinyl windows, approximately 32" X 54", at same locations and to accommodate installation of new sheetrock. Supply and install four (4) new double- hung, dual-pane new construction vinyl windows, approximately 32" X 54", at same locations, with locks and full screens. Window next to front door to have tempered glass. New windows to have exterior trim and J-channel to integrate with new vinyl siding. Supply and install new 1/Z" moisture resistant sheetrock on the interior of the two exposed walls, taped and textured with smooth finish surface. Supply and install new interior wood casing, stool and trim on each window opening, caulked and sealed to interior of new window. New materials to match existing as close as is practical. 2. Remove two (2) windows in Storage Room for re-installation. Remove damaged trim and repair opening and windows for re-installation of windows. Re-install both existing windows in same location. Supply and install new trim to match existing as close as practical. Where exterior wood frame, trim and sill are exposed, supply and install pre-finished white aluminum coil stock to cover exposed wood components, including wood spacers on existing components to create uniform surfaces. All bends and folds of coil stock to be done with metal brake equipment and exposed finished edges to be hemmed. I. EXTERIOR SIDING AND TRIM 1. Remove approximately 34 lineal feet of damaged fascia and rake trim on low roof portion, adjacent to roof valley of rear of house, and on left reaz of house and replace with pressure treated wood material. Supply and install pre-finished white aluminum coil stock on fascia and rake trim on same areas, all bends and folds of coil stock to be done with metal brake equipment and exposed finished edges to be hemmed. Supply. and install approximately 32 square feet of vented vinyl soffit on rear gable. Supply and install .approximately 20 square feet of new vinyl siding on rear wall to match existing style and color as close as practical. Supply and install new white vinyl siding and trim on Sun Room portion of front of house, properly interfaced and coordinated Name: Addie Wilson Page 9 of 15 Address: 104 Starlite Drive City: Carrboro Date: 9/9/08 with aiijacent existing siding. Supply and install vinyl siding on exposed corner on left side of house to match existing style and color as close as practical. 2. Pressure wash exterior vinyl siding on left side of house using nozzles and sufficient pressure to clean siding and leave it intact. J. INTERIOR DOORS Supply and install two (2) new 6-panel pre-hung doors, one for Hall Bathroom shower room and one for Master Bathroom tub/shower room. Includes all hardware, lever- style interior passage lockset, door bumper, complete. Includes new interior trim to match existing as close as practical. . 2. Repair Laundry closet door opening to accommodate installation of new bi-fold closet doors. Supply and install new bi-fold 6-panel closet doors at same location, including all necessary hardware, complete. 3. Remove Bedroom #3 door, trim and frame and repair exposed opening to accommodate installation of new pre-hung door. Supply and install new 6-panel pre-hung door including all hardware, lever-style interior passage lockset, door bumper, complete. Includes new interior trim to match existing as close as practical. 4. Remove Living/Sun Room door and frame and repair exposed opening to accommodate installation of new pre-hung door. Supply and install new pre-hung white pre-primed, solid wood core, 6-panel metal insulated exterior door, with aluminum threshold and weatherstripping. Includes all hardware, lever-style keyed lockset and door bumper, complete. Includes replace interior trim to match existing as close as practical. 5. Repair Den door and doorway to rear room of Master Bedroom to accommodate installation of new trim. Supply and install new paint-grade wood trim on both sides of door openings, complete. Repair Storage/Kitchen doorway to accommodate installation of new casing and trim. Supply and install new paint-grade wood casing and trim on both sides of opening, complete. New materials to match existing as close as practical. 6. Remove twelve (12) existing interior passage doorknob sets. Repair existing doors and door frames to accommodate installation of new passage doorknob sets. Locations are as follows: Storage closet, Hall closet, Master Bedroom door and closet door, Master Bathroom door, Bedroom #2 door and closet door, Bedroom #3 closet door, Hall Bathroom door, two pantry doors in Kitchen, and Den door. Supply and install door bumpers for nine (9) doors. K. INTERIOR PAINT Fully prepare the following locations for re-painting: Sunroom ceiling and new sheetrock walls including new window casing and trim, baseboard and shoe mold; new exterior front door and door frame/trim; new Living/Sun Room door -and door frame/trim; Baseboard and shoe mold in Dining; Living/Dining/Hall ceiling; Hall walls including baseboard and shoe mold, and doors; Hall Bathroom ceiling, walls, casing, trim, baseboard, shoe mold, and doors; Master Bathroom ceiling, walls, casing, trim, baseboard, shoe mold, and doors; Master Bedroom rear room ceiling, baseboard and shoe mold; new casing and trim on Master Bedroom rear room doorway; Bedroom #2 ceiling, walls, trim, baseboard, shoe mold, and door; Bedroom #3 ceiling, walls, trim, baseboard, shoe mold, and door; Den ceiling, walls, trim, baseboard, and door; Storage Room ceiling; rear exterior door, adjacent window panel and associated door and window frame/trim; new casing and trim on Kitchen/Storage doorway. Includes patch and repair of sheetrock holes and surface cracks, prime all new or "raw" materials, sanding, and prep. Includes repair of sheetrock on Den ceiling and rear wall adjacent to window, Bedroom #2 left side wall adjacent to window, Storage Room rear wall adjacent to window, and rear Master Bedroom ceiling. Paint designated ceilings and walls other than Bathrooms with interior flat latex finish paint to match existing as close as practical, Bathroom ceilings and walls to be painted with interior latex enamel semi-gloss finish paint. Paint doors, casing, trim, baseboard and shoe mold with interior latex enamel semi-gloss finish paint. New materials to match existing as close as practical. All new/existing paint transitions to be uniform and clean. Color per Owner selection. L. FLOOR COVER 1. Remove existing floor cover and shoe mold in Bedroom #2, Bedroom #3 and Den, including inside of closets, to subfloor. Repair subfloor and baseboard to accommodate installation of new carpet. Supply and install new pad and carpet at same locations, including new metal transition strips on doorway transitions, complete. Includes new supply and install new baseboard in Den. Carpet price to be $18.00/square yard for materials. 2. Remove existing floor cover in Sun Room to expose existing subfloor. Supply and install new underlayment with a smooth top surface, and prepare for installation of new vinyl floor cover. Vinyl price to be $16.00/square yard for materials. 3. Prepare existing baseboard and floor in Dining for installation of shoe mold. Supply and install new wood shoe mold, complete. 4. Prepare existing walls and floor in rear room of Master Bedroom and Storage Room for installation of baseboard and shoe mold.
