Chapel Hill 30 8A The Board took the following action in resolving the above appeals: The assessment of Mary J. Cory's property was zeduced from $52,400 to $47,500; the appeals of D. C. & D. N. Stallings were heard although these appellants weze unable to appear before the Board; resolution of their appeals was postponed to allow futher study; the University Land Co., Inc. property valuation was reduced by the Board from $485,200 to $318,200; the assessment of Howard L. Stewart's property was reduced from S25,SOD to $24,100; the appeal .of Harold Daye was not resolved pending further study; the valuation of the property of George Tate was reduced from $18,900 to 513,700; the Eva Brewer Hrs. appeal was not resolved pending further study; the appeals of T. G. Donnelly and W. B. Upchurch were not resolved to allow further consideration; the Board. determined to adjust the valuation of the Gales Perry lot in accordance with its adjusted sales price; the appeals of Chapel Hill Country Club, Inc. and Rock Spring Farms, Inc, were not resolved pending further consideration. Tax Supervisor and Archie Kelly, Tax Appraiser MINUTES OF THE ORANGE COUNTY BOARD OF' EQUALIZATION AND REVIEW June 13, 1974 The 1974 Orange County Board of Equalization and Review convened at 7:00 P.M., Thursday, June 13, 1974, in the Commissioners Room of the Orange County Courthouse. Members Present: Chairman C. Norman Walker, Commiasioners Henry 5. Walker, Flora Garrett, and Richard Whitted. Members Absent: Commissioner Melvin Whitfield. The Board heard appeals from 1974 real property tax valuations for the indicated properties from the following persons: Appellant Township Tax Map Block Lot John H. Williams & Billie Chapel Hill ~85 _ M 32,39 James C. Parsons Chapel Hill B 9,9B, 9C Eva W. warren Eno 20 l0 The Board declined to alter the valuation of the John H. Williams property; resolution of the James C. Parsons appeal was deferred pending further consideration as was the appeal o£ Eva W. Warren. The Board resolved the following appeals heard at earlier sessions: the E. C. Leonard Playground Association (appeal heard May 16, 1974) real property tax valuation was reduced from $6,400 to $4,500; the real property valuation appealed by the Ridgewood Club of Chapel Hill., Inc. (May 16, 1974) was reduced from 596,400 to $83,900; the tax valuation of the property owned by Clayton Hamby (appeal heard May 15, 1974) was reduced by the soard from $3D,80D to $29,600; the assessment of the property of M. H. Baker (appeal heard May 28, 1974) was reduced from 523,800 to 518,70D. The Board adjourned to reconvene only for the purpose of resolving those 1974 appeals already heard but not yet adjudicated. c. Norman walker, chairman Minutes taken and submitted by Bill Laws, Asst. Tax Supervisor and. ~~~~ Lh~. 0. David Garvin requested to present another item to the Board. He iaeuired as to what action the Board had taken on the request of District Health Board concerning the Resolution that would allow the District Health Department to begin a Pee system for some of the services rendered. Dissuasion ensued. The following Resolution was presented: "The Drange County Board of Commissioners exercising authority as granted by state law authorises the board of health to adopt rules and regulations referrable to "Fee for Service" that are not in conflict with state laws and are voluntarily rendered and volun- tarily received." Vpon motion of Commissioner Henry Walker, seconded by Commissioner Flora Garrett, it wee moved, that said Resolution be adopted. There being no further business to some before the Board said meeting was adjourned to meet again on Thursday, June 13, 1971:, at 8 o'clock P. M. in the Commissioners Room of the Courthouse. C. Norman Walker, Chairman Betty June Bayes, Clerk - MINIITPS DF THE ORANGE COUNT3C B06RD OF CDMMISSIONERS June 13, 1974 The Board of Commissioners oP Orange County met on Thursday, June 13, 1974, at 8 p.m. in the Commissioners Room at the Courthouse i.n Hillsborough, North Carolina. Members Present: Chairman C. Norman Walker, and Commissioners Henry S. walker, Flora Garrett and Richard E. Whiffed. Members Absent: Commissioner Melvin Whitfield. S. M. Gattis, County Administrator, and Betty Jun® Hayes, Clerk to the Board were also present. Chairman Walker recognized Cecil Budd, Chairman of the Secondary Roads Council, F. A.. Hornadaq, Chairman of the Seventh District, Secondary Roads Council, and John Wat~ina, Division F3lgineer, all representatives of the State Board of Transportation. Mr. Budd stated that he was present in response to a letter that had been received concerning the Board's wishes to appear before the State Board Council and that it was the desire oY the Board of Transportation to discuss any matters with the Board that theq wished to review. Commissioner Richard E. Whitted stated that the Board had approved the 1973-1974 Prioritq Road Schedule based upon the Pact the SR #1330 be reviewed. He stated that the Board did not consider SR X1330 as a subdivision road due to the fact that the road had been utilized by the Town of Hillsborough and that the reaidenta were not responsible Por the aanditiona that had been pressed upon them. Commissioner Flora Garrett stated that she reiterated the point made by Commissioner Richard Whittad, in that, SR #1330 should not be on the subdivision map. Mr. Budd replied that the Board of Transportation had a statewide policy that if land had been plotted and recorded then it was considered a subdivision, however, the reaidenta of the area could come into the system on a participation basis of $2 per Poot. He insured iP the Town of Hillsborough could participate in the program as a unit. Disausaton ensued. Chairman Walker advised the representatives that two members oP the Board desired to meet with the State Secondary Road Council. The Board was advised ` that the next Secondary Road Couna4l.meeting was scheduled for wednsadaq, June 26,.1974, at 10:30 A. M. ~t the Highway Building in Raleigh, North Carolina, however, the agenda xas-alreadq filled, but iP s apace could be secured on the agenda then the Board would be notified. Mr. Budd stated that they would inspect SR #1330 prior to their leaving Hillsborough aqd that he would promise more maintenance for the road. 355 Chairman Walker innuired as to the statue of SR'1515. He stated that the Ehgiaesrs were surveying SR #1516 and that this was the wrong road, in that, SR #1515 was the one that had been designated for paving. Dissuasion ensued. Mr. Watkins agreed that the matter would be investigated. Chairman Walker recognized Mrs. Richmond Band and Mrs. Betty Geer. Mrs. Bond presented s report. on the services rendered by the Chapel Hill Library. A budget reoueat oP $25,900 was presented. This represents a PiPteen per sent (15~) increase oRer the 1973-1974 allocation, however, it wsa pointed out that the increase was due to a rise 3n operating cost and a coat of living raise for the library's employees. (For copy oP budget reaueet des Commissioners Minute Daeket Book 8, page ?.59 Chairman Walker recognised Lloyd Osterman, Director of.the 8yaoneeahee Regional Library.. Mr. Osterman in turn introduced Mrs. Annie Lockhart, A. T. "Sandy" Davison, and Cecil Stanford, acme of the Trustees oP the Confederate Memorial Library. Mr. Osterman presented a budget reoueat that amounted to $196,507. He stated that $54,007 would include the 7.5 per sent inerease in staff salaries and funds Por the purchase of audio-visual materials. He pointed out that last year the Board had requested funds for the construstian oP a new library Panil3ty due to the fact that the present facility is totally insdeauate and that the 137,500 wsa being included again as a reaueet Por a new library Paaility. k'b.ch of the Trustees spoke in behalf of the Library Budget as it had been presented. (For copy oP budget reaueet see Commissioners Minute Docket Book 8, page ~'-=-` Chairman Walker recognized C. D. "Soak" Knight, Sheriff. The total budget reaueet Por the Sheriff's Departweat amounted to $373,150. Sheriff Knight stated that he wished to apply for a Law khforcement Administration Assistant Grant and that Chia grant would allow him to employ a record clerk and a public relations officer. The grant would fund. up to ninety per cent (90~) of the coat and the county's portion would amount to $80q.00, however, before he could file Por the grant the Board would need to sign a grant application. He stated that the increase in his budget was due to the 7.5 per cent salary inerease, two new vehialea and the coat oP new uniforms for each deputy. Discussion ensued. No budget reoueat was Piled with the clerk. Sheriff gaight advised the Board that the Law Officers Retirement System did not permit the same percentage of salary reduction ae did the State Retirement System whioh covers other County employees. He stated that the County was authorized to pay up to Fifteen per oent'(15~) an a Retirement System, but that he was requesting the County to pay the difference in the.peraentage that exist battyeen the Law ~~sforcearent Retirement Plan sad the State Personnel'Retirement Plan. Law nnPoraearent is five per cent (5~). State Personnel has been. as high as b.5 per sent. He reeuested that the County pay fifteen per Gent (15~) into his retirement for the aes~ four. (4) years. He reminded the Board that he had asked them to consider thin matter last year, however, na action was taken, therefore, he wsa again requesting that the Board grant him this consideration. IIpon motion of Commissioner Henrq' S. Walker, aenonded by Cammiaaioner.Flora Garrett, it was moved sad adopted, that Orange County sign the Law 7shPorcemeat Administration Assistants Grant application for the Sheriff's department. Chairman Walker recognized Betty June Hayes, Register of Deeds,.. The total budget reeuest For the Register of Deeds Office amounted to $78,210. Mica Hayes stated that the budget request iaoluded the 7.5 per vent salary increases Por per- sonnel, the rifle in oast cf materials and aerviaes and that the $7,000 item far office eauipmeat will be used to purchase a new plat reader printer, two new typewriters and filing cabinets. She stated that the budget made preparation for the aeedsrof repairing sad keeping up to date the records in her oPPiae. (For copy of budget request see Commissioners Minute Docket Book 8 page Miss Hayes stated that she Pound herself in a similar position sa Sheriff Knight as it re],s.ted to her retirement, in that,_when the retirement system wsa insti- tuted for all County employees aha misunderstood the fact that retroactive'' service wsa counted and that she did not acme under the retirement system at that time, however, when she learned the retirement system did recognize previous years of aerviae she immediately enrolled in the retirement aysten. She advised the Board that a recently enacted provision would allow her tc make payment for the years she was not covered provided the Board agreed to allow her to pick up these back years. The Boexd ouestianed the County Administrator about what could be done in this matter. He stated that it would mean reviewing the old pay records during this period of time in order to determine the percentage that would have to be paid. No action was taken on the matter. .
