HomeMy WebLinkAboutMinutes - 19740606 Commissioner Flora Garrett advised the Board of s meeting on Inter- governmental Relations that had been aaheduled for Thursday, June l3, at 12 o'clock Goon at the Research Triangle. Commissioner Melvin Whitfield stated some oP the Fire Districts were interested in securing rand working out some type of long range plena with the County in order to borrow money from the Federal Housing Administration. The County Administrator explained that before the Federal Hauaing Administration would loan money to the Fire Districts they required sows oommittment on the part of the County and this would assure that the County would be responsible for the incurred indebtedness in case anything happened to prevent the Fire District from meeting their obligation. }Ie stated that a copy of the Agreement ~ should be presented to the Board. Mr. Gattia recommended that the Board approve the Audit Contrast that had bean submitted by the firm of EFtsst & Ernst. Upon motion of Commissioner Richard E. Whitted, seconded by Commissioner Henry S. Walker, it was moved and adopted, that the County execute the Audit Contract with the firm of Ernst & E~rtet. Norman Walker, Chairman Betty June Playas, Clerk MINUTES OF T&E ORANGF COUNTY BOARD OF COMMI53IONER3 rune 6, 1974 The Board of County Commissioners oP Orange County met in adjourned session in the Commissioners Room of the Courthouse is Hillsborough, North Carolina at B P.M. on Thursday, June 6, 1974. Members Preaeat: Chairman C. Norman Walker, and Commissioners Flare Garrett, and Richard S. Whitted. Members Absent: Commissioners Melvin Whitfiald,'snd Henry 3. Walker. S. M. flattis, Comity Administrator, was also present. •Mery Sorogga, Chairman of the Chapel Hill Sohaol Board, Sam Rolton, 24ra. Warren Wicker, Norman Weatherly, kdwia Caldwell, P:enneth Howard, members of the Chapel Hill School Board, and Robert genes, Superintendent of the Chapel Hill School IInit, were present. The purpose oP this meeting wee to begin the hearings on the 1974-1975 County Budget. Chairman Walker renognized Mary Sarogga. Mrs. Saroggs made a few introductory remarks. Then she requested Dr. Hanes to review the budget with the Board of Commissioners. Dr. Hanes reviewed a summary oP the current expense budget giving particular emphasis to the new program being requested. The total per capita current expense budget requeste8 wee X1,002,712.64. In addition to this reo_ueat the school board requested the district supplement be raised Prom .2LF5 Dents to .265 aerate. This levy they estimate would produce $857,937.50. Dr. Hanes also reviewed the capital outlay budget ea proposed by the school board. This budget totaled $966,402.23. A copy of the budget request was not filed with the Clark. At the conclusion of this presentation the board set the following meetings: Tuesday, June 11th to hear the Connty Board of Edanation, the District Realth Department and the Mental gealth Agency. Thnreday, June 13th to hear various county agenaiea and the Chapel Hill and Orange County libraries. t~Cf ~./ Meetings were also scheduled for Monday, June 17th and Thursday, June 20th. Gattia,.Aating Clerk MINUTES OP THE ORANGE COUNTY BOARD OF COMMISSIDNERS June 11, 1974 The Hoard of Commiaaionere of Orange County met on Tuesday, June 11, 1974., at 8 P. M. in the Commisaionera Room at the Courthouse in Hillsborough, North Carolina. Members Present: Chairman Norman Walker, and Commissioners Henry S. Walker, Flocs, Garrett and Richard Whitted. Members Absent: DOmmiasiOneF Melvin Whitfield. S. M. Gattie, County Administrator, and Betty June Hayes, Clerk to the Board, were also present. The purpose of this meeting was to hear the 1974-1975 Budget request from the County School Board, the District Health Department, sad the Orange»Persoa Health Center. Chairman Walker recognized George Williams, Superintendent of the School Unit, and Roland Scott, Chairman of the School Board. ~mna Sue Loftin, H. 4. Coleman, Jr., Richard Simpson, and Oscar Compton, members of the School Bawd were present as xae A. C. Crowder, Assistant Superintendent of Schools. A copy oP the school unit~a budget reoueat was presented to the Board. The reoueat amounted to $1.7 million for the oounty aohool system. The total capital -- outlay amounted to $$20,000. This money will be used for the oonatrnation oP a new elementary school and an addition to Central Aindergartea, $5,000 of the money will be applied toxarda the plans Por a new band building at the Orange High School. The current expense provides for five new teachers and three new high school teaahera, a 7.5 per cent increase in teachersT salaries and a new Administrative Assistant position. Chairman Walker recognized Dr. 0. David Garvin. Dr. Garvin stated that a two Dent inaresae per mile in travel e~xpensea and the 7.s per sent salary raise had caused the budget of the Health Department to be greatley increased. He proceeded to site the problems that were being encoantered in the administering of his budget due to the fact that his department was a Distriot department. He stated that the salary innresaea and the travel allocation for each county in the district must be the same and 'that none of the employees under his furisdictian had hospital inauranae because all oP the oountiea would not agree to providing this benefit, however, he would like to have this.benePit extended to the Health Department employees iP he could sonars the permission from each Board of Commissioners. The increase is the Health Department budget was due to the Pact of the 7.5 percentage granted by the General Assembly and the 3ncreasa in the travel allowance. There would be no inorease in the personnel, however, the total budget reoueat amounted to $1D3,000.00. Chairman Walker recognized Pat Walton, Director oP the Orange-Person-Chatham Mental Health Center. Mrs. Walton reviewed the aervioes now being presented by her Department and oited new programs which the Center hoped to institute. She stated, however, that the Center wsa encountering difficulty in the counties of Chatham and Person relative to budget Data and that these acts would definitely affect the typea.of services that could be rendered in the three county area. She pointed out that Orange County was receiving the greater portion oP the Mental Health Services, therefore, the reoueat for this county was larger than for the other two counties. The budget that was presented by the Mental Health Center amounted to $10'1,800.00. Mrs. Walton stated the increase wsa due to salary increases and the decline in federal grant money.
