INFORMATION CONTACT: Letter of April 15, 1999 from Chief Executive Nick Waters, ext 3030 Officer of the Special Olympics World Games TELEPHONE NUMBERS: Hillsborough 732-8181 Chapel Hill 968-4501 Durham 688-7331 Mebane 336-227-2031 PURPOSE: To consider a request for an in-kind contribution of EMS coverage for the 1999 Special Olympics World Games at venues within Orange County. BACKGROUND: Staff have been working with the North Cazolina Office of Emergency Medical Services and with the transportation committee of the Special Olympics World Games for the past yeaz in developing a plan for EMS coverage for the Orange County venues. The coverage being requested is for the athletic teams and their official dele ations. The World Games Committee requests that coverage, treatment and transportation for these people be provided at no cost. The EMS Plan is to have one ambulance and one pazamedic dedicated to cover the venues. The number of hours to be covered is 122.5 (one hundred twenty two and a half) over a 10 day period, from June 25, 1999 to July 4, 1999. All events are to be held at facilities on UNC's campus, with the exception of a basketball venue at East Chapel Hill High School. The coverage is to be for emergency, medically necessary transports only. All non-emergency transports will be conducted by other means scheduled by the medical committee. Wake County and Durham County have already approved similaz requests for in-kind contributions of their EMS for competition venues in their jurisdictions. FINANCIAL IMPACT: The projected cost of providing the requested coverage is $8,575. The value of these was determined by using the same rates ($70 per hour) applied to EMS units for any special events coverage. Should there be any patient contacts or transports, the County would also forego billing and collecting those revenues. Many organizations and governmental entities are participating by being a sponsor of the games and providing in kind contributions to help offset the tremendous cost of the'99 Games.
