Purpose: To consider adopting a policy providing for the compensation of
County Commissioners to be adjusted each year by the percentage
amount equivalent to the In -Range Increase amount the Board
authorizes for permanent employees.
Background: Under State law the Board of Commissioners fixes the compensation
of its members. It may do so annually by inclusion of the amount of
compensation in the annual Budget Ordinance and by adoption of that
Ordinance. The purpose of the attached policy is to direct how the
Budget Ordinance is to be prepared each year.
Specifically the draft policy would provide that Commissioners'
compensation would be adjusted as of December 1 each year by the
percentage amount equivalent to the In -Range Increase amount
established for permanent County employees in that fiscal year. For
example: If the Board establishes 2.5 percent as the employee In-
Range Increase amount for fiscal year 1999 -00, the Budget Ordinance
would incorporate this amount and each Commissioners'
compensation would increase by 2.5 percent effective December 1.
This is similar to the policy the Board adopted in 1991 that provides
that the cost of living adjustment is applied to Commissioners'
compensation as it is applied to County employee salaries.

For information, the current compensation for Commissioners is as
follows:

❑ Vice Chair - $9,996
❑ Chair - $12,121
Financial Impact: The financial impact would depend on the amount of the In -Range
Increase. If the In -Range Increase amount authorized for fiscal year
1999 -00 is 2.5 percent, the estimated cost (salary and related social
security) for the proposed compensation adjustment in 1999 -00 is
about $800. The full year cost is about $1,365.

Policy: Commissioners' Compensation Adjustment
1. The Board of County Commissioners authorizes that the compensation of County
Commissioners will be adjusted each year by the percentage amount equivalent to the
In -Range Salary Increase established for permanent Orange County employees in that
fiscal year.
2. The Item 1 compensation adjustment will be effective December 1 of each year.
3. The Board of Commissioners directs the preparation of the annual Budget Ordinance to
include the adjustment to the amount of compensation for the Board members described
in this policy.
4. The Board of Commissioners adopts the Commissioners' compensation amounts for the
fiscal year through adoption of the Budget Ordinance for that fiscal year.
