Purpose: To consider an Orange County Personnel Ordinance addition to implement the Board's
plan to add two Personal Leave Days for employees effective July 1, 1999.
Background: At the October 13, 1998 employee compensation work session, the Board decided
to add two Personal Leave Days for permanent employees effective July 1, 1999 to be used as
determined by the employee with the department head's approval.
At the Boazd's Apri121, 1999 pay and benefits work session, staff provided alternatives on methods
to implement the Personal Leave Days and draft policy for the Boazd's consideration. At that work
session, the Boazd advised staff to draft the Personal Leave Days policy as follows:
^ As a sepazate policy from the Holiday and other leave policies.
^ With the provisions that Personal Leave Days:
- May be used for any personal reason. -May be donated through the Shazed Leave program
- May be used in increments of two hours - Do not accumulate from yeaz to yeaz.
The attached draft Personnel Ordinance addition implementing Personal Leave Days includes the
above provisions.
Financial Impact: The addition of Personal Leave Days does not require the appropriation of
funds and does not need to be considered as part of the budget process. The estimated dollar value
of the two Personal Leave Days is about $170,000.
Recommendation(s): The Manager recommends the Boazd adopt the attached Personnel
Ordinance addition providing Personal Leave Days effective July 1, 1999.

23.0 Personal-Leave Days
23.1 General
23.1.1 The County provides two Personal Leave Days with pay for Permanent
employees, both Full Time and Part Time (regularly, scheduled at least
20 hours each workweek). This includes an employee appointed to a
permanent position serving a probationary period. Temporary employees
do not earn or receive Personal Leave Days.
23.1.2 A Personal Leave Day is the equivalent of the regulaz daily work
schedule for which the employee is appointed. For example, if the
employee is regulazly scheduled to work eight hours each workday, each
Personal Leave Day is eight hours. Personal Leave Days aze prorated for
a Permanent employee appointed to a regular work schedule other than
40 hours.
23.2 Using Personal Leave Days
23.2.1 Personal Leave Days may be used for any reason with the supervisor's
advance approval.
23.2.2 Personal Leave Days may be used in increments of two hours.
23.3 Earning Personal Leave Days
23.3.1 Each eligible employee earns two Personal Leave Days as of January 1 of
each calendaz yeaz. Anew employee appointed to a permanent position:
^ Prior to July 1 of the calendar yeaz, receives two Personal Leave Days
to use for the calendar year.
^ After July 1 of the yeaz, receives one Personal Leave Day to use for the
remainder of the calendaz yeaz.
23.3.2 July 1999 Implementation Note
Each employee appointed to a permanent position as of July 1, 1999
receives two Personal Leave Days to use for the remainder of calendar
yeaz 1999.
23.4 Approving Personal Leave Days
23.4.1 Use of a Personal Leave Day requires the supervisor's advance
approval. Failure to obtain advance approval to use Personal Leave may
result in loss of pay.
23.4.2 The scheduling of Personal Leave must take account of the department's
operating requirements.
23.5 Responsibility
The department head is responsible for maintaining accurate Personal Leave
records and for the application of the Personal Leave provisions of the Personnel
Ordinance.
23.6 Recording Personal Leave Days
Personal Leave Days are shown on the employee leave and time record as "PLD"
(Personal Leave Day). Each department maintains Personal Leave records.
Personal Leave Days off aze not counted as "hours worked" in calculating
overtime pay.
23.7 Accumulating Personal Leave Davs
Personal Leave Days do not accumulate from calendaz yeaz to calendaz yeaz. Any
Personal Leave not used by December 31 of each calendaz yeaz is cancelled. It is
not paid or converted to any other type of leave.
23.8 Advancing Personal Leave Days
Personal Leave Days aze not advanced before they are earned.
23.9 Sharing Personal Leave Days
An employee who wishes to donate Personal Leave Days to an employee
requesting Shazed Leave may do so under Section 22.0, "Shared Leave."
23.10 Reinstating Personal Leave Dam
If an employee terminates employment and is later reinstated during the same
calendaz year, the employee receives credit for any unused Personal Leave Days
upon reinstatement. In no situation is an employee eligible to receive more than
two Personal Leave Days per calendaz yeaz.
23.11 Effect of Separation on Personal Leave Days
Unused Personal Leave Days are canceled at separation and aze not paid nor
included in accumulated Vacation Leave upon sepazation or death of an
employee.
