Purpose: To consider amending the Orange County Classification and Pay Plan to add
the new class of Environment and Resource Conservation Director at Salary Grade 76.
Background: At the December 1, 1998 Board of Commissioners' meeting, the Board
approved the creation of the new Environment and Resource Conservation Department
(ERCD). It began on January 4.
As part of the reorganization to establish the ERCD, the Manager reassigned David
Stancil, Planner II in the Planning Department and his position, to assume responsibility as
Environment and Resource Conservation Director. As outlined in the ERCD proposal, this
was done with the understanding that, within six months of establishing the new
department:
^ ERCD Director Stancil would develop an updated position description reflecting his
new duties and responsibilities as Environment and Resource Conservation Director
and
^ Personnel would conduct a classification study of this existing position and propose a
class title and salary grade to reflect the new duties and responsibilities.
In May the Director developed the new position description reflecting these duties.
The Environment and Resource Conservation Director reports to the County Manager and

has supervisory responsibility for five employees. In summary, the Director:
^ Develops and implements County programs on environmental issues and
conservation of natural and cultural resources. This includes overseeing the
initiatives for acquisition of land and protection of the County's natural and
physical environment. This includes accomplishing the goals related to the
environment and resource conservation adopted by the Board of County
Commissioners.
^ To enhance protection of the environment and conservation of resources, the
Director pursues a wide range of initiatives related to the Board's goals, including
watershed and surface water quality protection, ground water quantity and quality
protection, sustainability, air quality, natural areas and wildlife habitat, and the
acquisition of natural resources, cultural resources and parks.
^ Provides staff support to the Commission for the Environment, the Historic
Preservation Commission and the Agricultural Districts Advisory Board, as well as
a number of ad hoc task forces and committees.
Personnel has reviewed the duties and responsibilities of the Director's position and
compared the duties and responsibilities to existing County positions. Based on the
classification study and comparison with other positions, Personnel is recommending that
the Planner II position at Salary Grade 70 be reclassified to the new class of Environment
and Resource Conservation Director at Salary Grade 76. This grade has a hiring range of
$44,372 - $53,932. Attachment 2 shows Orange County classes at Salary Grades 74 - 80.
Earlier this year the Board approved the establishment of the new position of Land
Resources Conservation Manager. That position reports to the Environment and Resource
Conservation Director and was established at Salary Grade 73 in the Classification and Pay
Plan. That grade has a hiring range of $38,330 to $46,588. Recruitment and selection for
that position now is in process.
Financial Impact: Funds to implement the reclassification of the existing position held by
David Stancil to the new class of Environment and Resource Conservation Director are
available within the approved budget for fiscal year 1998-99.
Recommendation: The Manager recommends the Board amend the classification and pay
plan to add the new class of Environment and Resource Conservation Director at Salary
Grade 76.

ENVIRONMENT AND RESOURCE CONSERVATION DIRECTOR
GENERAL DEFINITION OF WORK:
Performs difficult professional and administrative work developing and implementing
programs on environmental issues and the preservation of natural and cultural resources
in Orange County; does related work as required.
Work is performed under general supervision.
TYPICAL TASKS:
Develops and implements programs on environmental issues and conservation of natural
and cultural resources;
Identifies and assesses the environmental issues and needs of the community;
Provides strategies and recommendations as to how the department may be instrumental
in addressing environmental issues and needs;
Prepares annual status reports on air quality, biological resources and sustainability
indicators and present to Boazd of County Commissioners;
Oversees the initiatives for acquisition of land and protection of the County's natural and
physical environment;
Develops a resource acquisition program where data will be used to identify and
prioritize the County's most significant and unique natural and cultural resources;
Develops partnerships with appropriate agencies to work toward the conservation of
priority resources;
Provides staff support to the Commission for the Environment, the Historic Preservation
Commission, the Agricultural Districts Advisory Boazd, as well as a number of ad hoc
task forces and committees;
Serves as a liaison with other local governments for inter-local conservation and interacts
with local, regional, state conservation organization and governmental agencies;
Directs and supervises the work of subordinates;
Performs related tasks as required.
KNOWLEDGES. SKILLS AND ABILITIES:
Comprehensive knowledge of environmental issues and conservation of natural and
cultural resources, including legal financial and issues involved in land protection, natural
resource assessment and management; comprehensive knowledge in identifying and
prioritizing environmental issues and natural and cultural resources; comprehensive
knowledge in land acquisition for resource conservation; thorough knowledge of research
methodology and of standazd statistical procedures; ability to plan organize and carry out
research projects effectively; ability to prepare comprehensive plans and studies; ability
to present the results of research effectively in oral, written and graphic form; ability to
establish and maintain effective working relationships with County officials, associates,
representatives of other agencies and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an
accredited college or university with a Master's degree in public administration,
planning, environmental engineering, environmental sciences or related field and at least
6 years experience in planning, environmental science, land acquisition or related work
experience including at least 2 yeazs supervisory experience.
