PURPOSE: To Support Proposed Bill entered into the General Assembly.
.BACKGROUND: T'he Boazd of County Commissioner's at it's May 18'~ meeting discussed
aforesaid bill and asked for a resolution of support at their June 1~` meeting.
See attached bill for additional information.

RECOMMENDATION: Administration Recommends approval of the resolution.
A RESOLUTION SUPPORTING HOUSE BILL 1468
REGARDING THE "GROWTH MANAGEMENT ACT OF 1999".
WHEREAS, Representative Joe Hackney introduced a bill to be entitled the Growth
Management Act of 1999 (99GMA) into the General Assembly of North
Carolina, Session 1999, and
WHEREAS, the 99 GMA provides for
• effective growth management
• authorization of impact taxes
• acquisition of conservation lands
• present-use value taxation of conservation land, and
WHEREAS, the Board of Commissioners of Orange County strongly support the
adoption of the bill to strengthen the ability of county governments to coordinate
and develop growth plans to manage growth in a region in a comprehensive
manner, and
WHEREAS, it is in the best interest of the citizens of Orange County for the Board of
County Commissioners to support said bill.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Orange County to approve:
Section 1 -That the Board of County Commissioners of Orange County North
Carolina firmly supports House DRH 3414 entitled the Growth Management Act
of 1999 (99GMA).
Section 2 -That this Resolution will become effective upon passage.
