Commissioner Richard E. Whitted'stated that he had received a call from
Mabel Chavis relative to a drainage problem that was causing considerable damage
to her property, The culvert was clogged and the ditching was inadequate. The
Clerk was instructed to notify the local Board of Transportation unit and request
that said problem be corrected,
There being no further business to come before the Board the meeting was
adjourned,

BOARD OF COMMISSIONERS
March 19, 1974
The Board of County Commissioners of Orange Gounty met in the .Commissioners
Room of the Courthouse in Hillsborough at 8 o'clock P.M, on Tuesday, March 19,
1974, in Regular Session,
Members Freaent: Chairman C, Norman Walker and Commissioners Henry S,
Walker, Flora Garrett, Richard E, ti+'hitted and Melvin Whitfield.
Members Absent: Nona.
The following plats were approved: A. Marvin L. Poythress of Chapel Hill
Township, B, J, F, Dunnegan of Eno Township,
The Tax Supervisor requested the Board to approve the following asaesamenta
he had made against persona who had failed to list or had under listed property
they owned:

Upon motion of Commissioner Henry c, Walker, seconded by Commissioner Melvin
Whitfield, it was moved and unanimously adopted, that the assessments be approved.
Tha Board of Commissioners then dlseussed the proposed Schedule and Standard
of Values to be applied to property being appraised under the provisions of General
Statutes lps-277.2, This schedule had been originally submitted to the Board
of Commissioners.
Commissioner Flora Garrett moved the following schedule be adopted:

Commissioner Henry S, Walker offered ~, second to the motion. Commissioner
Norman Walker and Melvin Whitfield stated they preferr ed the schedule as on inally
drafter. This proposal allowed some soil classes to b e appraised lass than 200.00
per acre.
Chairman Walker called for a vote on the motion. Commissicners Richard E.
Whitted, Flora Garrett and Henry S. Walker voted aye. Commissioners Melvin
Whitfield and C. Norman Walker voted nay. Chairman 4lalker then declared the motion
passed.
Rex Savery, Attorney at Law, appeared before the Board in behalf of Marvin
Norwood in an appeal from the decision of the Orange County Board of D~ualizatian and
Review. Mr, Savery requested the Board to waive the provisions of the General
Statutes that require an appellant to file his appeal within thirty days after
receiving notice from the Board of Equalization and Review. Mr. Savery filed with the
$oard a aopy of a letter that stated the reason he Pelt this request was va15.d.

The Tax Supervisor recommended that the Board not grant the request being
made by Mr. Savory as there were other citizens who would expect the same waiver
to be applied to their cases. Tt was agreed to ask the County Attorney and the
Property Tax Commission for a ruling an the legal question of Whether or not the
- Board had the authority to grant a waiver.
Roland Scott, Chairman of the County Board of Education, Emma Sue Loftin,
and H. G. Coleman, members of the Board of Education, George Williams, Superintendent
of the Orange County School Unit and A, C. Crowder, Assistant Superintendent of the
Orange County School Unit, were present. Mr. Scott stated that the Board of~
Education and the Town of Hillsborough were proposing to install an eight (8 )
water line and a four (4") sewer force main line to the proposed school site on the
Orange Grove road. The Town of Hillsborough would install and take title to the
water lines and the estimated cost of the protect would amount to $70,000.00,
however, the Board of Edunation would receive *~200.00 for eaoh water tap and that
the Board expected to recover the total coat of the installation of the lines in
fifteen (15) years.
Tha County Administrator advised the Board that the Green Box Program would
be instituted in May. He presented a brief report on the proposed program.
Commissioner Flora Garrett reported to the Board that an investigation into
the condition of waste water treatment facilities at three mobile home courts in
the county had been made by Tony Laws, District Health Sanitarian, Dr. Arnie
Vesland, Civil Engineer and Associate Professor of Auke University sad herself.
Samples taken Prom septic tanks were found to contain chloroform bacteria and
in each case the content was very high when compared with normal standards for a
Class A stream. Discussion ensued.
The County Administrator was requested to ask the Health Director to attend
the April 1st meeting for the purpose of discussing the problem.
Commissioner Henry 5. Walker stated that there was one position that
Orange County needed to fill on .the Triangle Commission on Criminal Justice. Tt
was agreed that this appointment would be made at the April 1st meeting.
The County Administrator reviewed the requirements of the General Statutes that
would allow the creation of special service districts for fire protection in The
Oaks and a part of Briarcliff Subdivision. Mr. Gattis stated that the County had
not received an indication from the Tawn of Chapel Hill as to whether or not it
would be willing to provide fire protection for these erase if the districts were
created. Discussion ensued. No action was taken.
There being no further business to come before the Board the meeting was
