HomeMy WebLinkAboutMinutes - 19740312~ ~~ The County Administrator advised the Board that the Aiwania Club of Chapel Hill was requesting permission to bald a fireworks display on July !}. Mr. Gattis explained that before fireworks could be purchased and brought into North Carolina a certificate of permission must be granted to the sponsoring group. Upon motion of Commissioner Henry S. Walker, aeaonded by Commissioner Melvin Whitfield, it was moved and adopted that the Riwanis Club of Chapel Hi11 be authorized to hold a Fireworks display nn July l~., provided that said display is conducted under the supervision of the Chapel Hill Fire Department. The County Administrator advised the Board of the Land Use Conference that had been scheduled at the Town Hall in Carrboro on Wednesday, Maroh 6. The County Administrator informed the Board that a Memorandum had been reneived from the Department of Transportation relative to the procedure for handling petitions for addition to System, Abandonments from system, and general improvements to existing system aeaondary roads. The new procedure would require the petitions to be submitted to the County Planning Board prior to the forwarding to the Di.atrict Fhgineer~s office. There being no further business to come before the Board the meeting was adjourned to meet again on Thursday, March 1~., at 8 P.M. in the Commisaionera Room. C. Gattis, Acting Clerk MINUTES CF THE CRANGE CCUNTY BOARD OP'CCMMISSICNERS March 12, 197l~ The Board of Commissioners of Orange County met in Special Session in the Commissioners Room of the Courthouse in Hillsborough, North Carolina on Thursday, March 1l~, 197!}, at 8 0 ~ clock P.M. Members Present: Commisaionera Flora Garrett, Richard E. Whitted, Henry S, Walker and Melvin Whitfield. Chairman Norman Walker joined the meeting later. Fred S. Cates, Mayor of the Town of Hi.llaborough, John Roberts, Arthur Crabtree and Ralph Neighbours, members of the Hillsborough Town Board of Aldermen and Barbara Burch, Town Clerk, Braxton Fouahee, member of the Hoard of Aldermen of the Town of Carrboro and Gail Winslow, representative from the University of North Carolina Utilities Department were present. This meeting had been called by the Board of Commissioners for the purpeae of disauaeing the Water/Sewer Policy that had been adopted by the Board in June of 1973. In the absence of Chairman Norman Walker, Vice Chairman Heart' S. Walker opened the meeting. He stated that the Board wanted to review the Water/Sewer Policy as it was the opinion of the Beard that a better understanding of the intent of said polioy needed to be discussed. Chairman Norman Walker inquired of the Mayor of Hillsborough if any xater lines had been installed by the Town of Hillsborough since the Water/Sewer Policy had been adopted. The Mayor replied he did not think so. Discussion ensued as to the water line that was being installed to the B,W Mobile Homa Park. The Mayor explained the position that had been taken by the To•+rn of Hillsborough is that matter. Further discussion ensued. Braxton Foushee inquired of the Board if they felt the Town of Carrboro had in any way violated the provisions of the Policy. The Hoard replied not to their knowledge. Tkia Mayor of the Town of Hillsborough, Arthur Crabtree and Ralph Neighbours, left the meeting. Alderman John Roberts stayed and further discussion ensued as to the reasons that the Board Pelt the Town of Hillsborough should keep them advised of any future water line lnatallations. x.99 Commissioner Richard E. Whitted'stated that he had received a call from Mabel Chavis relative to a drainage problem that was causing considerable damage to her property. The culvert was clogged and the ditching was inadequate. The Clerk was instructed to notify the local Board of Transportation unit and request that said problem be corrected. There being no further business to come before the Board the meeting was adjourned. henry 3. Members Present: Chairman C. Norman Walker and Commissioners Henry S. Walker, Flora Garrett, P.ichard r^.. Whitted and Melvin Whitfield. Members Absent: None. The following plate were approved: A, Marvin L. Poythreas of Chapel Hill Township, B. J. F. Dunnegan of Eho Township. The Tax Supervisor requested the Board to approve the fallowing assessments he had made against persons who had failed to list or had under listed property they owned: A. Condry Kent Godwin: For Years: 1969 $5,000. 1970 8,000. 1971 8,000. 1972 8,000. 1973 8,000. 1974 B,OOD. B. Robert A. Jonas: For Years: 1971 $6,000. 1972 6,000. 1973 6,000. C. College Visw Mobile Homes: For Years: 1969 $126,OOD. 1970 126,000. 1971 126,000. 1972 126,000. 1973 180,000. Upon motion of Commissioner Henry ~. Walker, seconded by Commissioner Melvin Z+Thitfield, it was moved and unanimously adopted, that the assessments be approved. The Board of Commissioners then disausaed the proposed Schedule and Standard of Values to be applied to property being appraised under the provisions of General Statutes 105-277.2. This schedule had been originally submitted to the Board of Commissioners. Commissioner Flora Garrett moved the following schedule be adopted:
