at the Courthouse in Hillsborough, North Carolina on Friday, February 15, 1974,
at 1 o~clock P,M,
Members Present: Chairman C. Norman Walker and Commissioners Henry S, Walker,
__ Flare Garrett, Richard c.. Whitted and Melvin Whitfield.
Members Absent: None.
This meeting was scheduled for the purpose of conducting the duly advertised
public hearing that was raouired by the General Statutes of North Carolina. It
was the date, time and place for the public hearing on the proposed Secondary
Road Construction Program that had been established by the State Board of Transportation.
Chairman idalker recognized John Watkins, Division Fk:gineer, Earl Hoover, Assistant
Division Ehginear, S. H, Jones, District ~igineer, and F, D, Hornaday, Jr.,
Secondary Road Commissioners and Councilman, of the State Board of Transportation.
The following Proposed Secondary Road Construction Program for 1973-1974
was filed by the Soard of Transportation:

John Watkins was spokesman for the Boerd of Transportation. He stated that
$284,DOD.oo had been allocated for the secondary roads in the county and that a
portion of this amount wee being held in reserve in order to meet the requirements
of the participating projeata that would be scheduled. Mr, Watkins stated that
there did exist approximately 270 miles of unpaved roads in the aouaty, and hie
department had made a survey of all the roads and from this survey .a priority
rating on each road had been established. The Board of Transportation feel that
the only fair method by which to administer the funds available to the county is
by the priority system, therefore, his department planned to abide by the priority
rating that had been established, He said that it was readily realized that the
monies that had been allocated were inadequate for the current paving needs. He
then reviewed the Secondary Road Construction Program that had been informally
submitted to the Board of Ccmmissionera at an earlier date.
Chairman Walker advised the parsons present that Mr. Watkins and other
representatives of the Board of Transportation were present for the purpose
of answering their incuiries concerning the proposed Secondary Road Construction
Program and the Priority Rating Schedule.
Chairman Walker recognized Frank Turner. Mr. Turner stated that he was a
resident of Robertson's Mobile Homa Park and that the condition of the road that
lead into the park area was beyond belief. He stated that the road had been
named Fauaette Mill Road k5ctension, however, it actually ran off of the Faucette
Mill Road, S, H, Jones, District Engineer, nuestioned Mr. Turner, It was found
that no petition had been forwarded for said road and that the road had never
been given a number or placed an the secondary road system. Mr. Turner was advised
to submit a petition in order that said road might be considered for maintenanc®.
Dr, George H, Ferguson of 3938 Aover Road, Durham, North Carolina, invuired
about the traffic count on SR #1538. He stated that this road is about 2.8 of a
mile and that to hie knowledge there had been no traffic count made on said road.
Dr, Ferguson requested an explanation of how the priority rating was determined.
Mr. Watkins replied that the ratings were determined by a traffic count and
-- the other established point systems.
A I~ir, Walker innuired as to the status of SR #1554• He was advised that SR
#155!1 had been scheduled for stabilization.
John L. Efland, Jr, of Efland, North Carolina stated that SR #1346 was far
below standard and that to his knowledge no traffic count had been conducted on
said raced for a per]-ad of five years. He stated that at the intersection of SR
#13D6 and SR #1338 there did exist s hazardous condition and he wee requesting
a traffic count be made on said roads,
Mra. Dalton Riley, resident of SR #1306, stated that there were .twenty six
homes on the one and one-half mile of road and that the road was in continual use
due to the fact that there was no way for the residents of the area to come into
Hillsborough except by SR #1306. She requested that the Board of Transportation
consider bridging the Eao River thus allowing easy access £rom the area over the
river and into the road known as the Old Stage Coeah Road. Mr, Watkins agreed to
investigate the matter. Mr, Jones stated that the portion of the road referred
to by Mrs. Riley had been withdrawn and abandoned soma years ago through legal
action.
Odell Shields of Biggs Road, SR #1346, requested that the Board of Transportation
to investigate certain maintenance problems of said road. Mr, Watkins asked Mr,
Tones to investigate the matter.
W. S. Runt, Jr, stated that he was not pleased with the traffic count on
SR #151}0 as the area had grown considerably and he felt the count had to be
inaccurate. Commissioner Henry S• Walker expressed interest i.n this road,
According to the Priority Rating it was listed as #95. klr. Watkins stated that
a new traffic count would be made.
C. R, Laws stated that he was present to request that the Board of Transportation
take steps to repair conditions that existed on SR #1006, Orange Grove Road,
SR #1751 and the railroad crossing on Highway 70 near the Duke Power Station, He
said that the aonditiona that existed on these paved roads were aauaing problems as
driver's were not aware of the damaged areas until they hit them. Mr, Watkins
informed Mr. Laws that these matters would be investigated.

Ms. Becky Rerring advised the rapreaentatives that she had not had time to
contact all the property owners on Kerley Road but that she had talked with soma
of them and that they were in accord with the statement that she wsa going to
read. Said statement said in esaenoe that the residents of Kerley Road did not
desire to have said road paved as they wish to leave it in its present environmental
state as it was a natural setting and did provide certain recreational advantages
not found in other areas. She said that if at sometime in the future it should
become neaeasary to pave said road then she felt the Board of Transportation should
provide the proper trails that could be used by the cylist, the horse back rider
or the jogger,
1J, H, May, C, W. Tilley. and Carl Couch, residents and property owners, of
the area spoke in opposition to the proposal that had been made by Ma. Herring.
Earl Hoover advised the group that Kerley Road had been scheduled for having
in 1960, however, same had bean withdrawn because ~ameone had refused to sign
the needed right of way.
Mr. Watkins informed the speakers that the Board of Transportation did not
purchase right of ways for secondary roads and that his department would not pave
any road until the neaeasary right of way had been secured from each property
owner.
Warren Holmes of SR {1125 stated that this road was x`26 on the Priority
Rating, however, .!~ of a mile of this road had already been given abase and
that another portion of said road had been paved. He wished to know just when the
Board of Transportation planned to complete the project, Mr, Tones advised Mr.
Holmes that the portion of SR #1125 had been included in the proposed conatructian
of SR r~•1126.
Sohn Gattis of SR r~1330 made an inquiry concerning this road. Mr. Watkins
advised Mr, Gattia that this road had been classified as a subdivision road and
that same could be considered for paving on a citizens participation plan of $2.00
per square foot, Aiscussion ensued concerning the other uses of the road. It was
pointed out that the Town of Hillaborcugh utilized the road as it lead to the city
landfill area.
Fred Cates, Mayor of the Town of Hillsborough, revueated that the Board of
Transportation reconsider the classification that had been placed on SR #1330,
He stated that the justification for such action could be established by
considering the history of the road and the fact that there were not forty-six
(!}6) occupied homes basted on said road. Commissioners Richard Whitted and
Flora Garrett spoke in behalf of consideration for reclassifying. Mr. Watkins
stated that his department would check in order to verify that said road was
receiving the proper type of maintenance.
Mayor Cates stated that the road which had bean referred to by Mr, Frank
Turner at the beginning of the meeting wee an extension of #1375 off of the Faucette
Mill Road. This road had been eonatructed by the developers of the mobile home
park, however, the rainy weather had caused the road to become almost impassable
and he felt that the county or the Board of Transportation should bring this road
up to acceptable standards. Mr. Watkins advised Mayor Cates that the Board of
Transportation could not accept the road for maintenance until same had been placed
on the secondary road system,
Commissioner Flora Garrott a.uestioned Mr, Watkins about a residential
street in Efland that was located partially on the Southern Railroad right of
way. She stated that the residents were not able to assume financial responsibility
for paving since it would be on a participating basis, Mr, Watkins advised
Commissioner Flora Garrett that he felt the circumstances were unusual enough
that the Hoard of Transportation could eonaider assuming the financial portion oP
the paving that was located an the railroad right of way and that his department
would cooperate with the citizens of the area.
There being no further -aueation to come before the Public Hearing Chairman
Walker declared the meeting adjourned.
