(Orange County Raceway) and Orange County, Department of Emergency Management, to provide medical coverage for events and races held at the Raceway. BACKGROUND: The Emergency Management Department provided medical coverage for races and events last year, under a similar agreement. Emergency Management staff have met with the owners of the Raceway and have discussed the need for medical coverage and how it is to be provided. Staff and Raceway officials have worked out the operational and fiscal issues of the contract and have reached a satisfactory agreement. Reimbursement to the County for its services to the Raceway will be at the following rates per hour, with athree-hour minimum: EMT (Basic Life Support) each $ 10.00 Paramedic (Advanced Life Support), $ 25.00 each Response Vehicle w/ equipment, each $ 10.00 Ambulance Vehicle w/ equipment, $ 15.00 each FINANCIAL IMPACT: Revenues generated under the terms of the contract offset the cost of providing the service, including indirect costs. RECOMMENDATION(S): The Manager recommends that the Board approve the contract and authorize the Chair to sign, subject to final review by the County Attorney. STATE OF NORTH CAROLINA ORANGE COUNTY This Contract dated Mazch 1, 1999, between OCR, Inc. (the "Raceway") and the County of Orange (the "County") for joint and cooperative arrangements for the provision of emergency medical services at certain Raceway events. WITNESSETH WHEREAS, the County and the Raceway propose to work jointly on matters of concern or interest; and WHEREAS, certain events at the Raceway bring spectators to Orange County to enjoy the events; and WHEREAS, the provision of adequate emergency medical caze at such events is a matter of mutual concern and interest to the Raceway and the County; and WHEREAS, detailed joint and cooperative arrangements with respect to such events will mutually benefit the Raceway and the County; and WHEREAS, the County and the Raceway desire to provide such cooperative emergency medical Gaze; NOW THEREFORE, in consideration of the premises and the mutual covenants and conditions set forth below, the County and the Raceway agree as follows: 1. The County agrees to provide emergency caze providers certified at the Emergency Medical Technician and/or Paramedic level for the thirty-four (34) 1999 Raceway events as outlined in the Orange County Speedway 1999 Schedule. (Exhibit A) 2 3 2. The County agrees to provide one (1) response vehicle staffed with one (1) Paramedic for fifteen (15) 1999 practice sessions (3-20, 3-25, 4-1, 4-8, 5-6, 5-20, 5-27, 6-3, 6-17, 6-30, 7-29, 8-12, 8-19, 9-2, and 10-15), one (1) ambulance staffed with one (1) Paramedic and two (2) Emergency Medical Technicians (minimally) for one (1) 1999 event (3-27), and two ambulances staffed with a total of two (2) Pazamedics and three (3) Emergency Medical Technicians for eighteen (18) 1999 events (4-3, 4-10, 4-23, 5-1, 5-8, 5-22, 5-29, 6-5, 6-19, 7-2, 7-17, 7-31, 8-14, 8-21, 9-4, 9-17, 10-2, and 10-16). Additional coverage will be negotiated at the time of need. 3. The County agrees to keep records of patients seen at the Raceway while covering Raceway events under this contract and, with the consent of the patient, to provide such records to the Raceway, upon its request. Data available to the County from the records of patients seen at the Raceway which is cleazly not patient identifying may be provided to the Raceway, upon request of the Raceway and when appropriate. 4. The Raceway shall compensate the County for emergency medical services provided pursuant to this contract by paying to the County a sum based on a rate of $35.00 per hour per pazamedic response vehicle, $50.00 per hour per paramedic ambulance, and $10.00 per hour per additional EMT for each event covered. These hours will include prepazation and travel time of one (1) hour for each event plus the coverage time per event. The county shall submit an invoice for these events on a regulaz basis and payment by the Raceway shall be made to the order of the County and mailed to Orange County Emergency Management , P. 0. Box 8181, Hillsborough, N. C. 27278. 5. The personnel providing the emergency medical services shall report to the Raceway at the time agreed upon by the Speedway and the County. 2 4 6. The contract may be reviewed annually no later than Mazch 1, and may be renewed, modified, or amended at that time, or at any other time, upon the mutual written agreement of the parties. 7. This contract may be terminated at any time by either parry by giving 90 days notice to the other party in writing. 8. If either party defaults in its obligations and does not cure such default within ten (10) days of receipt of notice of such default, the non-defaulting party may immediately terminate the contract.
