PURPOSE:
To award two housing rehabilitation contracts for the HOME Housing Rehabilitation Program.
BACKGROUND:
The Housing and Community Development Department solicited bids from qualified housing
rehabilitation contractors participating in the County's Housing Rehabilitation Program. Sealed bids were
solicited from participating contractors on June 10, 1999. The informal bidding process is governed by
the North Carolina General Statues §143-131 and does not require a minimum number of bids. Bid
results are attached. Present program procedures provide that housing rehabilitation contracts be awarded
to the lowest responsible bidder.
FINANCIAL IMPACT:
Funding for this program is provided by the HOME Investment Partnership Program.
RECOMMENDATION(S):
The Manager recommends awarding the following housing rehabilitation contract:

EXTERIOR:
1. Install aluminum, continuous gutter and downspouts. Install
concrete splashblocks under each downspout.
2. Remove the existing porch railing. Install wrought iron
railing around the porch and down the steps.
3. Prepare all surfaces for paint. Paint the block with flat
exterior, latex paint and the trim with semigloss latex paint.
Paint to cover completely.
4. Install a crawl space access door of pressure treated
lumber. Install galvanized hinges and a locking hasp.
ROOF:
1. Remove the roof to the sheathing. Insta11151b. felt and
three tab, fiberglass shingles, aluminum drip edge and new plumbing
boots. Install 4 static roof vents.
2. Install 1001.f of 1x6 sheathing.
INTERIOR:
WINDOWS:
1. Install seven replacement windows and trim.
2. Reframe the living room window for 2 replacement
windows.

LIVING ROOM:
1. Remove the existing door unit and storm door. Install a six panel,
metal insulated door unit. Install lockset and deadbolt to be keyed the same.
Install a peephole and matching trim.
2. Install an aluminum clad storm door with pneaumatic closure
and vinyl sweep.
3. Repair the floor at the front door. Replace approx. 41.f
of sill.
4. Repair approx. 41f. of band.
5. Repair the floor and subfloor with likesize plwood.
6. Install carpet and pad. Carpet allowance to be $14/yd.
7. Paint the ceiling with ceiling white and the trim with
semigloss latex paint.
8. Remove the old furnace.
KITCHEN:
1. Install a deadbolt and lockset to be keyed the same. Install
a peephole.
2. Remove the existing cabinets. Install factory finish cabinets
with wood fronts. Insta1142" wall cabinets over the sink. Install same
lineal footage as the existing cabinets. Install a rolled backsplash,
formica counter top.
3. Install 1/a inch Juan plywood. Prepaze the plywood for
-vinyl. Install roll vinyl floor covering, metal trim and shoemold.
Vinyl allowance to be $14/ yard.
4. Paint the ceiling with ceiling white latex paint. Paint the
painted walls and trim with semigloss latex paint.

FRONT BEDROOM:
1. Remove the wallpaper from the walls. Prepare all surfaces
for paint. Paint the ceiling with ceiling white latex and the walls
with flat latex and the trim with semigloss latex paint.
2. Install carpet and pad. Carpet allowance to be $14/yd.
3. Install a keyed lockset for bedroom door.
REAR BEDROOM:
1 Install a privacy lockset.
2. Paint the ceiling with ceiling white latex and the walls with
flat latex and the trim with semigloss latex.
3. Install carpet and pad. Carpet allowance to be $14/yd.
BATH:
1. Remove the existing tub enclosure. Install a tub enclosure
with corner shelves.
2. Install a handicapp commode. Install a supply line and
cutoff.
3. Paint the ceiling and painted walls with semigloss latex paint.
PLUMBING:
1. Install a double bowl, aluminum seven inch sink, p-trap
assembly, supply lines and cutoffs.
2. Install washerless faucets on the kitchen sink, the vanity
and tub. '
3. Install a 3/a inch pipe on the pressure relief valve.
4. Roto root the bath drain line.

ELECTRIC:
1. Install the wiring on the hot water heater correctly.
2. Install a cover over the hot water heater thermostat.
3. Install new fixtures in each room and both entrances. Install
a three speed fan with light in the front bedroom.
4. Install GFI outlets in the kitchen and bath.
5. Install a fixture and switch in the living room and bath.
6. Install a 150 amp service, mast and weatherhead.
INSULATION:
1. Install R-30 insulation in the attic.
2. Install R-19 insulation under the floor.
3. Install a 6 mill vapor barrier in the crawl space.
MECHANICAL:
1. Install a gas pack heat and air system with insulated duct
Work. Make all electrical and mechanical connections.
Provide a termite and powder post beetle inspection and treatment.

1. Remove the existing shingle roof to the sheathing. Install
proper flashing between the two roofs. Install 151b. felt, aluminum
drip edge, three tab shingles and new plumbing boots. Install a shingle type
ridge ventilation system.
2. Install approximatelyl001.f. of 1x6 matching sheathing.
3. Install approximately 1601.f. of matching fascia.
EXTERIOR:
1. Pressure wash the exterior and deck. Prepaze all surfaces for paint.
Paint the block with flat exterior latex paint, the trim with semigloss
latex paint.
• 2. Install a crawl space access door of pressure treated plywood
on 2x4 framing. Install galvanized hinges and a locking hasp.
3. Install a 2x6 top rail, on the deck. Install an oil based
preservative and stain.
4. Install aluminum, continuous gutter and downspouts.
Install concrete splashblocks under each downspout.
5. Remove the existing ramp. Install proper framing and
pressure treated plywood.
6. Remove the existing reaz steps, Install steps of pressure
Treated lumber.
7. Install two sets of metal straps to join the addition to the old
structure.
INTERIOR:

WINDOWS:
1. Install vinyl replacement windows and trim.
FLOOR COVERING:
1. Install carpet and pad in EVERY room but the kitchen and baths.
Carpet allowance to be $14/yd.
2. Install 1/a inch luau plywood on the bath and kitchen floors. Prepare
the plywood for vinyl. Install roll vinyl floor covering, metal trim and
shoe mold.
INTERIOR PAINT:
1. Prepare all surfaces for paint. Patch ALL cracks and holes.
Paint the ceilings with ceiling white latex paint. Paint the walls
with flat latex paint. Paint the trim, kitchen and baths with semigloss
latex paint. Cover all water stains. Paint to cover completely.
LIVING ROOM:
1. Remove the existing front door. Install lentil. Install
a 3-0, six panel, metal insulated, door unit, lockset and deadbolt
to be keyed the same. Install a peephole and matching interior trim.
Paint the door with semigloss exterior latex paint.
2. Install an aluminum clad storm door with pneaumatic closure
and vinyl sweep.
KITCHEN:
1. Remove the existing door. Install a lentil. Install a six panel
metal, insulated door unit. Install lockset and deadbolt to be keyed the
same. Install a peephole and matching trim. Paint the door with exterior
semigloss latex paint.
2. Install a vinyl clad storm door with pneaumatic closure and
vinyl sweep.
3. Remove the cabinets and the floor covering to the floor
joists.

4. Install 3/a CD plywood. Install'/a Juan plywood. Prepare the
plywood for vinyl.
5. Install cabinets with wood fronts and factory finish.
Install same lineal footage as the existing cabinets. Install a
Rolled back, formica counter top.
DINING ROOM:
1. Remove the floor and ceiling covering to the joists.
3. Install 1/2 inch CD plywood and 5/8 inch CD plywood on the
floor.
4. Install lh inch sheetrock on the ceiling. Tape and finish the
sheetrock smooth.
5. Install colonail style baseboard.
HALL:
1. Remove the floor and ceiling covering to the joists.
2. Install i/s inch CD plywood and S/8 inch plywood on the floor.
3. Install'/s inch sheetrock on the ceiling. Tape and finish the
sheetrock smooth.
4. Install colonial style baseboard.
HALL BATH:
1. Remove the ceiling texture, the wall covering, and window.
2. Install MR sheetrock on the
inside of the bath and regular sheetrock on the hall side of the window.
Tape and finish the sheetrock smooth.
3. Install a tub enclosurer with corner shelves.
4. Install a five piece accessory kit, kit to have two towel
bars, tumbler holder, paper holder and soap dish.

5. Install a surface mount medicine cabinet.
6. Install colonial style base board.
ADDITION BEDROOMS:
MIDDLE BEDROOM:
1. Remove the ceiling texture.
2. Retape the ceiling sheetrock. Prepare the ceiling for paint.
3. Remove the existing door trim. Fur door jamb as necessary
to be flush with the existing sheetrock. Install matching casing.
REAR BEDROOM:
1. Remove the floor covering to the floor joists. Install'/z inch
CD plywood and 5/8 CD inch plywood.
2. Install colonial style baseboard.
3. Remove the ceiling texture. Retape the ceiling. Prepare the
ceiling for paint.
4. Install a six panel, wood door and privacy lockset.
FRONT HALLWAY TO BATH:
1. Reframe the door fora 3-0 door unit. Install a 3-0 door
Unit and privacy lockset.
2. Install a 36 inch grab bar on the left hand wall. Anchor
securely.
FRONT BATH:
1. Remove the ceiling tile. Install lh inch sheetrock on the
ceiling. Tape and finish the sheetrock smooth.

2. Remove the exisitng floor covering to the subfloor. Insta115/8
inch CD plywood.
3. Install colonial style baseboazd.
4. Install a five piece accessory kit to include to towel bazs,
tumbler holder, soap dish and paper holder.
5. Install a transfer seat.
6. Remove the existing door unit. Install a 36 inch cased
opening.
RIGHT/MIDDLE BEDROOM:
1. Remove the existing ceiling tile. Install 12x 12 ceiling
tile. Install 13/4 inch bed mold.
2. Frame in the cased opening to the hall. Install matching
Sheetrock. Tape and finish the sheetrock smooth.
PLUMBING:
1. Install a seven inch, double bowl, aluminum sink with p-trap
assembly, supply lines and cutoffs.
2. Install a handicapp commode, supply line and cutoff in the
front bath and regular commode, supply line and cutoff in the rear
bath.
3. Install new washerless faucets on the kitchen sink,
vanity, and tubs.
4. Install a washing machine box in the wall in the kitchen.
4. Install a 19 inch vanity in reaz bath. Reinstall the pedestal
sink in the front bath.
3. Insta113/a inch pipe to the pressure relief valve on the hot
water heater.

ELECTRIC:
1. Install a 150 amp service in the kitchen. Install a mast and
weatherhead.
2. Install new fixtures at each entrance and in each room. Including
a switch and fixture in the hallway to the front bath.
3. Install GFT outlets in the kitchen and bath.
4. Replace the switch in the bath.
5. Install an exhaust fan in the baths. Vent the fans to the
exterior.
6. Install washer and dryer connections.
7. Install electrical connections to the hot water heater correctly.
INSULATION:
