PURPOSE: To consider awarding an ItFP for providing Computer Training Classes for County
employees .
BACKGROUND: Funds have been allocated in the 1999-2000 budget for Computer Training Classes for
County Employees. The classes will be taught in Microsoft Windows, Windows 95, Windows NT and
Microsoft Office Products (Word, Excel, PowerPoint, Access). There will be approximately 10 classes for
up to 12 employees as well as approximately 45 individual classes taken by employees at the vendor's
facility.
County staff identified Orange County's computer training needs and developed specifications. The County
solicited proposals from 11 vendors to provide this training. Four bidders responded. A tabulation is
attached. Durham Technical Community College (DTCC) of Durham, North Carolina provided the lowest
responsible proposal at a cost of $756 for a class size of 12 and $63 per day of individual employee training
at the vendor's facility. Durham Tech will conduct all training at the Orange County Skills Development
Center and each student will receive a copy of Anderson Soft-Teach Training manual that includes a tutorial
on diskette for the student to keep. The rate received is lower than the $70 per student rate provided under
the past contract with New Horizons Computer Learning Center.
FINANCIAL IMPACT: Funded from the employee development account. Up to $15,000 is included in
FY 1999-2000 budget for employee computer training.
RECOMMENDATION(S): The Manager recommends the Board authorize the Manager to award the
contract to DTCC of Durham, North Carolina in the amount of no more than $63.00 per student and
authorize the Manager to sign a contract pending staff and attorney approval with DTCC.

NOTES: Durham Tech cost of $63.00 per student consists of $45.00 per student
for the class plus $18.00 per student for the training manual and tutorial on disk.
Also DTCC will allow us to reduce the number of students per class from twelve
down to eight (depending on our registration) at a cost savings of $63.00 per
student. Solid Computer will allow $5.00/student, Compusa will allow nothing and
Executrain will allow $10.00 per student.
