BACKGROUND: Last year, Orange County EMS developed a public health, expanded scope paramedic project directed specifically at injury prevention and early childhood wellness issues in infants born to Orange County mothers. The project was funded by a $5,000 grant in 1998- 99. As noted in the attached letter, the Partnership for Young Children has awarded another $5,000 grant for the continuation of this program in 1999-2000. This project is designed to more effectively and efficiently utilize the time and expertise of our paramedics when they must be in their assigned areas available for emergency calls, but are not actually on a call. Under the program, the paramedic conducts a safety survey of each home for child-related injury risks; provides information on available community resources, injury prevention, basic immunization guideline, first aid, car seat and other safety concerns; and makes appropriate referrals. Each paramedic presents to the new parent a Welcome to the World baby bag containing literature and safety equipment. EMS works closely with the Orange County Health Department, the Department of Social Services, Partnership for Young Children, Chapel Hill Outreach, NC Cooperative Extension, Piedmont Health Services, PACT, KidScope, UNC Hospitals, Healthy Steps, Family Support Network, Adolescents in Need, Healthy Carolinians, UNC Family Practice, UNC Community Peds, Horizons, UNC School of Nursing, Prevent Child Abuse of North Carolina, UNC Center for Home Visiting, UNC School of Education, and others in maintaining a wide continuum of home visiting services to families in Orange County. FINANCIAL IMPACT: There is no County funding required. The grant covers all expenditures. RECOMMENDATON(S): The Manager recommends that the Board accept the grant for funding safety items and literature, and authorize the Chair to sign the related contract. We are delighted to let you know that the Board of Directors has approved preliminary funding for Orange County Department of Emergency Management Welcome to the World project You will receive final approval once our plan has been approved by the North Carolina Partnership for Young Children. Funds are contingent upon continuation funding from the North Carolina General Assembly for SmartStart. Your total award for FY 99/00 is $5,000.00. The final approval amount differs from the request to the Partnership. Please resubmit your budget and the abstract to us by May 14, 1999. The grant period will run from July 1, 1999 through June 30, 2000. The terms of this grant will be detailed in the Contract between Orange County Department of Emergency Management and the Partnership that will be sent to you under separate cover in June. You will also receive information outlining all reporting requirements and details on requesting funds for the coming year.
