PURPOSE: To formally adopt the Orange County Commissioners' Goals for 1999-2000
BACKGROUND: Each year, the Board of Commissioners holds an annual planning and
goal setting retreat that provides a forum for Commissioners to discuss their policy
priorities for the next fiscal year. This year the County Manager and staff received'
direction from the Board at the January 16 retreat and a follow up goals work session on
February 15. Staff developed a set of proposed objectives for each of the goals
articulated by the Board, and in many cases updated the detailed action steps and
timetables for current goals that the Board indicated they would like to continue through
the new fiscal year. These draft goals were distributed to the Board at the beginning of
April. The Board discussed the proposed goals at their April 13, April 21, and May 11
work sessions.
The Manager's June 10, 1999 memo regarding "Adoption of Proposed Goals for 1999-
2000" suggested that the Board plan to consider the goals as an element of the June 21
regular meeting consent agenda, as at that point, there would have been the opportunity
to make all required modifications in accordance with the Board's direction at the May 11
work session.
At that meeting, the Board identified each goal which at that point needed additional
refinement. Any goal which at that time the Board accepted as being in satisfactory shape,
is assumed to be ready to be adopted in that form at this June 21 meeting. Staff have
made no further changes to that group of goals, and they have not been copied and
redistributed with this abstract.
Staff have prepared a table (Summary Of Changes To BOCC 1999-2000 Proposed Goals
Compared To Versions Reviewed At May 11, 1999 Work Session) which is intended to
provide the Board with a quick reference to which goals staff understands were ready as
of May 11, those which now reflect changes the Board directed at the May 11 work
session, and those that are to be placed on hold.
Provided under separate cover are revised versions of only those goals that the Board
specifically pointed out at the May 11 meeting which needed additional changes. Those
revisions were circulated to the Board with the Manager's June 10 memo. One required
change was noted by Commissioners — all but the first three steps of Objective I of
the WIMP goal are deleted. Department heads responsible for the various goals have
been asked to make those changes and highlight them in bold text so that the Board's
attention will be drawn directly to the changes (note that this refers to any changes from
the May 11 set of goals — the most recent versions the Board reviewed in detail).
There are three goals (Expansion of the Efland Sewer System, Economic Development
Districts, and the Mebane Cooperative Planning goal) which affect the general Efland
planning area and its future land use pattern. These need to be suspended, pending final
adoption later this summer, after staff and I have had the chance to fully review and
integrate them to assure consistent strategies are pursued where there are
interrelationships between these goals. When the Board does adopt them later this fiscal
year, they will be reissued for the Board's notebooks with an annotation of the date they
ultimately received formal Board approval.
FINANCIAL IMPACT: The Board's approval of goals will in.some cases require the
obligation of new resources and/or the dedication of portions of existing staff time to carry
out the action plans for those goals. The potential financial impacts and resource
requirements are addressed in each of the individual proposed goals. New resources
required have been included in the Manager's recommended budget for 1999-2000, which
was presented to the Board at the end of May.

2000 goals.
