MINUTES OF THE ORANGE COTJp1'TY
BOARD OF COMP4ISSIONERS
November 20, 1973
The Board of County Commissioners of Orange Counts met in regular session in the
Commissioners Room of the Courthouse in Hillsborough on Tuesday, November 20, 1973,
at B:00 o'clock P, M.
Members Present: Chairman C. Norman Walker and Commissioners Henry S, Walker,
Flora Garrett, Richard ~. Whitted and I4elvin Whitfield.
Members Absent: None.
Mr. Eddie Mann, Chairman of the County Recreation Study Commission, reported on
the work of this committee. The Committee felt that in order for them to perform their
function properly they wculd have to retain the aerviaea of a professional consultant
in the field of recreation planning. As such they review the work and accepted the
proposals from several consulting firms. They were recommending to the Board of
Commissioners that they be allowed to accept a proposal from a studs group composed of
Messieurs Sternloff, Warren and Stein. Discussion ensued.
IIpon motion of Commissioner Henry S. Walker, seconded by Commissioner Richard
E. whiffed, it was moved and adopted, that the studs committee proceed with the study
to be aoriduated by Messieurs Sternloff, Warren and Stein.
Dr. Robert Senior, representing the Chapel Hi11 Drug Action Committee, made a
report to the Board of Commissioners aonaerning the eativities of this committee
since its organization in 1969. This committee since its inception has organised
Operation Switchboard at the request pf the youth of the community. This is a crisis
oriented organization designed to react to sudden urgent problems. To fill the need
of the drug user who wants to cure himself the Genesis House Program started. Genesis
House cow operates a 158 acre farm and has an investment of $20L~.,000 in its physical
plant. The corporation only owes $81},000 on this property. The Drug Action Committee
felt that along with their crisis program and their program to sure drug addicts there
was still another need to be filled. They, therefore, organized their Tree House
Program. This program provided housing and guidance for disturbed teenagers, many of
whom are run sways, but all of whom have emotional problems of some sort. Dr.
- Senior explained that his committee would like to discuss their program more in detail
with this Board when the time pf the Board permitted.
The Counts Administrator read the results of the bide on refuse collection
equipment. For results of bids sea page 150.
The Board of Commissioners then heard from Andy Simms of Sanco-Corporation and
Mr. Bob Buck of Roach-Russell, Inc. These gentlemen were in the sales force of their
aompaniea. The Board made no decieien on which equipment to use at this time.
Mr. Robert DeMaine, of the Triangle J Council of Governments, discussed the
National Flood Insurance Program with the Board. In essence Dr. DeMaine stated that
if w® wanted a detail discussion of the flood ineuranas program the Board should
contact Ralph Myers of the Federal Department of Housing and IIrban Development and ask
him to discuss the program at one of their meetings. If the Board wanted to qualify
Orange County for flood inauranae cooerage it could do so easils if it acted before
December 31, 1973. If .we delayed beyond that date qualifying would be considerable
more difficult.
The County Civil Preparedness Director was designated as the County's Coordinator
for the Governor's Energy Conservation panel.
The Board discussed designating two members to the I -!}0 Advisory Committee. No
aatian was taken. The County Administrator wee directed to place this item on the
Agenda for its December 3rd meeting.
The Board discussed the proposal for a Food Supplement for the Elderly. Chairman
- Norman Walker polled the Board members asking each how he felt about this program.
Commissioner Richard .. Whitted stated he Felt the County should be apart of
this program. In some areas of the County there is a significant need for it.
---- Since a basis allocation had been set up for the region if we failed to accept the
program the funds allocated Por Orange County would be re-slloaated to the other
counties.
Commissioner Henry S, Walker stated he had contacted several elderly persons who,
personally, opposed the program. He would, therefore, not support the program.

~ Y Commissioner Flora Garrett stated she felt there was a need for the program. The
County performs many services for its citizens that ware not needed by all persona and
cited as an example the Farm Extansien Program. There was an unquestioned need for the
program. Government statistics indicated that there were several thousand under fed
persons in Orange County.
Chairman Norman Walker disagreed with these statistics and stated that if those
under fed or hungry persons 1<rould contact the Social Services Agency ample food could
be made available to them.
Upon motion of Commissioner Melvin Whitfield, seconded by Commissioner Henry 5,
Walker, it was moved, that the County not accept the proposal far a Food Supplement
for the Elderly.
Commissioner Flora Garrett inauired if the Board would object to the operation of the
Food Program if private funds could be secured to support the project. Commissioner
Melvin Whitfield stated he would have no objections to the Foed Program as long as County
funds ware not involved, Commissioner Flora Garrett moved that the County would not
object to the institution of the Food Program for the Elderly if private funds could be
secured to support the program. Chairman Walker called for a vote on the motion.
All members voted aye.
Thera being no further business to come before the Board the meeting was adjourned
to meet again on November 26, 1973.
