The Board of Commissioners of Orange County met in special session on
Thursday, October 25, 1973, at 7:30 o~clock P,M, in the District Courtroom of
the County Courthouse in Hillsborough, North Carolina, as a Board of Equalization
.. and Review.
Members Present: Commissioners Henry 8, Walker, Flora Garrett, Richard E.
Whitted and Melvin Whitfield.
Members Absent: Chairman C, Norman Walker.

Also present was S, M, Gattis and Betty June Hayes, Clark to the Board.
This meeting had been scheduled Por the purpose of hearing representatives of
the North Carolina Board of Transportation. M. C. Adams, Division P7igineer, John
~~ Watkins, Assistant Division Engineer, S. H, Jones, District Engineer and r. D,
Hornaday, Second Road Councilman were present to review the recently enacted
General Statutes that dealt directly with the Board of Transportation and the
