BACKGROUND: During Spring 1999, the Dispute Settlement Center developed a grant application to administer a holistic Restorative Justice program. This program is designed to help the juvenile courts and the juvenile court counselors hold juvenile offenders accountable for their actions. The program will provide assistance to the juvenile justice system to help offenders understand the impact of their actions, and thereby reduce recidivism. Restorative justice is a shift from the traditional system of retribution towazd a focus of repairing the damage caused by crime to victims and the community. The project has three components: (1) Intervention -upgrade and expand the Dispute Settlement Center's 13 yeaz victim-offender mediation (VOM) program; implement two series of RESOLVE, a conflict management training curriculum for juvenile offenders and their parents. (2) Prevention - provide specially designed training for communities where youth are at high-risk for criminal activity or victimization; organize a local promotional campaign about restorative justice; and pazticipated in relevant community events/projects. (3) Collaboration - organize a network of local juvenile service agencies to promote collaboration through restorative justice interventions, as well as research the possible benefits of adding victim liaison responsibilities to our work with our local Office of Juvenile Justice. FINANCIAL IMPACT: This program will be operated through the grant award and CBA funding provided by the Office of Juvenile Justice and administered via contractual arrangements with the Dispute Settlement Center. RECOMMENDATON(S): The Manager recommends that the Boazd approve the grant award and authorize the Manager to sign. Contracts must be approved by the Governor's Crime Commission grants management director prior to execution. Any funds incurred will be in violation of the contract if they are incurred prior to approval. Any rate over $450/day of $56.25/hr must be justified in writing to the Governor's Crime Commission. All sole source contracts in excess of $100,000 must receive prior approval from the Bureau of Justice Assistance. 2. Positions created must be new and increase the agency staff by the number of positions requested. 3. Funds allocated to the personnel section of the budget may not be transferred to another budget section. Unspent personnel funds will be reverted. 4. Agencies whose grants include confidential/buy money funds must read Appendix 7 "control and Use of Confidential Funds" in the Office of Justice Programs publication M-700 and sign a certification to abide by the federal guidelines, prior to any use of confidential/buy money funds.
