PURPOSE:
To award one housing rehabilitation contract for the HOME Housing Rehabilitation Program.
BACKGROUND:
The Housing and Community Development Department solicited bids from qualified housing
rehabilitation contractors participating in the County's Housing Rehabilitation Program. Sealed bids were
solicited from participating contractors on June 29, 1999. The informal bidding process is governed by
the North Carolina General Statues §143 -131 and does not require a minimum number of bids. Bid
results are attached. Present program procedures provide that housing rehabilitation contracts be awarded
to the lowest responsible bidder.
FINANCIAL IMPACT:
Funding for this program is provided by the HOME Investment Partnership Program.
RECOMMENDATION(S):
The Manager recommends awarding the following housing rehabilitation contract:

EXTEROR:
1. Power wash the exterior.
2. Clean the front gutter. Repair the section of gutter over the
front door. Install aluminum, continuous gutter and downspouts
on the rear of the house. Install rigid, plastic leaf guards on the
front gutter. Install splashblocks under each downspout.
3. Install three, manually operated foundation vents.
4. Repair all cracks in the foundation.
5. Prepare the exterior for paint. Paint the exterior with
flat, exterior latex paint. Paint the exterior trim with semigloss latex
paint. Paint to cover completely.
6. Install a crawl space access of pressure treated plywood.
Install a locking hasp and galvanized hinges.
7. Repair the rear fascia.
8. Install aluminum drip edge
9. Remove the rear steps.
INTERIOR:
WINDOWS:
1. Remove the existing windows. Install vinyl replacement
windows and trim in each room.
LIVING ROOM:
1. Remove the existing front door and storm door. Install a
lentil over the front door.

2. Install a six panel, metal insulated door unit. Install a
lockset and deadbolt to be keyed the same. Install a peephole
and matching trim. Paint the door and trim with exterior latex.
3. Install an aluminum clad storm door «ith pneaumatic closurer
And vinyl sweep.
4. Paint the ceiling with ceiling white latex and the trim
with semigloss latex paint. Paint to cover completely.
5. Install carpet and pad. Carpet allowance to be $14 /yard.
KITCHEN:
1. Remove the rear door unit. Install a lentil.
2. Install a 36 inch, interior wood door unit and privacy lockset.
3. Remove the existing cabinets. Remove the floor to the joists.
Remove the ceiling tile.
4. install 3/4 inch CD plywood and 1/4 inch luan plywood.
Prepare the floor for vinyl.
5. Install vinyl ;nor covering, metal trim and shoemold.
Vinyl allowance to be $14 /yd.
6. Install kitchen cabinets with factory finish wood fronts. Install
the same lineal footage as the existing cabinets. Install formica counter top
with .-olied backsplash. Install five foot of additional base cabinets.
7. Install colonial style baseboard.
S. Paint the trim with semigloss latex paint. Paint to cover
completely.
9. Install textured 12x12 ceiling tile and crown mold.
HALL:
1. Remove the floor covering to the floor joists.
2. Install 3/4 inch CD plywood.

textured ceiling tile and crown mold.
5. Paint the trim with semigloss latex paint. Paint to cover
completely.
6. Install carpet and pad. Carper allowance to be $14 /yd.
RIGHT/FRONT BEDROOM:
1. Prepare all surfaces for paint. Tape all cracks and patch all
holes.
2. Paint the walls with flat latex paint and the trim with
semigloss paint. Paint to cover completely.
3. Install carpet and pad. Carpet allowance to be $14 /yd.
3. Extend the closet two feet towards the door. Install
sheetrock, tape and finish the sheetrock smooth. Install
a closet rod and lx 12 shelf.
RIGHT /REAR BEDROOM:
1. Prepare all surfaces for paint. Paint the ceiling with ceiling
white latex paint, the walls v.-ith flat latex paint and the trim with
semigloss latex paint. Paint to cover completely.
2. Install carpet a.nd pad. Carpet allowance to be $14 /yd.
LEFT /FRONT BEDROOM:
1. Prepare all surfaces for paint. Patch all holes and cracks.
Paint the ceiling with ceiling white latex paint and the walls with
flat latex paint and the trim with semigloss latex paint. Paint to
cover completely.
2. Install carpet and pad. Carpet allowance to be $14 /yd.

BATH:
1. Remove the bath ceiling. Install 1/s inch sheetrock. Tape
and finish the sheetrock smooth.
2. Remove the commode. Remove the floor covering to the
floor joists. Install 3/a inch AC plywood and 1/4 inch Juan
plywood. Prepare the floor for vinyl.
3. Install vinyl floor covering, metal trim and shoe mold.
Vinyl allowance to be $14 /yd.
4. Install a five piece accessory kit to include two towel
Bars, tumbler holder, soap dish and paper holder.
5. Install a surface mount medicine cabinet.
6. Paint the walls, trim and ceiling with semigloss latex
paint.
7. Reinstall the vanity and top.
ELECTRIC:
1. Install a 150 amp meter center, mast and weatherhead.
2. Install 2 additional outlets per room.
3. Install GFI outlets in the kitchen and bath.
4. Install new fixtures in each room and the exterior entrances.
5 Install a porcelin fixture in the crawl space and one in the attic.
6. Install a vent fan in the bath.
PLUMBING:
1. Install a handicap commode. Install new supply line and cutoff.
2. Install a seven inch, aluminum, double bowl sink with p -trap,
supply lines, cutoffs and washerless faucet.

3.Install a p -trap assembly, supply lines and cutoffs on the
vanity.
4. Install a washing machine plumbing box in the new addition.
Make all necessary waste and supply connections.
5. Install a frost free exterior faucet.
ME, CHANICAL:
1. Remove the existing duct work. Install insulated duct work.
INSULATION:
1. Install R -30 insulation in the attic.
2. Install R -19 insulation in under the floor.
3. Install a 6 mill vapor barrier in the crawl space.
Provide a termite and powder post beetle inspection and treatment.
