PURPOSE:
To approve the impact fee reimbursement requests from Habitat for Humanity of Orange County, NC,
Inc. in the amount of $9,750 and EmPOWERment, Inc. for $6,000 for newly constructed owner-
occupied housing.
BACKGROUND:
On November 1, 1995, the BOCC approved a policy for impact reimbursement to local non-profit
organizations meeting the established eligibility criteria. This policy was last revised on March 4, 1998.
The policy requires the following:
1. Housing must be developed for first-time homebuyers with incomes at or below SO% of HUD
published median income for the Raleigh-Durham-Chapel Hill, NC MSA;
2. Affordable. housing is defined asowner-occupied housing which can be purchased for no more
than 2.5 times annual family income; and
3. The non-profit organization must certify in writing that, for owner-occupied housing, it will
remain affordable to the anticipated beneficiary or beneficiaries for a period of a minimum of
twenty (20) years or longer if required by HUD policy.
The County has received reimbursement requests from Habitat for Humanity of Orange County, NC,
Inc. and EmPOWERment, Incorporated. These requests have been reviewed for eligibility according to
the approved BOCC policy and have been determined eligible for reimbursement.
Specifically, Habitat for Humanity is asking for $9,750 in impact fees paid for the following newly
constructed houses:
1. 408 Cain Drive, Efland; Cheeks Township
(Family of two (2); Annual Income: $16,250} Reimbursement: $75D
2. 407 Cain Drive, Efland; Cheeks Township
(Family of three (3); Annual Income: $13,400) Reimbursement: $7S0
3. Gemena Road; Chapel Hill; Bingham Township
(Family of five (5); Annual Income: $29,850) Reimbursement: $75D
4. 127 Brownsville Street; Hillsborough; Hillsborough Township
(Family of three (3); Annual Income: $21,120) Reimbursement: $750
5. 209 Elderberry Drive; Chapel Hill; Chapel Hill Township
(Family of four (4); Annual Income: $21,480) Reimbursement: $3,000
6. 205 Elderberry Drive; Chapel Hill; Chapel Hill Township
(Family of six (6); Annual Income: $20,738) Reimbursement: $3,000
7. 2530 Gemena Road; Chapel Hill; Bingham Township
(Family of four (4); Annual Income: $24,500) Reimbursement: $750
EmPOWERment, Inc. is requesting reimbursement in the amount of $6,000 in impact fees paid for the
following newly constructed houses:
1. 115 Creel Street, Chapel Hill; Chapel Hill Township Reimbursement: $3000
(Family of seven (7); Annual Income: $51,750)
2. 204 Elderberry Street, Chapel Hill; Chapel Hill Township Reimbursement: $3000
(Family of two (2); Annual Income: $33,300)
FINANCIAL IMPACT:
There is a line-item in the current yeaz budget for impact fee reimbursements. The current balance is
$144,750.
RECOMMENDATION(S):
The Manager recommends approval of the impact fee reimbursement requests from Habitat for
Humanity of Orange County, NC, Inc. in the amount of $9,750 and EmPOWERment, Inc. for $6,000.
