PURPOSE: To receive an outline of review comments from Orange County Staff.
BACKGROUND:
Location
A 342 acre parcel located within the northeast quadrant of I-40 and Old 86.
Summary:
The project will. be discussed at the September 8, 1999 joint meeting with Hillsborough. The
project includes approximately 1.6 million square feet of non-residential office, warehouse
and office flex space and 750 units.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION(S): Receive as a report.

SUBJECT: Hillsborough Place
Hillsborough Place has been renamed to Corbin Downs. The meeting of
September 8 has a draft agenda, which is Attachment 1. An analysis of the
development proposal is in process by both Hillsborough and Orange County
staffs. The proposal has been changed to decrease residential units and
increase non-residential square footage. An outline of the new development
scheme and phasing is Attachment 2.
The changes .proposed are under review but not fully because the applicant has
not submitted their reports on changes to the traffic impact. In any event,
Orange County staff will be commenting on the following topics to be more
elaborately analyzed for the actual joint agenda package to be distributed either°
Thursday, September 2 or Friday, September 3.
Traffic
Construction and extent of 4-laning Old 86, I-40 and I-85 intersections, limited
access along Old 86, Transit-Oriented Development (TOD).
Traffic Peripheral Issues
• The proposed Hillsborough Bypass should be constructed in a timely manner.
• Churton Street/Old 86 expansion should be accelerated to match
construction with this project.
• Consider future connectivity to a potential rail station north of this project.
School
See attachment 3 (under review with School District).
Building Plan Review and Inspection Services
Presently there is not enough building division staff to provide services of this
amount. Review fee structure to accommodate cost of services for this project.

EMS .facilities are located approximately 3 miles to the south on New 86 and 5
miles to the north on Old 86 to the primary access points to aforesaid roads
along Hillsborough Blvd. There is an additional 1-1/2 miles of internal project
roads.

EDD/MTC
Purpose: To protect and enhance those natural and environmental features
which constitute important physical, aesthetic, recreational an economic assets
through the provision for special controls of public and private development
along major transportation corridors.
OPEN SPACE/EROSION CONTROL
The open space plan attempts to preserve small areas of forest but because of
the large impervious requirements of non-residential development and
development elevation changes, limited areas of forest are preserved in the
concept plan.
Erosion Control: A project of this scale and use should develop a high intensity
erosion control program including full use of phasing and BMP's.
Tax Revenue
