Mebane 336-227-2031 PURPOSE: To consider approving a $10,226 Smart Start Grant for the Traveling Treasures from Orange County Partnership for Young Children BACKGROUND: On June 25, 1999 the Orange County Public Library submitted a grant proposal to the .Orange County Partnership for Young Children for the purpose of developing and improving reading skills for Latino preschoolers and their families through the circulation of bilingual Treasure Boxes, Teacher Resource Collections, and Storytime Services to Day Care Centers. Traveling Treasures will provide bilingual library materials and services to Latino preschoolers who are unable to benefit from regular library services. These preschoolers are underserved primarily due to cultural, socioeconomic or educational disadvantages.. By partnering with the Orange County Schools Director of Secondary Education, Migrant Recruiter and local Latino community leaders, materials will be circulated to Latino preschoolers living in northern Orange County. FINANCIAL IMPACT:. This grant will increase the library budget by $10,226. We are delighted to let you know that the Board of Directors has approved funding for the Traveling Treasures. Your total award for FY 1999-2000 is 10 226 the grant period will run from September 1999 through June 2000. All funds must be spent by June 30, 2000. The terms of the grant will be detailed in the contract between the Orange County Public Library and the Partnership and will be sent to you under separate cover. You will also receive information outlining all reporting requirements and details on requesting funds for the coming year. Prior to contracting, we will need the following info,~nation: 1. Contracting information sheet 2. Previous year's audit report 3. ~ Conflict of Interest statement In addition, you will also need to complete an evaluation plan within 30 days of the grant start. An outline cf what is required is included with this letter. Please contact, our program manager, if you need assistance with completing the evaluation plan. The Board had several concems regarding this grant that must be addressed before we are able to contract with you for this project. Please let us know in writing how you will address these issues. You must also resubmit any parts of your proposal that are affected by these concems. Latino services • Your agency must describe its plan for addressing the needs of Latino children and families. What is your current capacity to serve Latino children and families? What is your plan for serving Latino children and families once they come to the library? The Board is concerned that introductory tours and interest in the library will not be supported unless there are. library staff available who are bilingual and bicultural. Program • We would like to see outreach efforts to more sites in the community where Latino children and families are already accessing services. Our staff will be glad to work with you in identifying other agencies to work with such as family resource centers, Piedmont Health services, Child Care Services Association, etc. • Will you be providing. instructions and training to parents. on .how to use these materials with their children? • Materials development: We would like to see you establish an advisory committee, including parents, to help in the development of Traveling Treasures to make sure that materials are relevant and interesting to families. • Will transportation to the library~be available on an ongoing basis? How will families know about these services, including public transportation? • Evaluation: We would like to see the evaluation expanded to include direct feedback. from parents about how there are using. the materials. We trust that you will be able to incorporate. these components into your efforts, but please let us know immediately if you have any difficulty with this request.
